ROLL CALL Psesent: Councilmen - BROWN, CULBERTSON, HtNNELL0 WALTON and KIRSIEN (Payor) Absent. Councilmen - Mone Also present: City Manager Glaves, Assistant City iianager Peterson, City Attorney Mullen and Planning Director Schroeder. PLEDGE :Mayor Kirsten led the Pledge of Allegiance to the Flag MINUTES On motion of Councilman Culbertson, Brown second, yinutes of February 14, 1948 and February 21, 1968 were approved as written and mailed after changing the name "California Antenna T -V" to llkulti-View Systems, Inc." in the Minutes of February 22, 1968 on page 2, the second line from -the bottom of the page. Si LOCAL Mr. Robert H. Rinn, representing the San Joaquin Local HEALTH DIST. Health District, introduced two other representatives REQUEST of the Health District, :nr. N. J. Lange and Dr. Jack J. Williams, District Health Officer. Mr. Rinn presented RES. NO. 316u request for a resolution from the City Council support- ing State legislation to permit an increase in the statutory tax limit for the San Joaquin Local Health District. He explained that the Health District has operated at a deficit and has had to transfer money from a reserve fund to the general fund to meet the budget for 1967-68. Anticipated income from all sources will not be adequate to support the present level of services during fiscal year 1968-69, and in order that the district might meet its present level of services for the expanding population in the San Joaquin County it needs additional funds. After discussion, Councilman Hunnell commended Mr. 2inn on the efficient operation of the San Joaquin Local Health ilistrict and moved adoption of Resolution No. 3160 endorsing legislation to amend Section 952 of the California Health and Safety Code to permit an increase in the statutory tax limit for the San Joaquin Local Health District from the present .150 to a maximum of .25C per $1uo assessed valuation, with the stipulation that any tax increase over .15c per $lw assessed valuation be subject to the approval of the San Joaquin County Board of Supervisors. The motion was seconded by Councilman Culbertson and carried by unanimous vote. PUBLIC HEARINGS Ii1TEAT TO notice thereof having been published in accordance ABr+i+" ALLEY with law, Mayor Kirsten called for hearing on the V. BAKER intention to abandon an alley in the block bounded by Lodi Avenue, Church, Chestnut and School Streets, City Manager Glaves said the Planning Commission recommended abandonment of the alley provided both Pacific Gas and Electric and Pacific Telephone and Telegraph Company agree to the abandonment. Fir. Glaves read a letter from P.G. & E. stating they have no gas or electric facilities within the alley and they have no objection to the abandonment. The -1- !F. -TE iiinutes of iiarch b, 1968, continued City kanager recommended that the Council continue the hearing until March 2u, so that it can be determined if the Pacific Telephone & Telegraph Company has need of an easement in the alley, Mr 14 Ben Schaffer, ,iQc Connie Street, spoke in behalf of the alley abandonment. He stated that in order to obtain the most effective use of this land and provide for proper development as one unit, it is necessary to abandon the alley. There being no other persons who wished to speak an this matter the public portion of the hearing was closed. On motion of Councilman Brown, Culbertson second, the public hearing was continued to the meeting of Warch 20, 1968. DR. I. ni. Mr. Elmer Bertsch, 1760 Normandy Court, spoke in favor of the rezoning. There being no other persons present who wished to speak on this matter, the public portion of the hearing was closed. Councilman Walton moved the introduction of Ordinance No. 857 rezoning Lots 16, 17 and 18 of Crescent Manor Subdivision from C -P, to R-4. The motion was seconded by Councilman Brown and carried by unanimous vote. NO. 858 between the U.S. 59-99 Frontage Road and Cluff Avenue INTRODUCED to I'M" Industrial. Mr. Donald D. Pontius, 20 North Ham Lane, spoke in favor of the prezoning. There being no other persons who wished to speak on this matter, the public portion of the hearing was closed. On motion of Councilman Culbertson, Walton second, the City Council introduced Ordinance No. 858 pre - zoning the 'Claude C. Wood Addition" to 1'M" Industrial. PLANNING COMMISSION POPLAR ST. The Planning Commission recommended a Specific Plan SPECIFIC for the development of Poplar Street from Central PLAN Avenue to Cherokee Lane which will accomplish the request of Lodi Academy to save twenty-five existing olive trees on the south side of the street while providing for the widening of the street. On motion of Councilman Brown, Walton second, the matter was set fox public Sleazing •• March 20, 1968. OF INTEREST Other actions ` the Planning Commission at its meeting of Fec_ :ary 26, 1968s were as followss 1. Recommended the approval of the referral by the San Joaquin County Planning Commission of the request of Multi -View, Inc., for a use permit to erect a 220 -foot -high television receiving tower and mainten- ance building on the west side of South Stockton Street approximately 500 feet south of Kettleman Lane on a parcel adjacent to the City Limits in an area zoned I -PA, subject to certain conditions. -2- 181 Ninutes of March 6, 1968 -3- 2. Endorsed the action of the San Joaquin County Planning Department to precisely zone the Henderson Village area. 3. Approved the request of Dr. Lee G. Bates for a use permit to establish a veterinary medical clinic on a parcel on the east side of South Cherokee Lane approximately 100 feet south of Delores Street in an area zoned C-2, subject to certain conditions. 4. Approved the request of Mr. Robert F. Haden for a variance to erect an existing sign four square -feet larger than the Sign Ordinance permits at 14 South School Street in an area zoned C-2. COD4%UIICATIOI45 APPRECIATION- A letter was read from the City of Ione commending CITY OF ZONE City Kanager Glaves, Building Inspector McClure and Planning Director Schroeder for their participation in a recent seminar. ANNEX =0 A petition was received from owners of not less than ADDITIOad one-fourth of the land area and by assessed valuation for annexation of 11.28 acres to be known as the RES. NO. 3161 "Claude C. mood Addition." The proposed annexation was approved by the Local Agency Formation Commission of San Joaquin County on February 16, 1968. On motion of Councilman Hunnell, Brown second, the City Council adopted Resolution No. 3161 declaring the intention of the City Council to annex the "Claude C. Wood Addition*' and setting public hearing thereon for March 202 1968. ABC The following notice of applications for alcoholic LICENSE beverage licenses were read: 1. Original application by Claude W. and George A. Burrow, The Travelers, 114 North School Street, for On -Sale Beer. 2. Application for Transfer to Thrifty ,Drug Stores Co.; Inc., 300 South Cherokee Lane, for Off -Sale General. REPORTS OF THE CITY NIANAGZR CLAIiviS Claims in the amount of $166,695.40 were approved on motion of Councilman Culbertson, Hunnell second. TRAFFIC Dr. D. Jackson Faustman, the City's consulting traffic REPORT - engineer, reviewed for the Council and several Planning DR. FAUSMWAN Commissioners who were in attendance the recently completed Report on miar Streets and Txaffic Improve- ments, Lodi, California. fir. John J. Forristal who was in charge of traffic projections for the report was also present to help answer questions. Dr. Faustman expressed his appreciation to the Public Works Director Shelley Jones and Planning Director James Schroeder and their staffs for their assistance in gathering and furnishing the basic data used in this study. Dr. Faustman pointed out that as stated in the report, the City4s most serious traffic deficiency is in the Lodi Avenue area. He felt that further commercial development along portions of Lodi Avenue could present serious traffic problems for the City. He also discussed the possibility of developing Vine Street as a cross-town thoroughfare to relieve some of the -3- Minutes of March 6, 1968, continued traffic an Lodi Avenue, Both the Council and the Planning Commission asked questions of Dr. Faustman and Mr. Forristal. Mayor Kirsten and Councilman Walton questioned Dr. Faustman about the traffic problems in the downtown area. Dr. Faustman explained that the scope of the study does not include the development of a detailed parking and traffic .plan for the downtown area. He stated that s system of one-way streets in the downtown area is feasible and a portion of School Street could be closed off if angle parking is eliminated on Sacramento Street, but there is not a sufficient volume of traffic to warrant one-way streets downtown from a traffic viewpoint and he does not recommend this. After further discussion, Councilman Culbertson commended Dr. Faustman on the report and stated he felt the report was very well prepared. The Council expressed a desire to devote further study to the report and Dr. Faustman agreed to discuss the report in greater detail at some future date should the Council so wish. RECESS Mayor Kizsten declared a five-minute recess and the Council reconvened at 9:50 p.m.' LAKEWOOD The City Manager explained the City's policy of SCHOOL establishing crosswalks. He stated that requests CROSSWALKS, for crosswalks usually originate from one of the schools and the City•s policy has been to work closely with