HomeMy WebLinkAboutMinutes - November 21, 197293 CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS NOVEMBER? 1, 1972 An adjourned regular meeting of the City Council of the City of Lodi was held beginning at 8:00 p.m, on Tuesday, November 21, 1972, in the City Hall Council Chambers. ROLL CALL Present: Councilmen - HUGHES (arrived 8:07 p.m. ), KATNICH, PINKERTON (ar- rived 9:16 p.m.), SCHAFFER and EHRHARDT (Mayor) Absent: Councilmen - None Also present: City Manager Glaves, Assistant City Manager Peterson, Planning Director Schroeder and Public Works Director Jones. PLEDGE Mayor Ehrhardt led the Pledge of Allegiance to the flag. MEETING WITH LODI UNIFIED SCHOOL DISTRICT BOARD Mayor Ehrhardt welcomed members of the Board of Trustees and staff of the Lodi Unified School District as follows: President Dr. Carroll Dow, Dr. James Cross, Robert Engelson, James Sasaki, Walter Tecklenberg, Superintendent of Schools Raymond Jansen and Business Manager James Areida. The City Council, members of the Board of Trustees and City and School staffs reviewed the growth pattern of the City and discussed its relationship to the problems of planning for future school sites. The City Manager said the City staff and the School Administration had worked together in the past in planning for future school sites, but he felt it was important that the City continue to receive input from the Schools in updating the City's Master Plan. Mr. Jansen reported that the School District does have a master building program but it is in need of updating. According to the plan, the next high school to be con- structed would be located in the area bounded by Kettleman Lane, WID Canal, Harney Lane and Lower Sacramento Road. (Councilman Hughes arrived. ) There was discussion concerning development of the Anderson property and English Oaks Manor and the problems involved with the two large developments. It was pointed out that an elementary school would be desirous in this area, since there will undoubtedly be a large number of children living in these two developments. However, the School Officials pointed out that the District does not have the funds to purchase the proposed school site designated on the tentative - 1- M, Minutes of November 21, 1972, continued map for English Oaks Manor Subdivision. Concern was expressed that it would be necessary for child -en living in that area to cross a major street to attend classes. Mr. Jansen explained that the School District does operate on the basis of neigh- berhood schools, however, the District does not have the necessary funds to purchase this property. It was suggested that the City purchase the proposed school site in English Oaks Mar -or, since the School District does not have the funds to do so. Then, at some future date, a trade might be worked out v%hereby the School District would exchange the present Tokay High School Campus for the proposed schocl site. Discussion continued concerning large subdivision developments and the effect they have upon the schools. It was pointed out that the schools are unable to provide adequate classrooms when rapid expansion of a city takes place. The Council asked the staff to obtain ordinances from other cities so that the Council might study the possibility of adoption of an ordinance regulating growth. The two groups discussed how they might better work together in planning for the future and the Council agreed it was their desire for the City staff to work very closely with the School District staff to co- ordinate plans for the proposed new high school campus. Persons present in the audience made comments as follows; Mr. Jerry Wisener, 808 Tehama, questioned why the drainage basin located east of the Freeway was not designed the same as the Vinewood Basin. Mr. Glaves responded that it was determined during the planning stages this Basin must be near the WID canal and at a low elevation so that it would drain the area by gravity. Also, the alignment of Ham Lane was a factor. Mrs. Joe Krinke, President of Garfield -Lincoln parents" Club, spoke to the Council concerning the traffic hazards to children living on the east side of Cherokee Lane. Mrs. Krinke pointed out there are no playgrounds in the area south of Cherokee Lane. She suggested that subdivisions should not be ap- proved unless adequate provision has been made for playgrounds and safety measures are provided for children walking to school, The Council agreed the staff should investigate the neighborhood safety problems in the area east of Cherokee Lane (i. e. , Walnut Orchard Tract, Pioneer and Cherokee Subdivisions) and work with the School District in an effort to correct them. Mr. Tom Griffin, 721 West Kettleman Lane, asked if considera.ti.en had been given to the growth that will be generated by the construction of a high school campus south of Kettleman Lane. -2- Minutes of November 21, 19112, continued City Manager Glares responded that the City had dis- cussed this very thoroughly with the School people ar..d they are aware there are other sites more prefer- able to the City. Mr. Jansen explained that this site seems to be the most acceptable site to the State. He said the School District is preparing an application for funds for the high school but the proposed site had not been made public. Mayor Ehrhardt asked the City Manager to discuss the joint use of recreational facilities bythe City and the School District- The City Manager stated there is pre- sently an agreement between the City of Lodi and the Lodi Unified School District for joint use of facilities. He said this agreement had been in effect and worked very well for many years. He asked the City's Recreation and Parks Director, Ed DeBenedetti to review some of the programs in which the two bodies cooperate. Mr. DeBer_edetti reviewed the facilities jointly used by the two agencies and discussed the various recreation programs. (Councilman Pinkerton arrived. ) Mrs. Ramona Allen, 650 Hale Road, said she was con- cerned with the lack of recreational facilities in the area east of Cherokee Lane. Councilman Katnich suggested some arrangement might be made for the City Recreation Department to use the Lodi Academy playground and facilities and he suggested the City Manager contact the Academy- staff to determine if this was feasible. Mr. Rick Holmes, 961 Lloyd Street, who was in the audience pointed out that people did object to residential development of the area east of Cherokee before it was developed because of lack of facilities as stated above. 'vlr. Rollie Alien, 650 Hale Road, questioned if it would be feasible for property owners to purchase a lot to be used as a playground in the area east of Cherokee Lane. Mayor Ehrhardt said Mr. Allen should discuss this with the City staff. Public Works Director Jones gave a progress report on traffic problems at the Lodi High School Campus. He said his staff had conducted traffic counts and would be conducting additional counts in the future. He said no determination had been reached at this time. Traffic problems adjacent ;e school campuses were discussed and Councilman Schaffer suggested that Malls Avenue north of Elm Street should be improved for the safety of children walking to school. At the present time, this pr.pperty is owned by the State for a future school site and is not improved with curb, gutter and sidewalk. Both bodies then agreed to im- mediately investigate the possibility of grading and -3- 1R ADJOURNMENT Minutes of November 21, 1972, continued oiling the area along the west side of Mills Avenue north of Elm Street near Erma B. Reese School. Councilman Katnich said he would like to suggest that a representative from each high school campus be named to sit on the various commissions of the City. Mr. Mark Leal, Student Body President of Lodi High agreed this might improve communications. Mr. Jansen extended an invitation to the City staff to attend a meeting on January 31, 1973, at 8:30 a, m. with the School administration.
