WEDNESDAY, SEPTEMBER 24, 1969
An adjourned regular meeting of the City Council of the City of Lodi
was held beginning at 8:00 p.m. on Wednesday, September 2.4, 1969 in the City
Hall Council Chambers.
ROLL CALL Present: Councilmen - BROWN, CULBERTSON, HUNNELL,
SCHAFFER and KIRSTEN (Mayor)
Absent: Councilmen - done
Also present: City Manager Glaves, Assistant City Manager
Peterson, City Attorney Mullen and Planning Director Schroeder.
PLEDGE. Mayor Kirsten led the Pledge of Allegiance to the flag.
HOUSING SURVEY
:Mayor Kirsten explained to the audience that the discussion of
September 17, 1969 concerning the Housing Survey and con-
sideration of the application for the leased housing program
had been continued to this meeting. He called upon Mr. J. B.
Headrick, Assistant Director of the Housing Authority of San
Joaquin County to discuss the leased housing program. He
asked Mr. Headrick to explain how the program could be
initiated in the City of Lodi and how it would affect the Lodi
community. Mr. Headrick explained the priorities established
by the Housing Aut:ority for selection of tenants for the program
and answered questions of the Council. He explained that certain
standards must be met by the landlords to qualify for the program
Councilman Hunnell questioned if residents of other cities could
obtain housing in Lodi under this program. Mr. Headrick said
that preference would be diven to local residents.
After further discussion of the program, Mayor Kirsten invited
those persons in the audience wishing to speak to do so. The
following persons spoke concerning the program:
Mr. Vincent Sisco, Manascr of the Hotel Lodi, 7 South School
Street, spoke in opposition to the program.
I'V1r. Paul Wyles, 228 Caledonia Street, Santa Cruz, stated more
housing is needed for the elderly and disabled.
Mr. Orwin Dow, 8 North Rose Street, spoke in favor of the
program.
;fir. Joseph Bacarro, 838 Cortez Way, spoke in favor of the
prog ram.
.N,lrs. Inez Huppert, 1241 South Pleasant Avenue, asked questions
of Mr. E. M. Schaffran concerning the housing survey recently
completed by the firm of E. M. Schaffran and Associates. She
stated that the housing shortage exists in the area of young
families rather than the elderly.
Ron Thomas, 730 Maplewood Drive, asked questions of
tits. Schaffran concerning the survey. He suggested the Council
delay action on the program until they have more information.

There being no further business, Mayor Kirsten adjourned the
meeting at approximately 10:30 p. m.

favor of the program and thought it might be the answer to
of. Lodi' s }sousing problem.
- After .further Council discussion, Councilman Culbertson moved

Headrick was asked how the delay might affect the .application.
He stated he would contact the office in San Francisco to
