CITY HALL COUNCIL CHAMBERS
OCTOBER 20, 1971
A regular meeting of the City Council of the City of Lodi was held beginning
at 8:00 p.m. on Wednesday, October 20, 1971 in the City Hall Council
Chambers.
ROLL CALL Present: Councilmen - EHRHARDT, HUGHES,
SCHAFFER and KATNICH
(Mayor)
Absent: Councilmen - KIRSTEN
Also present: City Manager Claves, Assistant City
Manager Peterson, City Attorney Mullen, Planning
Director Schroeder and Public Works Director
Jones.
PLEDGE Mayor Katnich led the Pledge of Allegiance to the
flag.
PUBLIC HEARINGS
SAFE BIKE Mrs. Robert Engelson, 301 North Crescent Avenue,
ROUTES representing the Lodi Bicycle Coalition, addressed
RECOMMENDED the Council concerning the need for bike routes in
the City. She asked that the Council direct the
staff to evaluate the bike routes proposed by the
Lodi Bicycle Coalition and make a recommendation
to the Council as soon as possible. She explained
that if the routes were approved within the next
month, they could be included on the new map soon
to be published by the Chamber of Commerce.
.Lars. Engelson introduced Mr. Tom Griffin, 721
West Kettleman Lane, who presented a drawing and
outlined for the Council the routes recommended
by the Bicycle Coalition. After discussion, Council-
man Schaffer moved the City staff be directed to
accept the plan, as presented, as a basic plan and
to study the matter and bring a recommendation
to the Council as soon as possible. The motion
was seconded by Councilman Ehrhardt and carried.
PLANNING COMMISSION
The City Manager gave the following report of the
Planning Commission meeting of October 18," 1971:
EASEMENT The Planning Commission determined that no public
VACATION need existed and recommended that an existing 8 -
foot public utility easement within the future exten-
sion of Sunset Drive between West Locust Street
and West Lockeford Street be abandoned. This
matter had previously been set for public hearing
before the City Council on November 17, 1971.

ABANDON The Planning Commission also recommended that
PORTION the portion of Sunset Drive located north of West
SUNSET DR. Locust Street and between Lot 3 and Lots 4 and 5
in the Fairmont Park Subdivision be abandoned.
ACTIONS OF Other actions of interest were as follows;
INTEREST
1. Took no action on the request of Mr. and Mrs.
George Vaughan for a change in zoning from the
R-1, Single -Family Residential District to the
R-2, Single -Family Residential District for the
east 60.5 feet of Lot 7, Graffigna Tract.
2. Approved the request of John A. DeFalco and
Associates, Inc., for a Use Permit to construct
a 240 -acre mobile home park north and south
of the easterly extension of East Turner Road
and the Frontage Road in an area zoned C-2,
General Commercial.
3. Approved the request of the Tokay Swim Club
for a Use Permit to add two tennis courts to
an existing private swim club at 1900 South
Hutchins Street in an area zoned R -LID, Medium
Density Multiple -Family Residential.
4. Recommended to the San Joaquin County Board
of Zoning Adjustment that the request of Mr.
Charles Moody for a Use Permit to establish
an artisans' warehouse in an existing building
on the northwest corner of Highway 12 (Victor
Road) and the Central California Traction Company
right of way, east of Lodi be approved.
5. Recommended to the San Joaquin County Board
of Zoning Adjustment that the request of Cherokee
Memorial Park for a Use Permit for an 11.7 -
acre expansion of an existing cemetery on the
northeast corner of the U.S. 50-99 Freeway
and East Harney Lane be approved.
Councilman Hughes stated he was not certain the
Council had properly conveyed its wishes to the
Planning Commission concerning the South Hutchins
Street Specific Plan. (This matter has been set
for public hearing on November 3, 1971.) He
questioned if the Planning Commission would like
the Council to be more specific when it makes
requests of the Commission. Planning Director
Schroeder replied that the Planning Commission
would prefer specifics rather than generalities.
City Attorney Mullen recommended the City Council
make requests in the form of a motion to show the
wishes of the entire Council rather than that of a
particular councilman.

