ROLL CALL Present: Councilmen - BROWN, CULBERTSON, HUNNELL, SCHAFFER and KIRSTEN (Mayor) Absent: Councilmen - iv'one Also present: City Manager Glaves and Assistant City Manager Peterson. PLEDGE Mayor Kirsten led the Pledge of Allegiance to the flag. REPORTS OF THE CITY %t4NAGER ACCEPT STREETS The City Manager reported that subdivision improvements 44 ES TLA KE UNIT #1 in the Westlake unit #1 Subdivision had been completed in accordance with plans and specifications and it was RES. NO. 3283 now in order to accept the streets therein for inclusion in the City street system. On -lotion of Councilman Culbertson_, Brown second, the City Council adopted Resolution No. 3283 accepting the streets in Aestlake Unit 41 Subdivision as public streets. Councilmen Schaffer and Kirsten abstained from the discussion and voting because of a possible conflict of interest. Superintendent of utilities Royal Newman introduced OF U TILITIES to the Council Mr. Wayne Ross who was recently appointed Assistant Superintendent of Utilities. Mayor Kirsten welcomed Mr. Ross to the City staff. 1969 - 70 BUDGET The City �Janager commented on the budget in general and explained the major reasons for the 19. 11c increase over the previous year's budget. COUNCIL This is a 107c increase o°:er last year's budgeted amount of $1, 500. For the past_e-:eral years the request has been based on a formula cf fi-:e cents oer capita. SPECIAL On ;notion of Councilman Culbert_cn, Hunnell second, PAYME,;TS the City Council then approved the following special APPROVED payr_-ients in the Council -Clerk Budget: Woodbridge Irrigation District - S500; Grape Festval Asso_ia_on - $1, 500; annual Audi, - 31:500. "_;s fund. 395 Minutes of July 9, 1969 continued CHAMBER OF Mr. Harry Schumacher, 1120 4t est Lccust Street, COMMERCE President of the Lodi District Chamber of Commerce, referred to a summary of proposed expenditures for advertising and promotion of the City for 1969-70. Copies of the summary had been presented to members of the Council along with a sum. -nary of such activities during the 1968-69 fiscal year. -1r. Schumacher stated that the Chamber's total budget request for the year was $8, 300, an increase of 5300 over the last fiscal year. Fhe additional request of $300 is for proposed Christmas street decorations. Councilman Schaffer moved that $8, 300 be approved in the Council - Clerk Budget for the Lodi District Chamber of Commerce. The motion was seconded by Councilman Culbertson and carried by unanimous vote. RECESS The Mayor declared a five-minute recess and the Council reconvened at 10:00 -p. m. BUDGET REVIEW The Council then continued its review of the Budget, CONTINUED reviewing the General Charges, Subdivision Repayments, Pension Fund, City -kttorr_ey's Budget and City Manager's Budget. PLANNING Under discussion of the Planning Department's Budget, DEPT. the City Manager recommended an additional $350 be budgeted to send two Commissioners to the newly announced Planners' institute next year. It was the consensus of the Council that this amount was not suf- ficient to provide the necessary funds for Commissioners to attend the Institute. The Council felt that all Planning Commissioners should be encouraged to attend the plan- ning institutes and the City Manager was instructed to discuss the matter .vitii the Planning Director and report back to the Council. Councilman 1iunnell then moved that it be the policy of the City Council to encourage all Planning Commissioners to attend planning institutes and seminars that will enlarge their knowledge, and the object of attendance be for learning rather than as a reward for service or time devoted to the City. The motion was seconded by Councilman Culbertson and carried by unanimous vote. NC PA Mayor Kirsten reported on the meeting of the Northern California Power Agency which he attended in Sacramento on July 9• HOUSING Councilman Schaffer reported on the meeting concerning new concepts in housing he and Planning Director Schroeder recently attended in San Mateo which was sponsored by the League of California Cities. -3- 396 Minutes of July 9, 1969 continued LCC Mayor Kirsten stated he had received a notice from the NOMINATIONS Central Valley Division of the League of California Cities stating that nominations for President and Vice President were now being received.
