CITY HALL COUNCIL CHAMBERS
DECEMBER 3, 1969
A regular meeting of the City Council of the City of Lodi was held beginning
at 8:00 p.m. on Wednesday, December 3, 1909 in the City Hall Council
Chambers.
ROLL CALL Present: Councilmen - HUNNELL, SCHAFFER and
KIRSTEN (lbiayor)
Absent: Councilmen - BROWN and CULBERTSON
Also present: City Nianager Glaves, Assistant City
Manager Peterson, City Attorney Mullen, Planning
Director Schroeder and Public Works Director Jones.
PLEDGE Mayor Kirsten led the Pledge of Allegiance to the flag.
MINUTES On motion of Councilman Hunnell, Schaffer second, the
Minutes of November 12 and 19, 1909 were approved
as written and mailed.
PRESENTATION Mayor Kirsten commended City employee Joe Blanke for
having successfully passed the examination for Water
Pollution Control Plant Operator and presented him with
a certificate from the Water Pollution Control Association.
PUBLIC HEARINGS
L. SACRAMENTO Notice thereof having been published in accordance with
ROAD FRONTAGE law, Mayor Kirsten called for the public hearing on the
ROAD proposal to designate the frontage road along the east
side of Lower Sacramento Road as Mendocino Drive.
The City Manager introduced the matter, pointing out
the area on a map. He explained that certain residents
of the area have requested the change and it has been
recommended by the Planning Commission. Speaking in
favor of the proposal was Mrs. Jean Acton, 418 North
Lower Sacramento Road.
Speaking in opposition was Mr. Clint Hoellworth, 719
South Garfield Street, Mr. Hoellworth was representing
St. Peter's Lutheran Church which is located at the
intersection of the frontage road and Oxford Way. City
Manager Glaves stated he felt to rename the frontage
road would only cause more confusion when the frontage
road is developed on the west side of Lower Sacramento
Road. He recommended that there be no change in the
name of the frontage road. He suggested that some
consideration be given to eventually changing the name of
the portion of Lower Sacramento Road which is within
the City limits so it would not be confused with Sacramento
Street.
After discussion the Council, on motion of Councilman
Schaffer, Bunnell second, rejected the proposal of the
Planning Commission to change the name of the Lower
Sacramento Road frontage road to Mendocino Drive, and
requested the Planning Commission study the matter
further, giving consideration to renaming the portion of
Lower Sacramento Road which is within the City limits.

MOTORCYCLES - Mr. Ralph Wentz, _ 3 %lu--ray Street, spore, stating he
GRAPE BOWL was opposed to the Stockton Motorcycle Club's request
to use the Grape Beryl ?or motorcycle races. City
Manager Glaves stated he had been contacted by a
representative of the Stockton 14fotorcycie Club concerning
use of the Grape Bowl. but the Council had not received
a formal request. Mayor Kirsten then thanked Mr. Wentz
for his interest in the matter and explained that the
Council would take no action at this time, since it had
not received a request from the Club.
COMPLAINT - Mr. Lester Liddicoat, 1300 Iris Drive, complained that
IRIS DRIVE Iris Drive had been damaged by heavy equipment traveling
on the street and %vas in need of repair. The City Manage
will investigate the matter.
PLANNING COMMISSION
The City Nlar_ager gave the follo:ving report of the City
Planning Com=mission Meeting of November 24, 1969:
BENCHES The Planning Commission recon, --needed that the advertis-
ing benches, which were originally installed to serve the
now defunct bus system. be ren -moved from all areas not
zoned for commercial or industrial purposes. The
Council requested the C.tv Manager to take the necessar
action to remove tie oenches from residential areas.
OF INTEREST The Planning Commission also took the following action
of interest to the City Council:
County Referral - Reco—mmended the approval of the
request of the Sanitary City Disposal Company by Mr.
Victor Meyer for a Use Permit to add a solid waste
transfer station to an existing garbage company corporation
yard at the northera terminous of North Cluff Road in an
area zoned L -PA, Laterirm-Protective Agriculture.
COMMUNICATIONS
TAXPAYERS' The City Clerk read a letter from the San Joaquin County
ASSOCIATION Taxpayers' Association, Inc. requesting the Council to
adopt a resolution urging adoption of legislation to permit
counties to mail sample ballots to registered voters by a
household consolidated listing of those eligible voters
rather than separate mal.ngs to each. No action was
taken.
PETITION - A petition bearing sixty-five signatures was received from
RE CYCLES residents opposing motorcycle racin., in to Grape Bowl.
HOUSING City Manager Glaves read a letter recei-red from Mr. J. B.
AUTHORITY Hedrick of the Housing Authority of time County of San
Joaquin in which Mr. Hedrick reconimended the Council
take the necessary actier. to nmake Section 23 of the Leased
Housing Program applicable to the City of Lodi in an effort
to protect the City's application which is on file with the
Housing Authority. The Council tabled the matter and
then requested the C.ty Manager to correspond with Congre
man John TMcFall to obtain some clarification or the Curren

