CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
NOVEMBER 4, 1970
A regular meeting of the City Council of the City of Lodi was held
beginning at 8:00 p.m. on Wednesday, November 4, 1970 in the City
Hall Council Chambers.
ROLL CALL Present: Councilmen - EHRHARDT, HUGHES,
KATNICH AND SCHAFFER
(Mayor)
Absent: Councilmen - KIRSTEN
Also present: City Manager G,aves, Assistant
City Manager Peterson, City Attorney Mullen,
Planning Director Schroeder and Public Works
Director Jones.
PLEDGE Mayor Schaffer led the Pledge of Allegiance
to the flag.
PLANNING COMMISSION
The City Manager gave the following report
of the Planning Commission meeting of November
2, 1970:
1. Instructed the Planning and Public Works
Departments to prepare the following
amendments to the Specific Plan of Century
Boulevard:
a. Establish an area measuring a minimum
275 feet to 340 feet between the north
line of the grade separation setback
and the quarter section line (1/2 mile
south of Kettleman Lane).
b. Prepare plan showing the new transition
between the relocated grade separation
and the present alignment east of
South Stockton Street.
2. Approved the request of Mr. Gene G. Walton
for a Variance to reduce the required off-
street parking stalls from 8 to 5 to permit
the addition to an existing law office -residence
at 318 West Pine Street in an area zoned
C -P, Commercial -Professional.
COMMUNICATIONS
FOLSOM-SOUTH The City Clerk read a letter from the California
CANAL Water Commission stating the Commission had
recommended to the Bureau of the Budget
inclusion in the 1971-72 federal budget of $17,000,000
to complete the Folsom -South Canal to the end
of Reach 2.

VIET NAM The City Manager presented a letter from
PRISONERS Lieutenant Governor Ed Reinecke urging the

of Councilman Ehrhardt, Hughes second, the
Council adopted Resolution No. 3433 concerning
the repatriation of captured American and
allied fighting men in Viet Nam.
CALIF. COUNCIL Correspondence was presented from Mr. Harold
ON CRIMINAL L. Snow, Consultant for the California Council
JUSTICE RE on Criminal Justice requesting Council support of
TRAINING CENTER a Regional Criminal Justice Education and Training
Center. The Center would be developed by the
RES. NO. 3434 Yosemite Junior College District as . an extension
campus and would be located in the vicinity of
Modesto. On motion of Councilman Ehrhardt,
Katnich second, the Council adopted Resolution
No. 3434 supporting the development of a
Regional Criminal Justice Education and Training
Center to be located in the vicinity of Modesto.
POLICE Mayor Schaffer stated he had received a letter
DEPT. from Mr. Duncan Sprague, 1615 Edgewood
COMMENDED Drive, in which he commended the Police Depart-
ment for the efficient investigation of the burglary
of his home. The Mayor requested the City
Manager to commend the Police Chief for the
fine job the Police Department is doing.
REPORTS OF THE CITY MANAGER
CLAIMS Claims in the amount of $307, 116. 67 were
approved on motion of Councilman Ehrhardt,
Katnich second.
SPECS - On motion of Councilman Katnich, Hughes
POWER second, the Council approved specifications
POLES for wood power poles and authorized advertising
for bids thereon.
SPECS - On motion of Councilman Ehrhardt, Hughes
STREET second, the Council approved specifications
SWEEPER for a street sweeper for the Public Works
Department and authorized advertising for
bids thereon.
AWARD - The City Manager presented bids received on
TWO TRUCKS two 1971 conventional cab trucks for the Utilities
Department as follows:

The City Manager recommended the contract
be awarded to the low bidder. On motion of
Councilman Katnich, Hughes second, the Council
adopted Resolution No. 3435 awarding the contract
for the furnishing of two 1971 conventional cab
trucks to Geweke Ford for a total amount of
$6,957.50.
WELCOME The Council discussed information received
TO LODI concerning the cost estimates for the "Welcome
SIGNS to Lodi" signs proposed by the Civic Affairs
Committee of the Chamber of Commerce. Also
presented for discussion were two alternates
prepared by Ad -Art, Inc. of Stockton. The
two alternates proposed signs smaller than
the sign originally designed. Mr. Thomas O.
Bivins, Executive Vice President of the Chamber
of Commerce stated he would like the Chamber
of Commerce committee to review the alternates,
as well as the maintenance costs, before a
decision is made by the Council. Councilman
Ehrhardt then moved the matter be referred
back to the Chamber of Commerce Civic Affairs
Committee for further review and recommendation.
The motion was seconded by Councilman Hughes.
Under the question, Councilman Hughes suggested
the Chamber of Commerce committee endeavor
to determine insurance costs, cost of landscaping
and maintenance, and the possibility of leasing
the signs through a leasing agency. The motion
then carried by unanimous vote.
TRAFFIC The City Manager again reviewed the "Traffic
SIGNAL Signal Study" which he had presented to the
REPORT Council at the meeting of October 21, 1970.
He informed the Council that funds were available
RES. NO. 3436 in the 1970-71 budget for installation of traffic
signals at one of the intersections, as recommended
in the study.
Public Works Director Jones then recommended
installation of traffic signals at the intersection
of Turner Road and Ham Lane. He explained
that this intersection meets the warrants con-
cerning minimum vehicular traffic as well as
the warrants for school area traffic signal
control. The City Manager agreed with Mr.
Jones' recommendation. On motion of Councilman
Ehrhardt, Katnich second, the Council instructed
the City Manager to proceed with the installation
of traffic signals at the Turner Road and Ham
Lane intersection.
On motion of Councilman Katnich, Hughes second,
the Council unanimously adopted Resolution No.
3436 stopping traffic on Lower Sacramento Road
at Lodi Avenue and thereby establishing a 4 -way
stop at this intersection.
