(1) the area east of Stockton Street and :'est of Cherokee
Lane between Lockeford Street and the S. P. railroad tracks;
(2) the area bounded on the north. by Lockeford Street; on the
south by Victor Road; and on the west by Cherokee Lane;
(3) the area bounded by Victor Road on the north; U.S. 50-99
Freeway on the east; Lodi Avenue on the south; and the rear
property line of property facing the east side of Cherokee
Lane on the west; and (4) all industrially -zoned parcels east
of the U.S. 50-99 Freeway.
Planning Director Schroeder outlined the areas proposed for
rezoning.
Mr. Ed Wisner, 16051 North Willow Road, said he owned
property on Lockeford Street east of Cherokee Lane proposed
'-or M-1 zoning, and felt that M-2, Heavy Industrial District
would suit his property better. 111r. Chuck Parsons, 240
-North Cherokee Lane, expressed the same opinion regarding
the Lockeford Street area. Councilman Schaffer said he felt
this area to be much better suited to M-1 zoning because of
the relatively small size of the lots. He said the M-1 zone
offers more protection and is thus more desirable for tenants.
Councilman Culbertson said there are some uses in this area
which do not iit in the M-1 zone and suggested postponing a
decision in that area proposed for this zone. Councilman
Schaffer said the Cherokee Lane area should ren-^.ain com-
mercial, not zoned industrial. Councilman Culbertson
moved that Lockeford Street from Stockton Street east, and
a minimum depth along Cherokee Lana in this area be
referred to the Planning Commission for restudy, expressing
the thought that score property or Cherokee Lane might be
proposed for �,I-1. The motion was seconded by Councilman
Brown. After discussions, Councilman Culbertson made a
substitute ^notion .._.at all of that area proposed for _1i-1
in Zcne 3 of the proposed zoning chane map on file in the
office of the Secretary of the Planning Commission be referred
to the Planning Commission for further study. The motion
was seconded by Councilman Brown and carried unanimously.
Councilman Brown then moved, Culbertson second, the
___nr_rcd,_ction of Ordinance -No. 908 rezoning the following
areas from the M,industrial District, to the M-2, Heavy
Industrial District: all industrially -zoned parcels east of
the U.S. :0-99 Freeway.

REPORTS OF THE CITY MANAGER

motion of Councilman Culbertson, Brown second.
HOL:SING SURVEY Mavor Kirsten called u on Mr. J. B. Headrick, Assistant
Director of the Housin? uthority of San Joaquin County,
to discuss the housing :;,,rvey recently completed by the
firm of E. M. Schaffra:•. and Associates. He called upon
Mr. Schaffran. Mr. Sc:i:affran explained that Lodi's
application for the leased 'housing program had already
been placed on file in the San Francisco office of the
Department of Housing and Urban Development to meet a
deadline requirement. Ire said that the decision whether
or not to participate in the program still rests with the
City Council. He told the Council of the possible inclusion
in the program of the Hotel Lodi and recommended a total
of 250 housing units as the City's initial request. The
program provides housing for loco income families with
rent supplemented by the Federal Government. Mr.
Headrick explained that units would be assigned on a first
come -first served basis in accordance with guidelines
established by the Federal Government.
Mr. Orwin Dow, 8 North Rose Street, said the Council

parents when discussing this program. Mr. Ted Schneider,
Jr., 1217 Devine Drive, said the program is working well
in Stockton and he is in favor of it. Mr. Fred Krause,
731 Costa Drive, asked the Council to give the program more ..
study. After discussion, Councilman Hunnell moved that an
adjourned meeting be held Wednesday, September 24, 1969 at
8:00 p.m. in the City Council Chambers to discuss this
prcgra-- in detail. The notion was seconded by Councilman_
Schaffer and passed unanimously.
ACCEPT City Manager Glaves reported that the Walnut Street storm
WALNUT ST. drain project from Sunset Street to Stockton Street had been

this project as complete.

low bidder. On motion of Councilman Schaffer, Hunr:ell
second, the Council adopted Resolution No. 3306 awarding
the contract to the low bidder, American Timber & Trading
Go. for the amount of the bid.
ACCEPT City Manager G1?ves presented a limited classification
CLASSIFICATION study performed by Cooperative Personnel Services,
STUDY State Personnel Board, for certain positions in the
Public Works, Utilities, Police and Recreation and Parks
RES. NO. 3308-A Departments. After a brief discussion, on motion of
Councilman Culbertson, Schaffer second, the Council
adopted Resolution 330&Aapproving the findings of the
report and the recommended salary ranges attendant thereto.
EFFECTIVE The C_ty lfanager explained that the City's annual salary
