HomeMy WebLinkAboutMinutes - February 10, 1971CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS FEBRUARY 10, 1971 An adjourned regular meeting of the City Council of the City of Lodi was held beginning at 7:30 p.m. on Wednesday, February 10, 1971 in the City Hall Council Chambers. ROLL CALL Present: Councilmen EHRHARDT, HUGHES, KATNICH, KIRSTEN and SCHAFFER (Mayor) Absent: Councilmen - None Planning Commissioners present: Herman Daniels, Dr. Dean Robinson, Millard Fore, Jr., Ted Katzakian, Fred -Reid and Dr. C. Robert Breckenridge. Also present: City Manager Glaves, Assistant City Manager Peterson, City Attorney Mullen (arrived at 7:55 p.m.), Planning Director Schroeder and Public Works Director Jones. PLEDGE Vice Mayor Hughes led the Pledge of Allegiance to the flag. SMUD City Manager Glaves read a letter from Mr. E. A. TOUR Combatalade, Director of Public Relations, Sacramento Municipal Utility District, inviting the Council and City staff to tour SMUD's Rancho Seco nuclear generating plant on March 2, 1971. REVIEW OF TRAFFIC REPORT Vice Mayor Hughes, who chaired the meeting, explained that the purpose of this joint meeting with the Planning Commission was to review the "Report on Major Streets and Traffic Improvements, Lodi, California" prepared by Dr. D. Jackson Faustman dated January 26, 1968. Public Works Director Shelley Jones gave a back- ground of the Traffic Report, stating that the report had been presented to the City Council in January, 1968 but had not been formally reviewed or accepted by the Council. Planning Director Schroeder discussed the methods used in the collection and processing of data used in the report, and said that the basis for the report was the City's General Plan. Mr. Jones then discussed three major points presented in the report as follows: -I- Minutes of February 10, 1971 cor-tinued (1) Estimate of future traffic volumes on :he recommended major street network that will result from full development of the land uses in the General Plan; (2) Recommendations for street width to provide adequate traffic service for the projected future traffic; (3) The priority of construction of various elements of the major street plan. Mr. Jones reviewed the specific recommendations made by Dr. Faustman and stated that some of these improvements had already been made. He pointed out that the City staff had been using the report as a guide in responding to questions raised by the public concerning the City's street system and he recommended the Council formally approve the report. After discussion of the report, Councilman Kirsten moved that the Council take cognizance of and express agreement with the fact that the Planning and Public Works Departments are using the Traffic Report prepared by Dr. Faustman as a tool to guide the public concerning development of the City's street system. The motion was seconded by Councilman Ehrhardt and carried by unanimous vote. Mayor Schaffer then suggested that the City's Master Plan should be reviewed by the Council and Planning Commission in a joint session. It was agreed by both the City Council and the Planning Commissioners present that joint meetings are to be desired in the future. There being no further business, the meeting was adjourned at approximately 10:38 p.m. on motion of Councilman Kirsten, Katnich second. Attest: BESSIE L. BENNETT City Clerk -2-
