CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
OCTOBER 14, 1970
A special meeting of the City Council of the City of Lodi was held
pursuant to written notice presonally delivered to each member of
the City Council at least 24 hours before the meeting. Copies of
the notice of said meeting were also delivered to the Lodi News
Sentinel and the Stockton Record at least 24 hours prior to said
meeting. The meeting was called to order by Mayor Ben Schaffer
at 8:00 p.m. on Wednesday, October 14, 1970 in the City Hall
Council Chambers.

SCHAFFER (Mayor)
Absent: Councilmen. - None
Also present: City Manager Glaves, Assistant
City Manager Peterson, Planning Director
Schroeder, Public Works Director Jones, Parks
and Recreation Director De Benedetti, Mrs. Joyce
Gombos and Mr. Roy Cauley of the Lodi News -
Sentinel.
PLEDGE Mayor Schaffer led the Pledge of Allegiance to
to flag.
LODI LAKE EXPANSION
Mayor Schaffer stated that the purpose of the
meeting was to discuss expansion of Lodi Lake
Park and other related recreation facilities.
City Manager Glaves reviewed the background
of the development of the Lake Park and dis-
cussed the 1959 Master Plan for the Park.
He explained that several years ago the City
Council had discussed the need for expansion
of facilities at the Park and had approved the
purchase of approximately 53 acres lying east
of Lodi Lake Park for the expansion. An
application for funds had been submitted to
the State Department of Parks and Recreation.
Action on the request was delayed, but recently
a communication was received from the State
Department of Parks and Recreation indicating
the subject was active again and this had prompted
a review of the plans.
Mr. De Benedetti presented cost estimates for
completion of projects proposed in the Master
Plan as well as cost estimates for further
expansion and 'evelopment of the Park. He
stated the prim. iry concern of the Parks and
Recreation Commission is to preserve the area
east of t'-::- Lake Park for the future and that if

the property were obtained by the City, he
did not feel it would be necessary to develop
it immediately.
After considerable Council discussion, Mr.
Howard Wilson, 1040 Laurel Avenue, stated
he was concerned about the traffic problem and
inadequate lighting on the east side of the lake.
The Council agreed there was a problem of
inadequate access on the east: side of the lake
and discussed possible solutions to this.
After further discussion, City Manager Glaves
stated that it would be advisable to authorize
another appraisal of the area. Planning Director
Schroeder pointed out that it might be necessary
to obtain two appraisals in the event the City
applies for a HUD grant. The Council, on
motion of Councilman Kirsten, Ehrhardt second,
then authorized the staff to obtain one or two
appraisals of the area; the necessity of the
second appraisal to be determined by the City
Manager.
Councilman Hughes then moved the Recreation
Commission be directed to make a study of the
entire belt area adjacent and east of the Lake
Park for the Council's future consideration.
The motion was seconded by Councilman Katnich
and carried by unanimous vote.
EXECUTIVE At approximately 10:04 p.m. the Mayor adjourned
SESSION the meeting to an executive session to discuss
personnel matters.
ADJOURNMENT
The Council reconvened at 10:55 p.m. and the
meeting was adjourned on motion of Councilman
Kirsten, Katnich second.
