CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
OCTOBER 2, 1963
A regular meeting of the City- Council of the City of Lodi was held beginning
at 8:00 p.m. on Wednesday, October 2, 1968, in the City Hall Council Chambers.
ROLL CALL Present: Councilmen - BROWN, CULBERTSON, KIRSTEN,
SCHAFFER and HUNNELL(Mayor)
Also present: City Manager Glaves, Assistant City
Manager Peterson, City Attorney Mullen and Planning
Director Schroeder.
PLEDGE Mayor Hunnell led the Pledge of Allegiance to the Flag.
MINUTES On motion of Councilman Brown, Schaffer second, the
minutes of September 16, 1968 were approved as written
and mailed.
PLAN=NING COM1MISSION
The City Manager gave the following reports of the City
Planning Commission meetings of September 23 and
30, 1968.
REZONE W. ELM The City Planning Commission recommended the City
BTW N PLEASAN=T Council consider the rezoning of all parcels on the north
& N. LEE AVE, and south s ides of West Elm Street between North
Pleasant Avenue and North Lee Avenue from the R-4,
Multiple -Family Residential District to the C -P,
Commercial -Professional District. On motion of
Councilman Brown, Kirsten second, the matter was
set for public hearing on October 23, 1963.
REZONE The Planning Commission recommended the City Council
AREA 3 consider certain zone changes for the section of Lodi
designated Area 3 by the Planning Commission and which
descriptions are on file in the Office of the City Planning
Director. Councilman Culbertson moved the matter be
set for public hearing on Novem`+er 20, 1963. The
motion was seconded by Councilman Schaffer and carried
by unanimous vote.
T. SCHNEIDER The Planning Commission also recommended the approval
ZONING REQUEST of the request of Mr. Ted Schneider, Sr. , for a change
in zoning from the R-2, Single -Family Residential District
to the R -GA, Residential Garden Apartment District for
two vacant oarceis at the northwest corner of West Tokay
Street and South Hutchins Street (619 South Hutchins
Street. ) On motion of Councilman Culbertson, Brown
second, the matter was set for public hearing on
October 23, 1969.
REZONE The Planning Commission recommended the City Council

Director. On motion of Councilman Culbertson, Schaffer
second, the matter was set for public hearing on
November 20, 1963.
OF INTEREST Other actions ofthe Flaamng Commission of interest to the
Council were reported as follows
1. Approved the request of Guild Wine Company and
East Side Winery for variance to permit the erection
of two, 2' x 4' directional signs with certain conditions.
2. Approved the request of Mr. John Capell for a use
permit to construct Phase I of the multiple -family
portion of P -D 1 consisting of 30 units on 2 acres on
the east side of Lower Sacramento Road between West
Turner Road and Yosemite Drive with 12 required
conditions.
3. Approved the request of Mr. _-aures H. Turner for a
variance to erect an existing sign with a 6 -foot over-
hang in a location which permits a maximum 5 -foot
overhang at 117 South School Street in an area zoned
C-2.
4. Approved the request of Mr. Henry E. Ackerman for a
variance to permit the connection of an existing dwelling
and a proposed dwelling to an existing accessory
building with a 3 -loot side yard at 436 Hilborn Street
in an area zoned R-3.
AMEND TO The City Manager presented the Council with copies of the
ZONNING ORD, recommended amendment to the Municipal Code (Zoning
Ordinance - Chapter 2V which replaces the present M -
Industrial District with C -M, Commercial Light -Industrial
District; M-1, Light -Industrial District and M-2, Heavy -
industrial District. The Council agreed the matter should
be deferred for study.
COMMUNICATIONS
A letter was read from _Mr. James L. Gerard, agent for
the Estate of Gottlieb Bischel, deceased, requesting aban-
donment of an easement at the northeast corner of Ctuff
Road and Lodi Avenue. The request was referred to the
staff for study on motion of Councilman, Kirsten, Brown second.
REPORTS OF THE CITY MANAGER
CLAIMS Claims in the amount of 5519, 554. 81 were approved on
motion of Councilman Kirsten, Culbertson second.
SPECS - Specifications for a pickup truck for the Parks Department
PICKUP TRUCK were approved and caliing for bids author'_zed on motion of
Councilman Kirsten, Schaffer second.
SPECS - Specifications for a standard automobile for the Police
AUTOMOBILE Department were approved and tailing for bids authorized
on motion of Councilman. Schaefer, Kirsten second.

