C, motion of Councilman Brown, Kirsten second, the minutes
_-f October 2, 4968 were approved as written and mailed after
correc'ing the first paragraph on page 5 by adding "Finance
Dire_ -tor - S1213" to the end of the first sentence.

Mayor Hunnell called for public hearing on the proposal to

spoke in favor of the proposed rezoning. There was no one
else in the audience who wished to soeak in favor of or
against the proposal and the public portion of the hearing
was closed. Councilman_ Brown questioned if the proposed
project would be one oz two stories. Mr. Schneider stated
tentative plans are for one-story apartments. Councilman
Kirsten then moved the introduction of Ordinance No, 867
rezoning two parcels at the northwest corner of West Tokay
Street and South Hutchins Street to the R -GA, Residential
Garden Apartment District. The mot. -or was seconded by
Councilman Schaffer and carried by the following vote;
Ayes, Councilmen - Brown, Culbertson, Kirsten,
Schafer and Hannell

to speak on the matter, the public portion of the hearing was
closed. Councilman Culbertson then moved the introduction of
Ordinance No. 868 rezoning all parcel= on the north and south
-modes of West Elm Street between North Pleasant Avenue and
North Lee avenue to the C -P, Commer_ial-Professional District.

5.15, 000. Claimant claims he sustained inj uries while playing
in the v:clni-y of the Lodi Lake Park. On motion of Councilman
Brown, Kirsten se3ond., the Council denied the claim of Terrence
D. Antrim and Jeffery Brian Antrim, a minor, and referred it to
the Citv's Agent of Record, Max Elson,

CLAIMS Claims in the amcunt of $346, 574. 62 were approved on motion of
Coanclman Kirstan, Brow -n second.
AWARD - CAR Bids rec-e.ved on a standard automobile for the Fire Department were

City Manager Glaves recommended the award be made to the low
bidder. On motion of Councilman Kirsten, Schaffer second, the
City Coancil adopted Resolution No. 3222 awarding the contract for
the fur nishine of oae standard automobile to the low bidder, Loewen
auto Compary, for the amount of the bid.
AWARD - CaR. Bids Isere received on a standard automobile for the Police Department
POLICE DEPT, as follows:

The City Manager recommended the award be made to the low bidder.
On motion of Counc lman Schaffer, Kirsten second, the City Council
adopted Resolution_ No, 3223 awarding the conte act for the furnishing
of one standard automobile to the low bidder, Loewen Auto Company,
for the amoLt of the bid.

LIBRARY
The C'*y Manager reported that on October 14, 1968 the Library
SALARIES
Board approved salary increases as follows: 2 1/270 increase for
Library A, si_tant and L: rary Clerk, 5% increase for Librarian I
and L bear -a= II; 7 1/27 m,*ease for Janitor aid 10% increase for
C_v L braria .. Co°i-_lima,. Brown moved the recommendations
of the Library Board be approved. The motion was seconded by

from she requirements of the ordinance. The Council concluded
.hat exempting persons under 18 years of age would not solve the
problem beca-.ise some of the youths employed by Emanom are over
13 years of age. It was the general consensus of the Council that
the peddler's fee should not be reduced and the ordinance
should remail as it presently is. Councilman Culbertson moved
that the Bus`mess License Ordinance remain as it is at present.
The motion was se::onded by Councilman Schaffer and carried.
Councilman Culbertson then moved that the Emanom Youth group
be considered as an educational organization and be exempted from
the payment of a license tax under Section 12-12 of the Lodi City
Code. The motion was seconded by Councilman Kirsten. Under
the question, Councilman Schaffer and Mayor Bunnell felt they would
like more information on the organization before classifying it as
"educational." The motion failed to carry by the following vote:
Ayes: Councilmen - Culbertson and Kirsten
Noes: Councilmen -Brown, Schaffer and Hunnell
MALL PLAQUE The City Manager presented a drawing of the dedication plaque
designed for the Mall and stated he had requested the architect to
see -are bids for the project.
DEVELOPMENT The City Manager read a memorandum from the Director of Public
LODI AVE. BTWN Worts outlin�zg plans for the Long Drug Company -Wells Fargo
CHURCH & SCHOOL Development on Lodi Avenue between Church and School Streets.
On motion of Councilman Culbertson, Kirsten second, the Council
approved the plans for the development as recommended by the
Director of Public Works.
LEGISLATION
Mayor H-urnell felt the Council should take a stand on certain propo-
sitions which will be on the November 5, 1968 ballot. He recommend-
ed the City Council oppose Proposition 9 which attempts to guarantee
-ax relief. The,- Mayor stated the bill will not give tax relief but will

result in a massive tax shift. It was the consensus of the Council
that an effort should be made to defeat Proposition 9 and on motion
of Councilman Schaffer, Kirsten second, the Council unanimously
voted to go on record as opposed to Proposition 9.
Mayor Hunnell then discussed Proposition 7 which would authorize
PROPOSITION 7
Legislature to permit use of State Funds for local purposes. Council-
man Kirsten moved the Council go on record as endorsing Proposition 7.
The motion was seconded by Council Schaffer and carried by
unanimous vote.
HUNNELL -
Mayor Hunnell requested the City Manager to prepare by the end of
REQUEST ELEC.
-November a report on the City's electrical system.
SYSTEM REPORT
COUNCIL Mayor Hunnell stated that several weeks ago he had requested members
STUDY of the Council to present him with suggested subjects for discussion. Of
SUBJECTS those subjects suggested to him, he recommended the following six for
study by the Co•i c1 beginning January, 1969:
1. Capital Outlay Program
2. Electrical system review
3. Water system reaiew
1. Train'''rg program for all departments
5. Sid��alk Improvement program
6. Low -rant hour ng

It was agreed by the Council that the study of the Capital Outlay
Program should be given top priority.
