HomeMy WebLinkAboutMinutes - July 28, 197227 CI TY COUNCIL, CI TY OF LODI CITY HALL COUNCIL CHAMBERS JULY 28, 1972 An adjourned regular meeting of the City Council of the City of Lodi was held beginning at 4:05 p. m. on Friday, July 28, 1972, in the City Hall Council Chambers. ROLL CALL Present: Councilmen - HUGHES, KATNICH, PINKERTON, SCHAFFER and EHRHARDT (Mayor) Absent; Councilmen - None Also present: City Manager Glaves and Public 'q -forks Director Jones. PRESENTATION TO BOARD OF SUPERVISORS RE SANITARY LANDFILL City Manager said the purpose of this meeting was to determine the City Council's presentation to be made before the San Joaquin County Board of Supervisors on Tuesday, August 1, 1972, relative to the joint operation of the Harney Lane Sanitary Landfill. The Council discussed the problems involved in the joint operation and agreed the major problems were the cost to the City of Lodi and the depletion of the facility. The City Manager said the problem was two-phase in that (1) it was a county -wide, long-range problem; and (2) it was a city -county problem in that the City of Lodi's problem could not wait for county -wide problems to be resolved. After considerable discussion, Councilman Hughes proposed that the City offer to turn the operation of the Sanitary Landfill over to the County with the stipulation that the City reserve the right for the Sanitary City Disposal Company and the City of Lodi to durnp its solid waste at the Landfill at no cost. Councilman Schaffer questioned if tt:e City should have as alternative to offer to the County. Public Works Director Jones suggested an alternative mig :t be t`:at the City of Lodi take over the entire operation and charge a County -wide fee. The Co',:ncii agreed this was a possibility, but pre- ferred the County to take over the entire operation. Councilman Schaffer stressed the reasons the City would request the County to assume the operation were: W .Minutes of July 28, 1972, continued ( 1) Double taxation to the Citizens of Lodi (2) Financial burden to the City (3) Depletion of the property (4) Meed for new equipment -- Councilman Schaffer then moved the City Council go on record as requesting the County to assume operation of the Harney Lane Sanitary Landfill operation effective August 1, 1972. rhe motion was seconded by Councilman. Katrich and carried by unanimous vote. After further discussion, Councilman Schaffer moved the City of Lodi and the Sanitary City Disposal Company be permitted to dispose of their solid waste at the Harney Lane Sanitary Landfill at no cost for the balance of the life of the Landfill in consideration for the Lity deeding title to the property to the County of San Joaquin. Tne motior_ was seconded by Councilman Pinkerton and carried by unanimous vote. ISLETON FLOOD REQUEST ADJOURNMENT City Manager Glaves reported he had received a phone call from the Mayor of the City of Isletor. requesting permission to truck the City of Isleton's sewage to the White Slough Sewage Treatment Plant on a cemporary basis. The City of Isleton residents were preparing to move back into the town after the recent flood and their sewage treatment plant which had been damaged by the flood was not yet in operation. He said it had been determined by the staff that the low flows at White Slough were from 4:00 a. m. to 10:00 a. m. lie recom- mended that the request be granted with the provision that the loads be dumped during the low flo,vs and the City of Lodi be reimbursed for any additional costs which might be incurred as a result of approval of chis request.
