JANUARY 13. 1971
An adjourned regular meeting of the City Council of the City of Lodi was
held beginning at 8:00 p.m. on Wednesday, January 13, 1971, in the City
Hall Council Chambers.
ROLL CALL Present: Councilmen - HUGHES, KATNICH, KIRSTEN
and SCHAFFER (Mayor)
Absent: Councilmen - EHRHARDT
Also present: City Manager Glaves, Assistant
City Manager Peterson, City Attorney Mulien, and
Public Works Director Jones.
PLEDGE Mayor Schaffer led the Pledge of Aliegiance to the
flag.
REPORTS OF THE CITY MANAGER
LEASE - The City Manager explained that the lease between
WHITE SLOUGH the City of Lodi and Pete Kooyman for the White
PROPERTY TO Slough agricultural land had expired December 31,
R. COLDANI 1970, and Mr. Koopman was not interested in
renewing the lease. He presented proposals received
by the Public Works Department for lease of the
land as follows:
Raymond H. Coldani $11,718 per year
William A. Van Ruiten 9,548 per year
Delmar D. Batch 8,000 per year
The City Manager recommended the Council approve
the agreement between the City and Raymond H.
Coldani for lease of the White Slough agricultural
land.
On motion of Councilman Kirsten, Hughes second,
the Council approved the above lease agreement
with Mr. Coldani and authorized the City Manager
to execute same on behalf of the City.
FOLSOM SOUTH On motion of Councilman Kirsten, Hughes second,
WATER USERS the Council appointed Mayor Ben Schaffer to serve
REPRESENTATIVE as the City of Lodi's representative on the Board
of Directors of the Folsom South Water Users
Association.
RESIGNATION - City Manager Glaves announced the resignation of
R. DUGGAN Administrative Assistant Robert Duggan effective
February 1, 1971 and stated that Mr. Duggan had
accepted the position of Assistant City Manager with
the City of Costa Mesa. The Council, on motion
of Councilman Kirsten, Katnich second, then authorized
the Mayor to send a letter of appreciation to Mr.
Duggan on behalf of the City Council and the citizens
of Lodi thanking him for his service to the City.

MEETING WITH NSJ WATER CONSERVATION DISTRICT
Mayor Schaffer welcomed the following members
of the Board of Directors of th* 3V6riii` San' Joaquin
Water 'Conservation `Districte':`IC'l airman-- o-be'rt L.'
Carter, Arend Van Gaalen and Emil Bender;"! and "
the District's consulting engineer, James F.
Sorensen. Mr: ' Carter gave a brief rdt'drrie 'of the
District's formation and then asked Mr. Sorensen
to'$iscuss the Folsom South Canal Project. Mr.
Sorensen presented drawings of the area to be served
by the canal and pointed''oue the proposed alignment
of the canal. He said the entire Folsom South
Canai`iProject had been approved and could be
completed'by � 1975' pro+iiding_ Congress approves
the necessary funding 'for the project.
Mr. ` Sorens"en ' r606'rted`'that'the North San Jdaagi; "
Water Conservation District'had made a study to
determine the needsof the District, and the results
indicate that the' District has a need for a- supple
iinenfa 'supply o£ 75,-000 ac a feet of water per year.
The District is nog: negotiaEing with the U.S. Bureau
of Reclamation for a water ,se.rvice.contract.which
would provide for the delivery of thi's water.`' The
proposed contract calls for_a price of $2.75 per
'acre ' foot'for wafer delivered at canal side.. ; . Mr.
"Sorensen stressed the -need for such a contract; ..;'
stating that `thii'Would iie-an indication to Congress
of the -bistrict' I interest iii' the Folsom South Canal
Project.` ..,

" ground"'waier level `in tKie`ar''eas adjacent to the
City and he stated that" the''basic concept involved
in obtaining water from the Folsom South Canal
Project`is to 'balanceor ''stabilize the ground water
levels with!fi the District.'''
" `Mr. Sorensen also discussed the recently formed
Folsom` South "Water Users'Association and stated
" its basic purposes are to"keep the construction
of the'"canal on'"schedule;'to" have the voice of the
people involved;'and to 'secure appropriate and
equitable water service, contracts for the water
users:
Mayor Schaffer expressed' appreciation to the Board
of'Diiectors' of the Dis'tiict`as well as to Mr.
Sorensen for their attendance at the meeting and
commended them for the progress they have made.
ADJOURNMENT The meeting was adjourned at approximately 10:25
p.m. on motion of Councilman Kirsten, Katnich
second.
