CITY HALL COUNCIL CHAMBERS
WEDNESDAY, MARCH 12, 1969
An adjourned regular meeting of the City Council of the City of Lodi was held beginning
at 7:40 p.m. on Wednesday, March 12, 1969 in the City Hall Council Chambers.
ROLL CALL Present: Councilmen - BROWN, CULBERTSON, E RSTEN,
SCHAFFER and HUNNELL (Mayor)
Also present: City Manager Glaves, Assistant City Manager
Peterson and City Attorney Mullen (8:00 p. m. ).
PLEDGE Mayor Hunnell led the Pledge of Allegiance to the flag.
CAPITAL IMPROVEMENT PROGRAM
Mayor Hunnell stated that the adjourned meeting was for the purpose
of discussing the City's Capital Improvement Program in the areas
of drainage, sewer and water. He complimented the Public Works
Director and his staff on the outstanding report, "A Ten Year Capital
Improvement Program, " which was presented to the Council at the
meeting of March 5, 1969.
DRAINAGE - City Manager Glaves gave a brief background of the City's present
PRIORITIES drainage system. He stated that ordinarily he would have submitted
ESTABLISHED the complete Capital Improvement Program to the Council for considera-
tion, but he felt it was not advisable to prepare a complete presentation
to the Council at this time. He asked that the Council review the areas
suggested in his memorandum of March 5, 1969 - drainage, sewer and
water - and to give the staff direction in these areas so it might proceed
with the development of the entire Capital Improvement Program. The
City Manager reminded the Council that at the time the basin -park
drainage system was adopted the system had two obvious shortcomings:
it was quite expensive and it was inflexible. He pointed out that the
drainage plan sets out drainage zones in which each have a basin -park
and its own collection system. Also, to a major extent the zones are
tied together and one drainage area is dependent upon the development
of another area before it is functional. He asked the Council to
determine priorities for the various drainage areas in the City.
Councilman Culbertson felt the Council should not make this deter-
mination until it had reviewed the total Capital Improvement Program
rather than just a part of it. City Manager Glaves explained that the
staff needed direction from the Council so that it might proceed with the
development of the entire Capital Improvement Program. He said the
entire program is keyed to the development of the drainage program.
The Manager suggested that Area A should be top priority since it is
the key to the entire drainage program. After considerable discussion,
Mayor Hunnell stated the first priority of the drainage program should
be completion of Area A; the second priority would then be Area D. He
felt further priorities could not be established without further informa-
tion. Councilman Kirsten agreed, stating he felt Areas A and D should
be completed at the earliest practicable time without increased taxes.
The general feeling of the Council was that the first priority in the
drainage program was Area A; the second priority was Area D and
no further priorities were established at this time.
RECESS At 9:45 p.m. Mayor Hunnell declared a five-minute recess.
DRAINAGE - Under the discussion of rate of progress of the Capital Improvement
RATE OF Program in the area of drainage, the Council agreed the rate could be
PROGRESS slowed down somewhat and the program extended over a longer period
of time than originally planned.

DRAINAGE - City Xlanager Glaves explained that the question of what the City
LEVEL OF will provide and finance in the drainage program should also be
SERVICE determined. Councilman Kirsten suggested the present policy be
maintained in this area. The Council concurred.
DRAINAGE -
After discussion, it was the general concensus of the Council that

the present manner of financing the drainage program was acceptable
and development at a slower pace than originally planned may be
necessary to finance the program.
SAN. SEWER,
The City Manager reviewed the other phases of the report submitted

by the Public Works Director which included the sanitary sewer
INDUS. WASTE
program, water program, industrial waste program and streets
STREETS
program. The Council took no action on this portion of the report.
ADJOLRNMENT
At approximately 10:35 p.m. the Mayor adjourned the meeting.
