'.. Recommended that the San Joaquin County Planning
Gon u ission grant a variance to permit agricultural
parcels to be created with less than the minimum
required width rather than to approve the request of
Mr. Joseph Michaels, et al, for a charge in zoning
from the GA -5, General Agricultural District to the
GA -1, General Agricultural District at the southwest
corner of the intersection of Mettler Road, West
Lane and Ham Lane.
COMMUNICATIONS
ABC LICENSE `:otice was read of Application for alcoholic Beverage
License, person - to- person transfer, on -sale general
public premises, Elmer R. Bertsch, Duffy's, 105 West
Pine Street.
TRUCK ROUTE A letter was read from Mrs. Leona Miller, 513 East
Tokay Street, stating that commercial trucks on East
Tokav are a hazard to school children and requesting
that signs be posted to designate on which streets trucks
are prohibited.
APPRECIATION May -or Kirsten read a letter from the Needham School
P.T.A. thanking the City Council for the action taken
concerning the school crossing at Hutchins and Tokay
Streets.
VIE T NAM Vfayor Kirsten reported he had been requested to issue
MORATORIUM a procla-mation concerning the Viet Nam War Moratorium.
The :tatter was tabled by unanimous consent of the
Council.
REPORTS OF THE CITY MANAGER
CLAIMS Claims in the amount of S294,661.03 were approved on
motion of Councilman Culbertson, Hunnell second.
S. J. COUNTY Assistant City tanager Peterson presented the annual
SAFETY agreement from the San Joaquin County Safety Council for
COL-NCIL services during the 1969-70 fiscal year for which the
AGREEviEN r City will be contributing $1,400. He recommended the
agreement be approved. On motion of Councilman
RES. NO. 3309 Hunnell, Schaffer second, the Council adopted Resolution
No. 3309 approving the agreement and authorizing the
Viayor to sign same.
CROSSWALK-- Assistant City :Manager Peterson presented a report from
POPLAR 3; Public Works Director Jones recommending the installa-

side of Garfield Street. rhe cross walk had been re-
quested by N,Ir. Robert McGee, Principal of the Seventh-
Dav Adventist Elementary School.

Nfr. Petersen presented a report from the ^ablic 'Works

Director recommending the establishment o: a 45 mile -
per -hour speed zone on Lower Sacramento Road between
Corbin Lane and Lodi Avenue. He exolained that the
San Joaquin County Road Department had recently com-
oleted a traffic engineering study to establis:-i a speed
zone on Lower Sacramento Road from Kettiernan Lane
to aporexir atei, 200 feet north of Oxford .':ay. Their
=.,dy .adicated that a 45 mile -per -hour zone was
warranted it. t is area. The portion of Lover Sacramento
Road between Corbin Lane and Lodi Avenue is within the
City 1i^:its and the Public '.Yorks Director recommended
that a 45 rile -per -hour speed zone be established in
this area.

TREES--
At the reertng of October S the City Council considered

a req -_.est for removal of four sycamore trees at 340, 344
and 313 East V,'aln' Street. The Council requested the
staff to inves'igate the ::atter further and to furnish
additional inior-ration to the Council at this meeting.
Assistant City %Ianager Peterson oresented an additional
report from the Public Yorks Director together with
r.;.irnero'as photographs of the trees and the sidewalk in
the area as well as photographs taken in other areas
for , m—partson. The report indicated that the sidewalk
was rat -ed in -=e areas due to the tree roots, but
s conld be remedied by root surgery and sidewalk
repairs it t: -e Council determined the sidewalk to be

Policy' , `hat trees in public streets must be either dead,
daseased beyond cure or hazardous, the Public Works

Tae Council discussed the present "Tree Removal Policy"
and Co,- cUrran Culbertson suggested the City consider a
long-range tree replacement program. Public Works
Director ones explained that the City presently has a
tree -planting program and that it plants 100 ,to 150 trees
