DRUG ABUSE PROGRAM
Mayor Schaffer stated the purpose o4: this rrieeting
was to bring the Council up to date on the progress
of the proposed drug abuse program, and also to
give the Dubli,: an opport::n;w tc be heard on -he
subject of drug r.[ -.:.,e,

Mr. Farnsworth recommended that Mr. Trevor
Pendray be appointed to serve as Coordinating
Director of the Council. He also recommended
the above program be approved by the Council
.on a six-month trial basis at which time he pro-
posed a review of the program.
Mr. Trevor Pendray, 1012 Lake Home Drive,
spoke on behalf of the above program and emphasized
the importance of developing an understanding in
the community for this program. He also pointed
out that the Council's aim is to plan and coordinate
drug abuse programs throughout the community.
Mr. Joe Capobianco, 458 West Sargent Road, addressed
the Council concerning an organization of former
drug users called "People." He explained that this
group has been meeting. in his home for some time,
but the group has increased in number and are in
need of a meeting place. He requested some con-
sideration from the Council concerning a meeting
place. Mayor Schaffer assured Mr. Capobianco
the Council was in sympathy with his problem and
would give it consideration.
The Director of The Mensch Coffee House, Miss
Arlene Ackerman, 16 West Tokay Street, outlined
the activities of The Mensch, which is a youth group
sponsored by the Lodi Council of Churches. She
explained that The Mensch had been meeting in the
old Salas Funeral Home on South School Street for
the past year but had been asked to move. She
requested permission for The Mensch to use the
old fire house on the southeast corner of Lodi
Avenue and Sacramento Street.
Reverend Robert Volkert, 101 Scuth Hasa Laze,
also spoke concerning The Mensch and asked the
Council to give favorable consideration to Miss
Ackerman's request.
At the request of the City Manager, Police Chief
Yates discussed the bicycle -pedestrian safety program
being presented by the Police Department to the grade
schools throughout the City. He also discussed the
Department's efforts relating to the drug problem
and answered questions of the Council.
City Manager Glaves then spoke concerning the Lodi
Area Behavior Deterioration and Drug Abuse Council,
stating he felt there was a definite need for some
type of program to provide for coordir_aUng and
planning in the area of drug abuse. He said that
some funds might be available through Federal
funding for this type cf a program, but pointed out
that the Druge Abuse Council must have advance
funds in order to get the prograrn in operation.

The City Manager then discussed the City's ability
to provide meeting places in the community. With
regard to use of the old fire house by the Mensch,
he stated he did not recommend its use for anything
that involved a great deal of activity. He explained
that some repairs would be necessary before it could
be used by the Mensch. He also discussed a possible
traffic problem due to the lack of parking space in
the area. The Council then discussed the possibility
of converting the side yard area to parking. After
further Council discussion, the Council, on motion
of Councilman Kirsten, Katnich second, authorized
the City Manager to determine the costs of reha-
bilitating the old fire house at Lodi Avenue and
Sacramento Street, and to report back to the Council
on his findings so that a rental agreement might
be executed by the time The Mensch needs the
facilities.
The Council then considered the request for funds
for the Lodi Area Behavior Deterioration and Drug
Abuse Council. On motion of Councilman Hughes,
Kirsten second, the Council unanimously approved
execution of an agreement with the Drug Abuse Council
allocating $4,000 to be used to implement their pro-
gram as outlined above by Mr. Farnsworth for a
trial period of six months and requested a financial
statement from the Drug Abuse Council at the end
of the six-month period.
The Mayor adjourned the meeting at approximately
10:55 P. M.
