City Council of. the City of Lodi was held beginning at 7:00 A.M. on Wednesday, September 13, 1972, in the City Hall Council Chambers. ROLL CALL. ,Present: Councilmen - HUGHES,,KA-TNLCH, PINKERTON, SCHAFFER and EHRHARDT (Mayor) Absent: Councilmen - None Also present: City Manager Claves, Assistant City Manager Peterson, and Public Works Director Jones. PROPERTY On motion of Councilman Hughes, Pinkerton second, ACQUISITION - the City Council approved acquisition of a parcel LODI AVENUE & of land at the northeast corner of Lodi Avenue and HUTCHINS STREET • Hutchins Street (Boether Acquisition) for street right- of-way and authorized the City Clerk to execute an agreement and accept the deed 51i behalf oLthe City. HARNE.Y LANE .. City Manager Glaves reported on a meeting concerning SANITARY theoperation of the Harney Lane Sanitary Landfill he LANDFILL participated in with the City staff, Mayor Ehrhardt and members of the County staff. The City Manager said the meetings to be held in the future would hopefully be productive in resolving the problem. Councilman Katnich said the consensus of the City Council is that the City desires to turn over the operation of the landfill to the County of San Joaquin. Councilman Hughes said the immediate problem is cost sharing with the County. He urged that the City Council be persistent in dealing with the County on this. The City Manager said the County has been informed that unless there was progress in the matter by January 1, 1973, the Gity would cancel the landfill contract with the County. Mayor Ehrhardt moved that a letter be sent to the County immediately informing that body that if the City Council did not receive a reply prior to the Council meeting of September 20, 1972, the City of Lodi would assume that its latest proposal for cost sharing which provided for the County share to be 80% and the Gity share 20% was acceptable to the County. The motion was seconded by Councilman Schaffer and carried unanimously. SANITARY CITY Mr. Dario DeBenedetti, general manager of the Sanitary DISPOSAL CO. City Disposal Company requested time on the agenda to PROPOSAL make a presentation.to the Council concerning the operation of the Harney Lane Sanitary Landfill by the company he represents. He introduced Mr, Thomas Meichtry of San Francisco, a consultant in the field of solid waste disposal. Mr. Meichtry, representing the Easley and Brasey Cor- poration, said his firm has developed a plan to extend the -1- 54 Minutes of September 13, 1972, continued life of the landfill by 10 years. He said this could be accomplished by digging areas for dumping rather than the present system of ditches. Mr. DeBenedetti said the cost of the operation parallels the present operation. Councilman Hughes said the Council couldn't evaluate and endorse the proposal without additional information. City Manager Glaves suggested the proposal be pre- sented to the County of San Joaquin. Mr. DeBenedetti said he would do this. REPORT ON Mayor Ehrhardt reported that he and the City Manager SPUR MEETING had attended two meetings in the Bay Area to hear and discuss a proposal to ease the solid waste disposal problem in that region as well as adjoining counties by hauling such waste to certain areas in the Delta for ultimate disposal. The City Manager said the idea has merit. A study has been proposed and the City of Lodi's share of the total cost of the studx would be $1, 500. �-.g He said he felt the City 3houi4lue asked to pay this much at this time. He said he would keep the Council informed if there were any significant developments.
