HomeMy WebLinkAboutMinutes - June 27, 1962Y CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS JUNE 27, 1962 An adjourned regular meeting of the City Council of the City of Lodi was held beginning at 8:00 p.m. of Wednesday, June 27, 1962. Councilmen Brown, Culbertson, Dow, Ullmann and Katzakian (Mayor) present. None absent. Also present: City Manager Glaves and Administrative Assistant Carlton. Absent: City Attorney Mullen and Planning Director Rodgers. APPOINTMENTS BANDELIN AND Mayor Katzakian stated that the .terms on the ELLIOTT RE- Planning Commission of Robert K. Elliott and APPOINTED TO Thomas Bandelin would expire June 30, 1962. Both PLAN.CONXISSION men were willing to remain on the Planning Com- mission and as the Mayor wished to reappoint them, he requested concurrence by the Council. On motion of Councilman Dow, Culbertson second, the City Council ratified the reappointment of Robert K. Elliott and Thomas Bandelin to the Planning Commission for four year terms effective July 1, 1962. COFFIELD AND The Mayor then reported that he had contacted HOWEN ON Dr. W. J. Coffield and Jerald Kirsten whose terms LIBRARY BD. on the Library Board of Trustees would expire on June 309 1962. Dr, W. J. Coffield was willing to serve another term, but Mr. Kirsten said that he was unable to do so because of business reasons. Mayor Katzakian said he wished to appoint Mr. Verne Bowen to the Library Board to replace Mr. Kirsten and asked the Council to ratify his selections. On motion of Councilman Brown, Dow second, the City Council ratified the appoint- ment of Mr. Howen and the reappointment of Dr. Coffield to the Library Board of Trustees for three-year terms commencing July 1, 1962. CITY MANAGER REPORTS AWARD - City Manager Glaves stated that Mr. Loren Cromwell AERIAL TOWER of the Engineering Department had had an oppor- tunity to check the bids on the aerial tower RES."N0. 2547 which had been received on June 18, and which ADOPTED had been presented to the Council on June 20. He recommended that award be made to the low bidder, Utility Body Company, for a total sum of $11,984.13• Councilman Brown moved the adoption of Resolution No. 2547 awarding the con- tract for the aerial tower to Utility Body Company. for $11,984.13. The motion was seconded by Councilman Culbertson and carried. EMERGENCY Air. Glaves explained the emergency which had ELECTRICAL arisen because of low voltage problems in the WORK west area of Lodi caused by the hot weather and subsequent high usage of power for air conditioners. He had authorized the Superintendent of Utilities to put the electric crew on a twelve-hour day, six days a week to accelerate the 12 KV change- over program, in order to -avoid a burnout which would be very costly. He said the overtime for this work would amount to $3,580. On motion of ,Councilman Culbertson, Dow second, the Council - 1 - .0 r Minutes of June 27, 19629 continued - 2 - approved the action of the City Manager in getting this work under way. 1962-63 BUDGET CITY HALL The City Manager reported that x1200 had been GUTTER placed in the 1961-62 budget to repair the gutters REPAIR on the City Hall. However, contractors for suet, work will not guarantee the welding of new sections on portions of the old sections of gutter and it is therefore recommended that the enti-re gutter be replaced as most of it is in very poor condition. This will cost more than the amount appropriated therefor in this year's budget and the City Manager recommended that the balance of the cost be included in the 1962-63 budget. The City Council agreed to his recommendation. WALNUT - The Council then continued with the review of SCHOOL ST. the department budgets. During consideration of SIGNALS the Streets budget, the question of traffic sig- nals at School and Walnut Streets arose. The City Manager outlined the results of the traffic survey for this intersection. According to the standards used, traffic at this intersection_ did - not warrant install tion of traffic lights. How- ever, the Council felt that the amount of traffic, coupled with the problem of jaywalkers in the midblock on School Street between Oak and Walnut streets, justified installation of traffic lights and on motion of Councilman_ Culbertson, Brown second, the City Council approved :3,000 in the budget for the installation of signal lights at the School -Walnut intersection. ARCH The City Manager stated that the Utilities Depart- ment had suggested the installation of neon lights on the Lodi Arch as being less expensive to main- tain than the present lamps. However, the Council felt that because of its historical value, there would be opposition to the change and so agreed that the lighting of the arch should remain, as is. SHADE FOR During the discussion_ of the Recreation Department BALL PARK budget, Councilman Culbertson said that it was BLEACHERS time to have a shade area for the spectators at the Lawrence Park ball park. He stated that in the afternoons when most of the games are played, it is usually hot and many spectators seek shady areas rather than sit in the stands because of the heat. In addition, he felt that watching ball games was a recreation activity for older people and their needs should be considered. Superintendent of Recreation and Parks Ed DeBenedetti gave a resume of the number of teams and participants who used the ball park and the number of days it was used. Seventy percent of the games are played during the daytime. Mr. DeBenedetti submitted two plana for shading' portions of the grandstand, recommending Plan B as being the better one. Plan B would cover 78 feet in the center of the main stand, providing shade for 400 seats. It would be of cantilever construction to provide the best visibility. Councilman Culbertson moved that 83,500 be placed - 2 - 233 Minutes of June 27, 1962 continued in the budget for the construction of a shade for 78 feet of the center section of the Lawrence Park bleachers as shown on Plan B. The motion was seconded by Councilman Brown and carried. OAK TREES The City Manager reported that 116 trees at Lodi AT LODI LAKE Lake Park were infested with oak pit scale and - that it would take at least three years of treat- ment to eliminate this peat. He said that this program would require $600 in the 1962-63 budget. The Council agreed that the $600 should be included. LIBRARY The Library budget has been approved by the Library Board of Trustees; however, the budget is higher than can be taken care of by the 180 tax rate so it will be necessary to either in- crease the tax rate or to use a portion of the Library's reserve fund. ORD. NO. 728 Study of the proposed budget having been completed, INTRODUCED Councilman Dow moved the introduction of Ordinance No. 728 adopting the budget for 1962-63. The motion was seconded by Councilman Culbertson and carried. WESTDALE SUBDIVISION TOKAY-MILLS Mr. Glaves presented plans for the intersection INTERSECTION of Tokay Street and Mills Avenue showing where right of -way was needed so that Tokay Street in the Westdale Subdivision could.be extended easterly to connect with Tokay Street in Hutchins - Sunset Park. After study of the plans by members of the Council, it was moved by Councilman Culbertson that the alignment of Tokay Street and Mills Avenue as presented on the plans dated May 22, 1962 be accepted and that the subdivider to the west acquire the right of way for Tokay Street at its westerly alignment with Mills Avenue.
