CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
JUNE 29, 1971
A special meeting of the City Council of the City of Lodi was held
pursuant to written notice delivered to each member of the City
Council at least 24 hours before the meeting. Copies of the notice
of said meeting were also delivered to the Lodi News -Sentinel and
the Stockton Record at least 24 hours prior to said meeting. The
meeting was called to order by Mayor Walter Katnich at 4:05 p.m.
on Tuesday, June 29, 1971 in the City Hall Council Chambers.
ROLL CALL Present: Councilmen - EHRHARDT, HUGHES
(arrived at 4:09 p.m.)
KIRSTEN, SCHAFFER
and KATNICH (Mayor)
Absent: Councilmen - None
Also present: City Manager Giaves, Assistant
City Attorney Sullivan, Police Chief Yates
Frank Whitney of the Lodi News -Sentinel and
Pat McDonnell of the Stockton Record.
APPEAL RE PRIVATE PATROL PERMIT
Assistant City Attorney C. M. Sullivan stated
the purpose of the meeting was to consider
the appeal by Mr. Robert W. Perkin, Owner -
Manager of Perkin Private Police, of the City
Manager's decision in denying his request for
a private patrol systems permit in the City
of Lodi.
The City Clerk swore in the following persons
who were to testify: City Manager Henry A.
Glaves, Police Chief Marcus P. Yates, Eddie
Hayhurst, and the appellant, Robert W. Perkin.
Mr. Sullivan stated that pursuant to Section
19-9 of the Code of the City of Lodi, Mr.
Perkin had appealed the decision of the City
Manager and the matter had been set for public
hearing on this date by the City Clerk. The
appellant had been given proper notice of the
hearing and it was now the appellant's responsi-
bility to show reasons why he should be granted
the requested private patrol systems permit.
(Councilman Hughes arrived 4:09 p.m.)
Mr. Perkins addressed the Council and requested
a continuance of the hearing so that he might
obtain written documentation from a Mr. Ross
Ferrill, a Mr. Donald Fred, Jr., and a Mr.
Richard Cook to prove that statements made
concerning Mr. Perkin at the hearing before
ADJOURNMENT
Minutes of June 29, 1971 continued
the City Manager on May 25, 1971 were incorrect.
Mr. Perkin said he had not had enough time
to obtain letters from the above three persons
for this hearing and therefore requested a
continuance of the hearing.
After a short discussion, Councilman Kirsten
moved the hearing be continued to 4:00 p. m.
Tuesday, July 20, 1971. The motion was
seconded by Councilman Ehrhardt and carried
with Mayor Katnich voting "No. "
The meeting was adjourned by the Mayor at
approximately 4:38 p.m.
