A regular meeting of thr, City Counc:.l of the City of Lodi was held beginning
at 8:00 p.m. on Wednesday, Fet-•_ary 16, 19'2 in the City Hall Council
Chamoers.

Mr. Jor_es stated the eight public hearings scheduled
for th_s meeting vxere all relating to street plans for
the area ea=t of tr.F Freeway; all of which had been
revieyled and recommended by the Planning Commission.
Mr. Jones presented drav,,ings of the Specific PLans
and re -,"e., ed them for the Council. He said he
felt the Spe•:'_f'_c Plan for the alignment of Myrtle
Street -Wells Lane between Turner Road and Harney
Lane to L -e the .-nost critical plan and requested the
Council to consider this plan first.

_Mrs. Arlene Tucker, 5629 East Kettleman Lane,
stated she was nct speaking either in favor or against
the proposal but would like to know if a timetable
had been established for the development of the
street. Mr. Jones explained that property owners
in that area would determine when the street would
oe developed and the City had no timetable.
There being no other persons wishing to speak either
in favor or against the proposed Specific Plan, the
?ublic portion of the hearing was closed.
On motion of Councilman Kirsten, Ehrhardt second,
the City Council unanimously adopted Resolution No.
3592 recommending a Specific Plan for a north -south
major arterial street along the alignment of Myrtle
Street -Wells Lane between the future extension of
East Turner Road and East Harney Lane.
RECESS The Mayor declared a recess at 9;20 p.m. and the
Council recon-:ened at 9:26 p.m.
SPECIFIC PLAN - Notice thereof having been published in accordance

of mailing being on file in the office of the City Clerk,
RES. NO. 3593 Mayor Katnich called for the public hearing on the
recommendation of the Planning Commission to adopt
a Specific Plan for Pine Street between Cherokee
Lane and the proposed north -south street on the
Myrtle -Wells alignment.
There being nc persons in the audience wishing to
speak either in favcr of or in opposition to the
proposed Specific Plan, the public portion of the
hearing was closed.
On motion of Councilman Schaffer, Hughes second,
the Council unanimously adopted Resolution No. 3593
recommending a Specific Plan for Pine Street between
Cherokee Lane and the proposed north -south street
on the Myrtle -Wells alignment.

RES. NO. 3594 Clerk, Mayor Katnicr_ called for the public hearing
on the recemmenda*-on of the Planning Commission
to adopt a Specific Plan for Lodi Avenue between
Cherokee Lane. and the propcsed north -south street
on the Myrtle -Wells alignment.

speak either in favor of or in opposition to the
proposed Specific Plan, the puolir, portion of the

On motion of Councilman Kirsten, Ehrhardt second,
the Council unanimously adopted Resolution No. 3594
recommending a Specific Plan for Lodi Avenue between
Cherokee Lane and the proposed north -south street
on the Myrtle -Wells alignment.
NAMING Public Works Director Jones stared the Planning
THURMAN Commission had recommended tla t the new, as yet
STREET unnamed, street between the Frontage Road and the
proposed north -south street, on the Myrtle -Wells
RES. NO. 3595 alignment be named "Thurman Street. "
On motion of Councilman Kirsten, Ehrhardt second,
the Council unanimously adopted Resolution No. 3595
officially naming the above unnamed street "Thurman
Street. "
SPECIFIC PLAN - Notice thereof having been puolished in accordance

RES. NO. 3596 Mayor Katnich called for the public hearing on the
recommendation of the Planning Commission to adopt
a Specific Plan for Thurman Street between the
Frontage Road and the proposed north -south street
on the Myrtle -Wells alignment.
There being no persons in the audience wishing to
speak either in favor of or in opposition to the
proposed Specific Plan, the public portion of the
hearing was closed.
On motion of Councilman Schaffer, Hughes second,
the Council unanimously adopted Resolution No. 3596

KETTLEMAN with law and affidavit of publication and declaration

Mayor Katnich called for the public hearing on the
RES. NO. 3597 recommendation of the Planning Commission to adopt
a Specific Plan for Kettieman Lane between the
Frontage Road and the Central California Traction
Company right of way.
There being no persons in the audience wishing to
speak either in favor of or in opposition to the pro-
posed Specific Plan, the public portion of the hearing
was closed.

HARNEY LANE with law and affidavit of publication and declaration
of mailing being on file in the office of the City
RES. NO. 3598 Clerk, Mayor Katnich called for the public hearing
on the recommendation of the Planning Commission
to adopt a Specific Plan for Harney Lane between
Beckman Road and the Central California Traction
Company right of way.
Mr. Morris Bailey, 5401 East Harney Lane, who
was in the audience, asked questions concerning the
plan. There being no other persons in the audience
wishing to speak on the matter, the public portion
of the hearing was closed.
On motion of Councilman Hughes, Schaffer second,
the Council unanimously adopted Resolution No. 3598
recommending a Specific Plan for Harney Lane between
Beckman Road and the Central California Traction
Company right of way.
SPECIFIC PLAN - Notice thereof having been published in accordance
CLUFF AVENUE with law and affidavit of publication and declaration
of mailing being on file in the office of the City
RES. NO. 3599 Clerk, Mayor Katnich called for the public hearing
on the recommendation of the Planning Commission
to adopt a Specific Plan for Cluff Avenue between
the future extension of East Turner Road and East
,Lodi Avenue as a Collector Street.
There being no persons in the audience wishing to
speak either in favor of or in opposition to the
proposed Specific Plan, the public portion of the
hearing was closed.
On motion of Councilman Ehrhardt, Kirsten second,
the Council unanimously adopted Resolution No. 3599
recommending a Specific Plan for Cluff Avenue between
the future extension of East Turner Road and East
Harney Lane.
SPECIFIC PLAN - Notice therof having oeen published in accordance
FRONTAGE RD. with law and affidavit of publication and declaration
of mailing being on file in the office of the City
RES. NO. 3600 Clerk, Mayor Katnich called for the public hearing
on the recommendation of the Planning Commission
to adopt a Specific Plan for the East -side Frontage
Road as a major arterial street between Victor Road
and East Harney Lane.
There being no persons in the audience wishing to
speak either in favor of or in opposition to the pro-
posed Specific Plan, the public portion of the hearing
was closed.

