ROLL CALL Present: Councilmen - EHRI-;.ARDT, HTU.r'HES, KATNICH, KIRSTEN (arri-,red 8:00 p—m,) and SCHAFFER (Mayor) Absent: Councilmen - bone FIRE, P.W. The Council then rev e f ed the budgets of the & UTILITIES Fire Department, Pablic !Yorks Department DEPARTMENTS and Utilities Depa-t^zent. Inr_luded in the supplemental requests for "hese departments were the fcllowing personnel; Fire DepsrtMe.nt - Training Officer Utilities Depart^m.en: - Electrical Technician (reclassification) -I- Also present: Assistant City Manager Peterson PLEDGE Mayor Schaffer led the Pledge of Allegiance to the flag, CATV Mayor Schaffer thanked Cable Television personnel for the public service they provide the community in televising the Council meetings. BUDGET - 1970-71 PLANNING, Assistant City Manager Peterson resumed FINANCE & review of the Operating Budget for 1970-71. POLICE DEPT. He discussed the budgets of the Planning, Finance and Police Departments. The Finance Department budget proposed an additional Account Clerk position as well as establishment of two :peter enforcement positions and the transferring of the parking --peter enforcement program from the Police Department to this department. (Councilman Kirsten arrived..) Two additional Stenographer Clerk. positions were recommended in the Police Depart.-aent budget. LIBRARY Mr. Lewis P. Singer, President of the Library Board, presented t17.e 1970-71 Library budget for Council approval, After review, on motion cf Councilman Kirsten, Ehrhardt second, the Council unanimcusiy approved the operating budget for the L.;.brary for fiscal year 1970-71 as submitted.. Inr_luded in the supplemental requests for "hese departments were the fcllowing personnel; Fire DepsrtMe.nt - Training Officer Utilities Depart^m.en: - Electrical Technician (reclassification) -I- Minutes of June 24, 1970 continued UTILITIES Councilman Kirsten expressed appreciation DEPARTMENT to Utilities SuperantFndent Royal Newman, COMMENDED Assistant Utilities Superintendent Sam Chaney and the entire Utilities Department for the outstanding Job they performed in the construc- tion of the McLane Substation_ and in the com- pletion bf the conversion from 12 KV to 16 KV. CHAMBER OF Mr. Tom Bivins, Executive Vice President of COMMERCE the Lodi District Chamber of Commerce presented a financial report of last year's Chamber activities as well as the budget for the coming year. On motion of Councilman Kirsten, Katnich second, the Council unanimously approved $8,300 in the Council -Clerk Budget for the Lodi District Chamber of Commerce. GUEST FUND Assistant City Manager Peterson explained that the $500 fund for entertainment of distinguished visitors to the City had been depleted in the amount of $269.50. On motion of Councilman Kirsten, Hughes second, the Council approved reimbursement of $269.50 to this fund. Lodi District Chamber of Commerce President George Schmiedt thanked the City Council for its continued support of the Chamber's activities. PARKS & The Council reviewed the budgets proposed RECREATION for the Parks and Recreation Department. Two DEPT. additional Maintenance 'alar_ I positions were recommended in the supplemental requests of the Parks Division. COUNCIL -CLERK The Council-CLerk budget was reviewed and the Special Payments included in this budget discussed. COUNCIL During the budget discussion. the Council requested COMMENTS the staff to consider the following suggestions: ADJOURNMENT 1. Public auction for disposal of obsolete e quipme r_t . 2. Central purchasing program, 3. Priority list for vehicle replacement. No action was taken to approve the 1970-71 Operating Budget at this meeting.
