City Manager Glaves, Assistant City Manager Peterson, City Attorney NIullen ;8:30 p. m. ; and Planning Director Schroeder. PLEDGE tiiayor Purnell led the Pledge of Allegiance to the Flag. MINUTES On motion of Councilman Brown, Kirsten second, the minutes of September 4, 1968 were approved as written and mailed. PUBLIC HEARINGS APPEAL - Notice thereof having been published in accordance with law, C. WWI, CAMPBELL Mayor Hunnell called for the public hearing of the appeal of Mr C. William Campbell from the decision of the City Plar_n:ng Commission in denying his request for a variance to reduce a required 3 -foot side yard to 1 foot and a required 5 -foot rear yard to 3 feet to permit the conversion of a detached auxiliary building to an attac^ed dwelling unit at 230 South Lee Avenue :n an area zoned R-=. Planning Director Schroeder gave an explanation of the variance request and stated that the parcel was too small to pe -.r --,Lt two detached dwelling units and that Mr. Campbell proposed to attach the ex'st_r:g dwelling through a series of breezeways and carports, Mr. C. William Cam bell, 230 South Lee Avenue, spoke in behalf of his appeal, There being no others in the audience who wished to be heard on this matter, the pudic portion of the hear_ng was closed. Altar brief discussion, the Council, on motion of Councilman iirs-en, Brown second, granted :sir. C. William Campbell the requested variance, SOROPTIMIST - Miss Carol F! oyd, President of the Soroptizriist Club of Lodi, RE FLAG addressed the Council and requested the Mayor to proclaim that the Arnerican Flag shalt be displayed by business firms and individuals of the City of Lodi until November 5, 1968 in honor of the :nen and women serving in the Armed Forces of the United States. Mayor Hunnell stated he would be happy to .slue a oroclarration to this effect. PLANNING COM -MISSION REZONE R-1, R-2 At its meetLrgs o_'September 9 and 16, 1963, the City & R -i TO R-_. Planning Commission recommended the City Council con - R -GA, R -MD, z-ider the rezoning of certain parcels zoned R-1, R-2, R-3 R -:1D &- C -P and R-= to R-2, R -GA. R -MD, R -HD and C -P in areas designated as 1, 2 and 4 by the City Planning Commission and zhtch aescript:ons are on file in the Office of the City Plannin Director. Councilman Culbertson moved an amendment to the motion, changing `he hear.na dare to Novemher 6, 1968. The amendmen_ to the r --Aion was seconded by Councilman Brown and carried with Councilmen Kirsten and Schaffer voting no. The origLnal motion, as amended, then carried by unanimous vote. OF INTEREST The following actions of the Planning Commission of interest to the City- Council were reported: Reviewed the request of Mr. T. J. Hallinan for a modified, proposed Iona -range pian for the area bounded by the Mokelumne River on the north, Cluff Avenue on the east; the Claude C. Wood Company on the south and U. S. 50-99 Freeway on the west. The modified plan proposes low density, single-family development and high-grade industrial sites. 2. Recommended to the San Joaquin County that a requested street abandonment for a portion of Indiana Street in the Town of Woodbridge be approved and that a similar request on Lilac Street be denied until the ultimate alignment of Lower Sacramento Road between the Mokelumne Riser and Turner Road is determined. 3. Reviewed the criteria for establishing "Spheres of Influence'' and instructed the Planning Staff to prepare a map depicting Lodi's "Sphere." CO-111'UNIC AT 10 S LODI 5POR7SVL4N'S A letter was read from the Lodi Sportsman's Club requesting CLUB - RE LEASE the City to increase the amount paid to the Club for use of its property near the Llokelumne River to $450 per year. The City presently pays $300 per year and uses this property to dump '•_eaves, etc. The matter was referred to the City staff for r eoort at a later date. REPORTS OF THE CITY -MAI AGER CLAIMS Claims in the amount of $387, 061. 