CITY HALL COUNCIL CHAMBERS
NOVEMBER 1, 1968
A special meeting of the City Council of the City of Lodi was held beginning at 4:35 p.m.
on Friday, November 1, 1968, in the City Hall Council Chambers.
ROLL CALL Present: Councilmen - BROWN, CULBERTSON. HIRSTEN,
SCHAFFER and HUNNELL (Mayor)
Also present: City Manager Glaves, Assistant City Manager
Peterson, Planning Director Schroeder and Public Works Director
Jones.
City Manager Glaves explained to the City Council that the special
meeting was necessary to hear a request from Mr. Robert Griffin,
119 North Crescent Avenue, who was interested in developing a
parcel of industrially- zoned property on the northeast corner of
East Lodi Avenue and Cluff Avenue, outside the City limits.
Mr. Gloves said a decision regarding the City's requirements in
such a development was needed at once since Mr. Griffin had to
answer to the owner of the property by Wednesday, November 6,
1988.
Mr, Glaves said the development had received a favorable recom-
mendation from the City Planning Commission to the County Planning
Department, such recommendation subject to certain conditions,
The conditions were:
1. The dedication of Cluff Road for 40 feet east of the centerline
total length of the property;
2. The dedication of the easterly extension of Lodi Avenue as a
street of 80 feet of right-of-way with a curb face to curb face
dimension of 64 feet;
3. installation of sidewalks, curbs and gutters along that portion
of Cluff Road which is presently being developed;
4. Street improvements along that portion of Cluff Road which is
presently being developed;
5. Installation of off-site terminal storm drainage facilities; and
6. Representatives of the County Public Works Department, City
Public Works Department and the applicant meet and determine
how the above item' can best be accomplished,
The City Manager Acted Mr, Griffin has agreed to annex to the City
of Lodi at gush time as the City desires, An existing water line serves
that area and Mr. Griffin would be permitted to tap that line because
of his agreement to annex. The County, it was announced, would
permit the use of a septic tank, Storm drainage facilities presented
the most serious probtens, City Manager Glaves said.',
Mr. Griffin said ha would be willing to construct a ponding basin
on the property to temporarily retain mese stores waters, and
them oonnsct to the City's storm drain tine when such a line becomes
available. Counoitman Schaffer moved, Councilman Brown second

Planning Commission (installation of off-site terminal storm drainage
facilities) be eliminated. Councilman Culbertson pointed out that
should Mr. Griffin add to his development after annexing he would be
required to conform to City development requirements in all ways.
The question was called and the motion carried unanimously.
Councilman Culbertsor_ questioned the 80 -foot right-of-way dedication
on East Lodi Avenue, feeling it was excessive. Planning Director
Schroeder explained that this width was recommended in the City's
traffic report prepared by Dr. Faustman.
Mr. Victor Meyer, Consulting Engine; 41 South Sacramento Street,
representing Mr. Griffin, suggested that the applicant could bond for
the off-site improvements, provide engineering plans and then con-
struct these improvements when the exact requirements are established.
Mayor Hunnell said future discussions will determine this.