COMMUNICATIONS
ANNEX TINDELL A petition was received from all of the owners of the
ADDITION land proposed to be annexed to the City as the "Tindell
Addition." Said annexation was approved by the
RES. NO. 3556 Local Agency Formation Commission of San Joaquin
County on September 17, 1971. The Local Agency
Formation Commission also granted the City power
to waive notice and hearing on the proposed annexa-
tion pursuant to the provisions of Section 54797. 1
of the Government Code. On motion of Councilman
Schaffer, Ehrhardt second, the Council unanimously
adopted Resolution No. 3556 approving the annexation
of the "Tindell Addition" to the City of Lodi.
TELEPHONE Mayor Katnich declared Thursday, October 28, 1971
PIONEER DAY to be "Telephone Pioneer Day" in the City of Lodi
and urged all citizens to join in recognition of the
Telephone Pioneers of the City.
HALLOWEEN In answer to inquiries received, the Mayor asked
that Halloween be observed on October 31, (Sunday)
rather than on Saturday, October 30 as some other
cities are doing.
REPORTS OF THE CITY MANAGER
CLAIMS Claims in the amount of $331, 194. 19 were approved
on motion of Councilman Ehrhardt, Schaffer second.
PLANS & SPECS - Mr. Arlie Preszler, architect for the remodeling
COUNCIL of the Council Chambers, presented plans and speci-
CHAMBERS fications for the project. The Council again con -
REMODELING sidered the placement of the podium, and after a short
discussion the Mayor moved the podium be located
on the west side of the Chambers near the reporters'
table. The motion was seconded by Councilman
Ehrhardt and carried. Councilman Schaffer then
moved Council approval of the plans and specifications
for the remodeling of the Council Chambers and
authorizing advertising for bids thereon and requested
provision be made so that the podium may be located
on the west side or in the center of the Chambers,
whichever is more desirable. The motion was
seconded by Councilman Ehrhardt and carried.
AWARD - STATION City Manager Glaves presented bids received for
WAGON a station wagon for the Recreation Department as
follows:

The City Manager recommended the award be made
to the low bidder. On motion of Councilman Ehrhardt,
Hughes second, the Council adopted Resolution No.
3557 awarding the contract for the furnishing of a
station wagon to the low bidder, Mitchell Chrysler -
Plymouth for the amount of the bid.
AWARD - 240- The City Manager presented bids received for 240 -
VOLT METERS volt meters for the Utilities Department as follows:

The City Manager recommended award of the contract
be made to the low bidder. On motion of Council-
man Schaffer, Ehrhardt second, the Council adopted
Resolution No. 3558 awarding the contract for the
furnishing of the 240 -volt meters to Westinghouse
Electric for a total amount of $9,327. 15.
AWARD - HAM LN Mr. Glaves presented bids received from the Ham
TURNER RD Lane and Turner Road Traffic Signs and Lighting
TRAFFIC System as follows:

The City Manager recommended award be made to
the low bidder. On motion of Councilman Schaffer,
Hughes second, the Council adopted Resolution No.
3559 awarding the contract for the Ham Lane -Turner
Road Traffic Signs and Lighting System to Steiny
8c Company, Inc. for a total of $23,783.00
NO PARKING City Manager Glaves presented a memorandum
TURNER -HAM received from the Public Works Director recommending
that "no parking" zones be established on Turner
RES. NO. 3560 Road extending in both directions from Ham Lane.
He explained that this action was recommended to
accommodate left turn lanes in the center of Turner
Road. Public Works Director Jones presented a
drawing of the proposal. The Council then, on
motion of Councilman Ehrhardt, Schaffer second,
adopted Resolution No. 3560 establishing "no parking"
zones on the north and south sides of Turner Road
on both sides of Ham Lane.
PLANS & SPECS - On motion of Councilman Schaffer, Hughes second,
STORM DRAIN the City Council approved plans and specifications
RELOCATION for the Sunset Drive storm drain relocation and
authorized advertising for bids thereon.