the schools and the Safety Council in establishing crosswalks throughout the City. The Lakewood School does not request a crosswalk at Turner Road across Ham Lane, therefore, placing one theze would not be in keeping with the present City policy. After discussion, Councilman :Dalton moved, Hunnell second, that the Council endorse the present policy of the City for the establishment of cross- walks. The motion carried by unanimous vote. CROSSWALK - Councilman Culbertson felt there was still a need for HAM N OF a crosswalk across Ham Lane on the north side of TURNER Turner Road to protect pedestrians on holidays and weekends when the crossing is not supervised by the RES. On motion of Councilman Culbertson, Brown second, the Council adopted Resolution No. 3162 authorizing the installation of a crosswalk -across Ham Lane on the north side of Turner Road. The motion carried with Councilmen Walton and kayor Kirsten voting No. The Council requested the City Manager to prepare a report regarding crosswalks within the City and report back within two months. At 10:20 p.m. Mayor Kirsten left the meeting and Vice -Mayor Hunnell took the chair, S.J. ADVISORY The San Joaquin Advisory Planning Association has PLAM41NG ASSN. requested a resolution from the City Council appoint - DELEGATE & ing a delegate and alternate to the Association. On ALTERNATE motion of Councilman Brown, Walton second, Resolution No. 3163 was adopted appointing Councilman Culbertson RES. NOS, delegate to the San Joaquin Advisory Planning 3163 AND 3164 Association. On motion of Councilman :Dalton, Brown, the Council adopted Resolution No. 3164 appointing Councilman Hunnell as alternate to the San Joaquin Advisory Planning Association. -4— UM The City Kanager recommended the contract he awarded to the low bidder. On motion of Councilman Culbertson, Hunrell second, the City Council adopted Resolution No. 3168 awarding the furnishing of three storm drain pumps and motors to San Joaquin Pump Company. He explained by establishing two CLASSIrICATIONS classes, the City will recruit for both classes but will fill just one position. The new position would replace the existing non-professional position of Planning Aiae .Blick is presently vacant. On motion of Councilman Brown, Walton second, the Council adopted Resolution :io. 315 abolishing the class of Planning Aide and thereby establishing the classes of Assistant Planner ani Junior Planner and adopting job specifications therefor with salary ranges as follows: Assistant Planner $676 - $d21; Junior Planner $584 - $71u. mayor Kirsten returned and resumed the chair at 1„ :3,j p.m. RECLASSIFY the City rianager also requested the reclassification of Jit. CIVIL ENG. the position of Junior Civil Engineer to Assistant TO ASSISTANT Civil Engineer. After discussion, on motion of Councilman Culbertson, Hunnell second, the Council adopted Resolution No. 3166 reclassifying the position of Junior Civil Engineer to Assistant Civil Engineer. On motion of Councilman Brown, dalton second, the City Council adopted Resolution No. 3167 awarding the furnishing of gasoline, oils and greases to the low bidder, Richfield Oil Company for the amount of the bid, The following bids were received for three storm drain PUIPS & pumps and motors; WILOPS San Joaquin Pump Company $ 11,u47.00 RES. On motion of Councilman Culbertson, Hunrell second, the City Council adopted Resolution No. 3168 awarding the furnishing of three storm drain pumps and motors to San Joaquin Pump Company. TOWWY TILLS Councilman Walton suggested crosswalks be installer! LiMR� =z ION at the intersection of Tokay Street and Mills Avenue for the protection of children walking to Vinewood School. He also requested the staff to investigate the problem of speeding vehicles in this area and suggested that radar be used there. PS BL -)G. The City Manager reported that it may be possible to OPEN i22A-.JAYS add another rail and cyclone fencing to the open area -ways at the rear of the Public Safety Building. He will discuss this matter with Mr. Varner and report back to the Council. PUBLIC The City manager stated a letter had been received HOUSING from Robert Houston concerning housing for low-income groups and he suggested the Council meet with San Joaquin Housing Authorities to discuss this matter. The Council indicated this.Aight be a suitable topic for a Cities and County meeting. %I.O. RAY, JR. After discussion by the Council, Councilman Culbertson HOUSE ON moved that the Council's offer to pay Kv. Ray $2300 WELLSSIxm for the removal of the house at 939 Wellswood Avenue will continue until March 20. 1968, at which time the house will be declared a public nuisance and legal action will be taken if it has not been removed.
