A regular meeting of the City Council of the City of Lodi was held beginning at 8:00 p.m. of WOdnesday, July 18, 1962, Councilmen Brown, Culbertson, Dow, Ullmann and Katzakian (Mayor) present. None absent. Also present: City Manager Glaves, Administrative Assistant Carlton, City Attorney -Mullen and -Planning Director Rodgers. MINUTESs Minutes of July 5, 1962, were approved as written and mailed on motion of Councilman Brown, Ullmann second. PLANNING COMMISSION REVISED MAP 'The City Council having approved the installation WESTDALS SUBD. of utilities in the streets in the Westdale Sub- division, a revised final map of the subdivision enlarging the lots and eliminating easements along side property lines was submitted for Council approval. This map would supersede the map which had been approved on June 20, 1962. Councilman Culbertson moved that the revised map be approved as submitted. The motion was seconded by Council- man Dow and carried. FINAL MAP The final map of Loma Court was presented for LOMA COURT approval by the Council. All provisions of the subdivision ordinance had been complied with except that Robert Street was 50 feet in width instead of 55 feet as required. However, Robert Street in the Loma Park Subdivision is 50 feet wide and as the street would not extend beyond these two subdivisions it was felt that it was reasonable to have the street 50 feet for its entire length which would be 915 feet. Councilman Dort moved that because Robert Street is a dead end street and because the existing portion of the street is 501 in width, the map of -Loma Court as submitted be approved. The motion was seconded by Councilman Ullmann and carried. COMMUNICATIONS AMA Notice was received from the American Municipal CONGRESS Association inviting the Council to attend the annual congress of the Association in Philadelphia, August 25-29. 99 HIGHWAY A letter was read from State Senator Alan Short BTW LODI AND notifying the Council that the Interim Committee STOCKTON on Transportation has offered to come to San -- - Joaquin County in September to consider the con- struction of 99 Highway between Lodi and Stockton as a freeway. Senator Short is happy to be of service to the City and would like to have a list of witnesses who wish to appear before the committee. The letter was referred to the City Manager. SAFETY A letter was read from the Lodi District Safety COUNCIL Council thanking the City Council for consideration RE ANGLE given to representatives of that organization in PARKING regards to Sacramento Street parking and suggesting that a study be undertaken to determine if it would be feasible to remove all angle parking in the downtown area. MUMBERT A letter was read from Cecil Mumbert questioning RE SACTO ST. the decision of the City Council in returning the PARSING west side of Sacramento Street between Pine and Oak Streets to diagonal parking and urging further study of the problem before changing back to diagonal parking. SENIOR. A communication from the Lodi Senior Citizens Club CITIZENS was read in which they thanked the Council for offering a site at the American Legion Park for erection of a building by the Club and stated that they will build on this sitewhen funds are ads- quate. ABC LICENSES Notices were received of the following applications for alcoholic beverage licensees 1. On -Sale Beer & Wine, Robert C. Fenzel, 3 Aces Tavern, 111 N. Sacramento Street. 2.. Off -Sale Beer & Wine, John Heier and Harold Scholl, Mission Cash Store, 620 S. Central Avenue. STOCKTON A request was received from the San Joaquin County AIRPORT Board of Supervisors asking for a recommendation NAME on a name for the Stockton Field Airport. The name "Stockton Metropolitan Airport" has been suggested by the San Joaquin County Sheriff's Air Patrol. Councilman Dow moved the endorsement of the recommendation of the Sheriff's Air Patrol that the Stockton Field Complex be named "Stockton Metropolitan Airport." The motion was seconded by Councilman Brown and carried unanimously. Councilman Culbertson then moved that a letter be written to --the Board of Supervisors requesting that they look -into the possibility of having a direct route --from 99 Highway to the airport and that added directional signs be installed along the present route. The motion was seconded by Councilman Dow•and carried unanimously. FBI SHOOT An invitation was received from the Chief of Police to attend the.yearly FBI Shoot which will be held on August 1, 2. and 3 in the Grape Bowl between the hours ;of 8 and 11 p.m. Members of the Council expressed interest in attending. REPORTS OF THE CITY MANAGER CLAIMS.. Claims amounting to $102,619.00 ware approved on motion of Councilman Culbertson, Brown second. DRIVEWAY The request of Robert D. Houston for three 12 -foot REQUEST - driveways in Lodi Industrial Park along the R. HOUSTON Frontage Road was presented for Council consider- ation. These -driveways are 7,1 feet apart which eliminates on -street parking in front of this prop- erty. After discussion of the proposed driveways and suggested alternatives, it was moved by Council- man Dow that because of.easier ingress and egress Provided by the proposed driveways, that the request of Robert Houston for three 12 -foot drive- ways be approved, subject to approval by the State Division of Highways. The motion was seconded by Councilman Brown and carried. Ino off-street Dari{inn stalls would be provided and because - 2 - 304 Minutes of July 189 1962, continued DRIVEWAY The Council then considered the driveway request REQUEST of Lodi Ready Mix for five 30 -foot driveways at LODI the northeast corner of Lodi Avenue and the Frontage READY MIX Road. There would be three driveways along the - Frontage Road and two along Lodi Avenue. The drive- ways requested were approved subject to further approval of the State Division of Highways on motion of Councilman Brown, Culbertson second.. AWARD - Two bids were received for concrete pipe, one from CONCRETE PIPE Spiskerman Concrete Pipe Company for a total of $9,397.10 and the other from J. W. Mumbert Concrete RES. NO. 2550 Pipe Company for a total of $9,483.50. Councilman