CITY HALL COUNCIL CHAMBERS
JULY 20, 1971
A special meeting of the City Council of the City of Lodi was held
pursuant to written notice delivered to each member of the City Council
at least 24 hours before the meeting. Copies of the notice of said
meeting were also delivered to the Lodi News -Sentinel and the Stockton
Record at least 24 hours prior to said meeting. The meeting was
called to order by Mayor Walter Katnich at 4:02 p.m. on Tuesday,
July 20, 1971 in the City Hall Council Chambers.
ROLL CALL Present: Councilmen - EHRHARDT, HUGHES,
KIRS TEN, SCHAFFER
and KATNICH (Mayor)
Absent: Councilmen - None
Also present: City Manager Glaves, City Attorney
Mullen, Police Chief Yates, Police Detective Sam
Barkley, Frank Whitney of the Lodi News -Sentinel
and Pat McDonnell of the Stockton Record.
APPEAL RE PRIVATE PATROL PERMIT
City Attorney Mullen stated that on June 29, 1971
a special meeting was held for the purpose of
considering the appeal of Mr. Robert W. Perkin,
Owner -Manager of Perkin Private Police, of the
City Manager's decision i.i denying his request
for a private patrol systems permit in the City of
Lodi. At the appellant's request, that hearing was
continued to this date. The CitX,Attorney stated
that the City Clerk had on}`r 29 sworn in those
persons who were to testify and it would not be
necessary to repeat this action at this time.
City Attorney Mullen then invited Mr. Robert
Parkin to speak after advising him that the burden
of proof in the matter was the responsibility of
the appellant.
Mr. Perkin addressed the Council and stated he
felt he met the qualifications to obtain a private
patrol systems permit in the City of Lodi. He
presented for the Council's information his State of
California private patrol operator's license No.
C-5778, dated November 27, 1970, and an Associate
of Arts degree earned at San Joaquin Delta College.
Mr. Perkin also read a letter of recommendation
which he had received from a retired teacher,
Mr. Thomas C. Garner. Mr. Perkin stated he
had been unable to obtain written documents from
the Stockton Police Chief, E. Jess Delaney, Mr.
Ross Ferrill and Mr. Donald Fried. Mr. Perkin
had indicated at the hearing on June 29, 1971
that he needed additional time in which to obtain
documents to prove statements made concerning
himself at the hearing before the City Manager

Minutes of July 20, 1971 continued
were incorrect. Mr. Perkin read a statement
from a Mr. Richard Cook concerning the hearing
before the City Manager on May 25, 1971.
Mr. Perkin maintained that reports received from
former employers should not be considered in
this case since these persons were his competitors.
Mr. Perkin had no new information to offer at
this time.
City Manager Glaves spoke briefly, stating he
wished to offer certain points for clarification.
He pointed out that the request of Mr. Perkin had
been denied on the basis that the investigation
performed by the Police Department found no
evidence that would support the applicant as a
person with a good reputation for character or
s tability.
After consideration, on motion of Councilman
Schaffer, Hughes second, the Council by unanimous
vote denied the appeal of Mr. Perkin.
The meeting was adjourned by the Mayor at approxi-
mately 5:17 p.m.