AWARD -
Only one bid was received for the 3/4 -tor. pickup truck
3/4 -TON TRUCK
for the Utilities Department. The bid was from Loewen
Auto Company in the amount of $2, 9=4. 47. The City

Manager recommended award of the bid. On motion of
Councilman Kirsten, Schaffer second, the City Council
adopted Resolution No, 3219 awarding the contract for
the furnishing of one pickup truck to Loewen Auto
Company for the amount of the bid.
CLASSIFIED
The City Manager reviewed his recommendation for

salary increases for classified personnel. Copies of his

recommendation and the results of the salary survey had
been previously forwarded to the members of the Council.
RES. NO. 3220
The City Manager recommended a 2 1/256 increase for
clerical classes and the class of Recreation Supervisor;
7 1/7v10 increase for the classes of Assistant Superintendent
of Public Utilities, Building inspector, Chief Building
Inspector, Chief Sewage Plant Operator, Electric Meter
Repairman -Inspector, Equipment Maintenance Man,
Groundman, Janitor, Load Dispatcher, Line Foreman,
Lineman, Maintenance Ulan i, Mechanic, Projects
Officer, Public Works Inspector, Sewage Plant Operator
and Utilities Supervisor; and 5mo increase for the
remaining classes,
The City Manager discussed the request of the City
Employees' Association for a 5170 increase for all classi-
fications and additional increases for those classifications
below the average of the survey cities. Lieutenant Albert
Cross, President of the Lodi Police Association, stated he
found no basic fault with the City Manager's survey but
felt the salaries for police personnel should be compared
with adjacent cities rather than comparative cities. He
stated that a 7 1/2116 increase would only bring the salaries
Of police personnel to the average of all surveyed cities.
He requested reclassification. of Police Clerk to Stenographer
Clerk M so that the Police Clerk would be compensated for
her duties as matron and questioned the present salary
range of the Dispatcher -Clerk.
Attorney James Atkinson, 1323 North Center Street,
Stockton, addressed the Council on behalf of the Local Fire
Fighters Association and requested a 10% increase for
fire personnel,
Mr. Henry Lucas, representative for International
Brotherhood of Electrical Workers, Local 25, stated the
recommendation of the City Manager regarding electrical
workers was satisfactory. Mr. Oliver Lee, 220 South
Ham Lane, stated he felt employees should be granted
the requested increases,
The City Manager stated that the policy of surveying
salaries of certain cities for comparison had been adopted
by the Council several ,years ago and he had endeavored to
follow this policy. He explained that it is important to
maintain the differential that had been established between
various classifications in the salary plan. Councilman

Brown questioned the salary- established for the position
of Dispatcher Clerk, Mr, Glaves explained that this
position was su_ve ed by the State in 1964 and the
salary was reduced at that time. After further discussion,
Councilman Kirsten moved the Council grant a 2 1/2010
increase for those classes recommended by the City
Manager. The motion was seconded by Councilman
Culbertson and carried unanimously. On motion of
Councilman Culbertson, Schaffer second, the City Council
approved a 51rc increase for those classes recommended
by the City Manager, Councilman Schaffer questioned the
7 11256 increase for the class of Janitor. Councilman
Kirsten stated he also questioned the recommended 7 1/2%
increase for the Mechanic and Maintenance Man I classes.
Councilman Culbertson was of the opinion that the 7 1/2%
increases for these classes was iu=tified in that the positions
were compared with similar positions in the survey cities.
Mayor Hunnell stated that a 7 1/2% increase for the position
of Lineman would bring the salary to approximately $9 above
the salary of P. G. &E. for this class. He questioned
Mr. Lucas, representative for I. B. E. W. , if in the future
the City uses P.G. &E. salaries as a basis for its recom-
mendations for salary increases, would the Union accept
this providing that the City goes to the nearest 2 1/256
increment. Mr, Lucas stated they would, provided the
employees would agree and that the City was only a few
dollars below P, G. &E. After further discussion, Councilman
Kirsten moved the Council grant the class of Lineman and
those classes directly tied to Lineman an increase to bring
them to the nearest 2 1/2% increment comparable to
Pacific Gas and Electric Company, based on the present
salary ranges. The motion was seconded by Councilman
Schaffer and carried unanimously.
Councilman Kirsten ther. moved that all ether positions
recommended by the City Manager for a 7 1/2% increase be
granted the increase with the exception of the classes of
Janitor, Maintenance Man 1 and Mechanic. The motion
was seconded by Councilman Schaffer and failed to pass by
the following vote:
Ayes: Councilmen - Kirsten and Schaffer
Noes: Councilmen - Brow -n, Culbertson and Hunnell
Mayor Hunnell moved the positions of Tanitor, Maintenance
Man 1 and Mechanic also be granted the 7 1/2% increase as
recommended by the City Manager. The motion was seconded
by Councilman Culbertson and carried with Councilman
Kirsten voting no. Counciiman Culbertson then moved that
the Police and Fire classes as well as the classes of
Janitor, Mechanic and -Maintenance Man i be studied by the
staff with the assistance o: consulting services as approved
by the Council is necessary. The motion was seconded by
Councilman Brown and carried unanimously. The Council
then adopted Resolution No. 3220 increasing salaries as
recommended by the City Manager on motion of Councilman
Culbertson, Schaffer second. In accordance with Resolution
No. 3213 increases are to be effective as of September 1,
1968.