ADOPTED Brown moved the adoption of Resolution No. 2550 awarding the contract for the concrete pipe to Spiekerman Concrete Pipe Company, the low bidder, for $9,397.10. The motion was seconded by Council- man Ullmann and carried. AWARD - The following bids were received on the installation LOCKEFORD- ST of the Lockeford Street Sanitary Sewer: Wm. SANITARY Burkhardt for a total of $3,735.00 and A. Teichert SEWER for a total of $5;135.00. Councilman Culbertson moved the adoption of Resolution No. 2551 awarding RES. NO. 2551 the contract for the installation of the Lockeford ADOPTED Sanitary Sewer to Wm; Burkhardt for a total of $3,735.00. The motion was seconded by Councilman Dow and carried. SPECS Z. Specffications were presented for the reconstruction LOCKEFORD ST of Lockeford Street between California Street and WIDENING Pleasant Avenue. The City Manager explained the amount of work which would be done by contract and that which would be done by the City. Councilman Brown moved that the plane and specifications for the widening of Lockeford Street between California and Pleasant be approved and that advertising for bids be authorized. The motion was seconded by Councilman'Ullmann and carried. SACRAMENTO The City Manager presented plans for the relocation STREET of the white centerline of Sacramento Street. The PARKING Engineering Department recommended that the,'line.. be moved 5* feet easterly so that -the line would be located midway between the shy -away areas for the parallel parking on the east and angle parking on the west side. Mayor Katsakian felt that changing the line as recommended would not solve the problem, but would make it harder to correct -in the future. Councilman Dow stated that moving the line would at -least alleviate a portion of .the problem.=, According to Councilman Culbertson changing the line would give sufficiently wide traffic lanes and would provide greater safety than the present line. Councilman Dow moved that the white line on Sacramento Street from Lodi Avenue to Turner Road be moved 5* feet easterly. The motion was seconded by Councilman Culbertson, and failed to carry by the following votes AYES: Councilmen - DOW and CULBERTSON NOES: Councilmen - BROWN, KATZAKIAN and ULLMANN - 3 - 306 Minutes of July 18, 1962, continued - 4 - The Council then determined that a survey of the street should be made covering costs and up-to- date figures of traffic flow and that a public hearing should be held, with the businessmen along the street being notified thereof. ORDINANCES MINOR RESI- ORDINANCE NO. 729, entitled "AN ORDINANCE OF THE DENTIAL STS. CITY OF LODI AMENDING LODI CITY CODE CHAPTER 22 'SUBDIVISION ORDIN"CE OF THE CITY OF LODI' BY ORD. NO. 729 AMENDING SECTION 22-3 OF SAID CODE CHANGING THE ADOPTED LENGTH OF A MINOR RESIDENTIAL STREET, "having been introduced at the meeting of July 5, 1962, was brought up for passage on motion of Councilman Dow, Brown second. Second reading -was omitted after reading by title, and was then passed, adopted and ordered to print by the following vote: AYES: Councilmen - BROWN, CULBERTSON, DOW, ULLMANN and KATZAKIAN NOES: Councilmen - NONE REPORTS OF THE CITY MANAGER (continued) LEASE - Mr. Glaves stated that he had received a proposed GRAPE FESTIVAL lease from the Grape Festival Association for use FACILITIES of recreation facilities by the City. The lease had not been approved by the County Counsel and the City Attorney felt that changes should be made In the proposed lease and that the approval of the County Counsel should be obtained. The lease included x$1,500 annually for advertising and $3,000 for the recreation facilities. It was felt that the advertising monies -should be deleted from the lease and be on a year-to-year basis. On motion of Councilman Brown, Dow second, consideration of the lease was deferred to the meeting of August 1. However, the Council felt that it would be in order to pay the Grape Festival Association the $1,500 for advertising as allocated in the present budget. ECONOMIC A proposed resolution urging the County Board of DEVELOPMENT Supervisors to establish an economic development AGENCY agency for the purpose of stepping up the growth of industries in the County was presented for RES. NO. 2512 Council consideration. The resolution was read ADOPTED by the City Clerk. Mr. Con Deasy, representing the Lodi District Chamber of Commerce, suggested that the matter be postponed until later since a meeting was being held in Stockton on July 23 among the chambers of commerce throughout the County to consider formation of a similar organization which would be acting under direction of the chambers rather than as a governmental agency. There was considerable discussion concerning the proposal to have an economic development agency set up by the County, the costs of such a project, cooperation with other groups, and what could be accomplished by such an agency. Councilman Culbertson moved the adoption of Resolution No. 252 urging the County Board of Supervisors to establish a county -wide economic development agency. The motion was seconded by Councilman Katzakien and carried unanimously after Councilman Dow proposed that the following be added to the last paragraph - 4 - 306 Minutes of July 18, 1962, continued of the resolution: "..provided, however, that present allocations from these funds to chambers - 5 - of commerce not b -e reduced." - AUGUST 8 Mayor Katzakian suggested calling a special meeting MEETING ON to analyse the outcome of the Special Bond Election CAPITAL OUT- and to consider the problem of financing the LAY PROGRAM Capital Outlay program. The Mayor would like to have the public attend the meeting and suggested - that the committees that worked on the capital out- lay program and the election be sent invitations to the meeting. Councilman Dow moved that a special meeting of the City Council -be held on August 8, 1962 to discuss the Capital Outlay Program, that the public be notified of the meeting and that written notices be sent to those people who had worked on the various citizens' committees for the program and election publicity.