09 were approved on motion of Councilman Culbertson, Brown second, AWARD - PICKUP Bids on a 3/4 -ton pickup cab and chassis for the Public Works TRUCK Department were received as follows: RES. NO, 3216 Loewen Auto Company $2, 290.61 Tokay Motors 2,404.50 City Manager Glaves recommended the bid be awarded to the :ow bidder, On motion of Councilman Schaffer, Kirsten second, the City Council adooted Resolution No, 3216 awarding t -:e contract for the furnishing of one 3/4 -tor. o.ckuo cab and chassis to the low bidder, Loewen auto Company, for the amount of the bid. - 2 - 253 Minutes of September 13, 1963, continued AWARD - Only one bid was received for street materials for the STREET 1968-c9 fiscal year. The bid was from Claude C. Mood MAIER=ALS Company as follows: RES. NO, 3217 700 T Class 2 aggregate base $2. 55/T 300 T Concrete sand 2. 70%T 300 T Asphalt concrete 3/3" SC -800 6. 45/T 1000 T Asphalt concrete 1/2" 85-100 6.20/T 2000 T Asphalt concrete 3/8" 85-100 6.§5/T The City Manager recommended award of the bid. Or. motion of Councilman Brown, Culbertson second, the Council adopted Resolution No. 3217 awarding the contract for the street materials to Claude C. Wood Company in accordan=e with the bid. BAl-KE R R I NV City Manager Glaves stated that Mr. Virgil Baker, owner of LOD! AVE, the property on the south side of Lodi Avenue between Church and School Streets had agreed to dedicate seven feet along :he south side of Lodi Avenue for street widening purposes with the condition that the City widen Lodi Avenue and School Street in this area and pay for the street ixnprovements. The developer of the property has also requested that the street improvements be made in conjunction with the building program. The City Manager recommended the City accept Mr. Baker's offer. On motion of Councilman Kirsten, Culbertson second, the City Council accepted the offer of Mr. Virgil Baker to dedicate seven feet of right of way along the south side of L odi Avenue between School and Church Streets in exchange for the street widening and improvements; said widening to be accomplished in conjunction with the development of the property, Councilman Schaffer abstained from voting because of a conflict of interest. SPECS - 60 KV Specifications for the 60 KV substation were approved and SUBSTATION calling for bids authorized on motion of Councilman Brown. Schaffer second. SALARIES The City Manager reported that a salary survey is presently underway but it had not been completed. He recommended RES, NO, 3213 that the Council adopt a resolution making 'any increases that might be granted effective as of September 1. On motion of Councilman Kirsten, Schaffer second, the City Council adopted Resolution No. 3218 declaring that if salary increases are granted in October they will be effective as of Septembe: 1. 1963. APPLICATION in December, 1967, the City Council authorized the City staff APPROVED RE to secure an appraisal of approximately 58 acres east of the LAKE PARI{ lake area to be used for the expansion of Lodi Lake Park, EXPANSION The City Manager stated that the appraisal report had been received indicating a value of approximately $63, 00 for the property, Since the application for funds for the expansion must be submitted to the State by October 1, 1968, the City Manager recommended the Council approve the application for forwarding to the State at this time. Councilman Ki: sten. mored the Council approve the application for forwarding to the State and authorize the City Manager to sign same, ine motion was seconded by Councilman Schaffer and carried by unanimous vote, - 3 - 254 Minutes of September 18, 1968, continued SPECS - The City Manager reported that the Assistant Fire Chie: CAR - FIRE DEPT. car had been involved in an accident and damages to the car had been estimated at approximately $700, there ore he recommended specifications be approved for a new automobile to replace the damaged one. On motion of Councilman Culbertson, Schaffer second, the City Cour-ca appro-red specifications for a car for the Fire Department and authorized calling for bids. NCPA Councilman Kirsten reported on the progress of the REPORT Northern California Power Agency and stated that repre- sentatives from each member city will be going to Washington, D. C. to meet with Secretary of Interior Stewart L. Udall on September 23, 1968. On motion of Coun,: ilma= Schaffer, Brown second, the City Council authorized three representatives from the City of Lodi to attend the meetings in Washington, D. C.