administration policy relative to the leased housing

Mayor Kirsten presented an invi:at_cn from San Joaquin

Delta College for the Council to tour the College campus
on December 11, 1969.
ADVISORY
City Manager Glaves presented a letter and maps which

had been submitted to the Cities and County of San

Joaquin Advisory Planning Association from the State
Division of Highways regarding the improvement of
Highway 12 between Ham Lane and Highway 99. The
Advisory Planning Association had then submitted the
information to the City for review and comment. Public
Works Director JGnes reviewed the drawings with the
Council and commented that he had no objections to the
plans as submitted. He did point out that the plans do
not agree with the City's setback line on Kettleman Lane.
The Council approved. the plans as presented.

Mr. Glaves recommended the award be made to the
low bidder, Weil Motors. On motion of Councilman
Schaffer, Hunnell second, the Council adopted Resolution
No. 3322 awarding the contract for furnishing the compact
car to the low bidder, Weil ,Motors, for the amount of
the bid.

On motion of Councilman Hunnell, Schaffer second, the
Council adopted Resolution No. 3323 awarding the con-
tract for the furn_shing of the automobile to Tokay
Motors for a total a nount of $i,983.24.

Councilman Hunneil. Schaffer second, the Council

Mayor Kirsten questioned if act'_on should be delayed on
the matter until Councilmen Brown and Culbertson were
in attendance because of Counc.ltnan Schaffer's and the
Mayor's interest .n the subdivision.
City Attorney �dullen advised :he Council that acceptance
of the improvements was only an administrative matter
and did not involve any possible conflict of interest.
Councilman N-unnell then x-noved adooticn of Resolution
No. 3323 accepting the streets in Sunset South, Lots 1-31,
Subdivision as public streets. The motion was seconded
by Councilman Schaffer and carried by unanimous vote.

DRUG Lodi High Scl-ool Parent -Teach ens' Association
PROBLEM President, Mrs. Marilyn_ Goehring, 1913 Ayers Avenue,
and Mr. Judd Hamilton. 1301 West Lodi Avenue, Apart-
ment 104, reported or. the use of drugs by teenagers in
the City. The City staff is presently preparing a
report concerning teenage drug use in the City of Lodi.
EXECUTIVE At approximately 9:45 p.m. the Mayor adjourned to
SESSION executive session.
APPOINTMENTS - Upon reconveni :. the Mayor announced the reappointment
RINN & FULLER of Robert H. Rinn to the Board of Trustees of the San
Joaquin Local Healch District for a four-year term
expiring January 2, 1974 and the reappointment of
Robert S. Fuller to the Board of Trustees of the
Northern San -Tcaquin County Mosquito Abatement
District for a two-year ter:r. expiring December 31,
1971.