DEPT. HEADS The City- Manager=ezomrnended the follcwing salaries
SALARIES for department heads: Pubic Works Director - $1410;
Police Chief - S1?50: Fire Chief - 51220; Planning
RES. NO. 3221 ;' Director - 51155, Recreation and Parks Director - $1145;

Utilities - 51325; NHe also recommenced that the salary
range for the Admini,;`_rati--e Assistant be increased to
$735 - $92.0. On motion o= Councilman Kirsten,
Schaffer second, the City- Council unanimously adopted
Resolution No. 3221 increasing salaries for unclassified
personnel as re.onn-vended by the City !Manager.
Salaries are affectne as of September 1, 1963 as set
forth in Resci:tion No. 3?19.
EMPLOYEES' The Council then rtv:ewed the request for fringe benefits
ASSN REQUESTS made by the Emp'oyees' Association, as follows:
1. Two additional holida s: Lincoln's Birthday and
Admission Day, the City Manager recommended

be guaranteed eight holidays per year. He explained
that when a holiday,- fade or- a Saturday, employees
would be gran -ed a compensating day off to be taken at
a time mutually agreed -o by the employee and his

a day added to his vacation. Or motion of Councilman
Culbertson, Kirsten second, the Council approved eight
guaranteed holidays pet year for employees.
2. Additional ;-azation leave, City Manager did not recommend

4. Longevity pay. City Manager did not recommend.
5. Certain changes in -he "Personnel Rules and Regulations'
regarding overtime, meals, up -grading of positions and
shift differential. The City Manager suggested review
of *.he "Personnel Rules and Regulations" with the City
Employees Assoria:ior_ and the I. B. E. W.
On motion of Coun.i:ma: Kirsten, Culbertson second, the
Courcii denied requests #P2, �#3 and #4. On motion of
Councilman Kirsten, Schafer second, the Council approved
request =5, and thereby directed the staff to study and make
recommendations for possible charges in the "Personnel
Rules and Regulations. "
RECESS At 9:55 p.m. the Mayor declared a five-minute recess.
MALL PLAQUE The City Manager r_esan*.ed four alternate designs for the
plaque of dedication to be se. Lt. the mail. He recommended
alternate "B" whit:: cro-%ides for a plaque set in a slanted
headstone raised above ground level. After discussion, the
Council on motion o- Councilman Kirsten, Schaffer second,
approved alternate "B" and authorized the City Manager to
proceed Witt the de=ign of the plaque.

REPORT RE City Manager Glaves discussed the report of the Public
WIDENING WID Works Director regarding the widening of the W.I. D.
XING AT LODI AVE. canal crossing at Lodi Avenue. The Public Works
Department est-nated the cost for the basic structure
and necessary utility relocation to be approximately
S63, 600. In addition, street work necessitated by the
construction was estimated at $23, 000. Councilman
Culbertson moved the City Manager be instructed to
discuss with Supervisor Vernon Lehman the possibility
of San Joaquin County participating in the project. The
motion was seconded by Councilman Schaffer and carried.
TIME The City Manager presented a request from the C. Norman
EXTENSION Peterson Company for an extension of the completion date
WSWPCP to November 8, 1968 for the White Slough Water Pollution
Control Plant. Both the Public Works Director and the
City -Manager recommended approval of the request. On
motion of Councilman Kirsten, Culbertson second, the
Council approved the request.
LANDSCAPE Mr. Glaves presented a request from the Parks Department
MATERIAL - for approval of an expenditure of S2, 254 for the landscape
VINEWOOD PARK materials to be installed at Vinewood Park. This was over-
looked in the 1969-69 budget, and the City Manager requested
Council approval of the expenditure at this time. On motion
Councilman_ Kirsten, Schaffer second, the Council approved
the expenditure of $2, 254 for landscape materials for
Vinewood Park.

There being no further business, the Mayor adjourned the
meeting at 10:15 p.m.