S. P. CO. City Manager Glares presented an agreement with
AGREEMENT the Southern Pacific Traction Company for a 12 -
inch industrial waste line and a 30 -inch storm
RES. NO. 3561 drain across the Southern Pacific Traction Company's
right of way adjacent to Kettleman Lane. He
explained it was necessary to acquire the additional
right of way for the relocation of two utility lines
in coniunction with the Kettleman Lane Underpass.
He recommended Council approval of the agreement.
On motion of Councilman Ehrhardt, Schaffer second,
the Council then adopted Resolution 3561 approving
the above agreement and authorizing the Mayor and
the City Clerk to execute same on behalf of the City.
Councilman Schaffer then questioned the progress
of the Kettleman Lane Underpass project. Public
Works Director Jones reported that the contract
for the job had been awarded by the State to Claude
C. Wood Company and work would begin on the
project within the next month.
CRIMINAL
The City Council adopted Resolution No. 3562, on

AUTHORIZE
The City Manager recommended the City Council

adopt a resolution approving the purchase of six

police vehicles from the State of California. On

the Council adopted Resolution No. 3563 authorizing

the purchase of six police cars from the State.
The Council then requested the staff to investigate
the possibility of returning the used police cars to
the Highway Patrol for sale on their lot by bid.
VETERANS'
City Manager Glaves explained to the Council that

recent State legislation and similar action by Congress

had established Veterans' Day to be observed on
the fourth Monday in October. While the City Council
had taken action to designate this as a City holiday,
no action had been taken to designate this as a parking
meter holiday. He asked the Council to determine
if Veterans' Day, Monday, October 25, 1971 should
be designated as a parking meter holiday. On motion
of Councilman Ehrhardt, Schaffer second, the Council
designated Monday, October 25, 1971 as a parking
meter holiday.
Councilman Ehrhardt then questioned if the signs
posted on South School Street in front of the U.S.
Post Office properly state the hours of limited
parking, Public Works Director Jones responded
that the hours of limited parking in front of the Post
Office are between the hours of 9:00 a. m. and 6:00
p. m. He will investigate and make certain that the
area is properly signed.

911 EMERGENCY On motion of Councilman Hughes, Schaffer second,
CALL NUMBER the Council requested the staff to determine what
needs to be accomplished before the City may author-
ize the Telephone Company to proceed with instal-
lation of the 911 emergency call number in Lodi.
TRAFFIC The Council discussed various intersections in the
HAZARDS City where accidents frequently occur. Intersections
mentioned were Vine and Washington Streets, Fairmont
Avenue and Oak Street, Fairmont Avenue and Walnut
Sunset Drive and Oak Street, ACalifornia Street and Turner Road, and Pine
Street, Sunset Drive and Hutchins Streets. The City Manager explained
and Walnut Street, that the Public Works Department does investigate
•4!;p various intersections and if it appears that accidents
have been caused by impaired visibility a request
is made of the property owner to eliminate the
visibility problem by trimming or removal of shrubbery,
BICYCLE The Council expressed concern regarding the lack
TRAFFIC of caution used by children riding bicycles within
the City. The City Manager reported the Police
Department has a formalized bicycle safety program
that it is presenting to the schools in an effort to
educate the children in bicycle safety.

at a regular meeting on October 6, 1971 was
brought up for passage on motion of Councilman
Schaffer, Ehrhardt second. Second reading was
omitted after reading by title and the ordinance was
then passed, adopted and ordered to print by the
following vote:

There being no further business, the meeting was
adjourned at approximately 10:05 p.m. on motion
of Councilman Schaffer, Hughes second.