On motion of Councilman Schaffer, Kirsten second,
the Council unanimously adopted Resolution No. 3600
recommending a Specific Plan for the East -side
Frontage Road between Victor Road and East Harney
Lane.
PLANNING COMMISSION
Public Works Director Jones gave the following
report of the Planning Commission meeting of
February 14, 1972:
SPECIFIC PLAN - The Planning Commission adopted Resolution No. 72-1
E. LOCKEFORD approving and recommending the Specific Plan for
STREET the future development of East Lockeford Street
between Cherokee Lane and Cluff Road.
SPECIFIC PLAN - The Planning Commission adopted Resolution No.
E. VINE STREET 72-2 approving and recommending the Specific Plan
for the future development of East Vine Street
between the Frontage Road and future extension of
Myrtle Street -Wells Lane.
NAMING The Planning Commission also adopted Resolution
FRONTAGE RD. No. 72-3 recommending changing the name of the
Frontage Road between Turner Road and Kettleman
Lane to Beckman Road.
The City Council, on motion of Councilman Schaffer,
Hughes second, set the above three items for
public hearing on March 15, 1972.
OF INTEREST Other actions of interest to the City Council were
as follows:
The Planning Commission approved the request
of U -Save Automatic Corporation for a Use
Permit to install a detached, low-level brick
sign structure at the site of an existing self-
service station at the southwest corner of West
Lodi Avenue and Lower Sacramento Road in an
area zoned C -S, Commercial Shopping District.
2. The Planning Commission approved the request
of Mr. Jerry Heminger for a Variance to permit
the construction of multiple living units on a
parcel with a 45 -foot frontage at 312 North
Pleasant Street in an area zoned R -HD, High
Density Multiple Family Residential District.
COMMUNICATIONS
ABC LICENSE An application for alcoholic beverage license was
received for William E. Graffigna and William E.
Graffigna, Jr., 8 East Lockeford Street, off -sale
general, person-to-person, premise -to -premise
transfer.

LODI A letter was received from Mr. James F. Scherfee,
COMMUNITY President of the Lodi Community Concert Association,
CONCERT raising the question of future auditorium facilities
for the City. The letter stated the Administrative
Board of the Community Concert Association requested
a review be made of present facilities and future
projected needs, such review to be initiated through
the City Council.
The Council took no action on the request but did
suggest the matter should be discussed with repre-
sentatives of the Community Concert Association.
HEART Mayor Katnich proclaimed the month of February
MONTH to be "Heart Month" in the City of Lodi.
REPORTS OF THE CITY MANAGER
FINAL MAP - All requirements of the City having been met, the
TOWN & Public Works Director presented the final map of
COUNTRY VILLA Town and Country Villa Subdivision for Council
approval. On motion of Councilman Schaffer, Kirsten
second, the City Council approved the final map,
improvement plans, subdivision agreement, electrical
utility agreement and improvement security for the
Town and Country Villa Subdivision and authorized
the City Manager to execute the agreements on behalf
of the City.
ACTUARIAL Public Works Director Jones reported that the
STUDY - PERS Employees' Association through their General Ivianager
Robert Cole had requested the City to request the
RES. NO. 3601 Public Employees' Retirement System to conduct
an actuarial study on the California Highway Patrol
Pension Plan. The plan provides for retirement at
age 50 with 2-76 income for each year of service with
a maximum of 75'o. The study would include both
Police and Fire personnel and would cost approximately
$ 100. He recommended the Council approve the study.
On motion of Councilman Ehrhardt, Schaffer second,
the City Council adopted Resolution No. 3601 approving
an actuarial contract for a special valuation to be
performed by the Public Employees' Retirement System
and authorized the Mayor to execute said contract
on behalf of the City.
TOKAY HIGH Public Works Director Jones reported that the Lodi
SCHOOL SITE Unified School District was presently reviewing potential
sites in the area bounded by Lower Sacramento Road,
Hutchins Street, Kettleman Lane and Harney Lane
for location of a proposed high school. Because of
the possible impact on the City's future development
plans, he recommended the Council authorize th City
staff to work closely" with the Lodi Unified School
District personnel in assisting them in locating a

site for Tokay High School and authorize the City
Manager to negotiate an option agreement for a
future basin site if it is determined to be in the best
interest of the City.
After discussion, the Council, on motion of Councilman
Ehrhardt, Schaffer second, approved the recommen-
dation of the Public Works Director as stated above.
TRAFFIC - Councilman Schaffer commented that he had received
W. CAMPUS further complaints concerning the traffic problems
existing in the area of the West Campus High School
He said he was concerned with this problem and
requested the City staff to try to coordinate a plan
with the school in an effort to resolve it.
ADJOURNMENT
Councilman Hughes stated the City had recently
installed crosswalks in that area and felt the students
should maintain discipline in the use of these cross-
walks.
There being no further business, the meeting was
adjourned at approximately 10:20 p.m. on motion
of Councilman Kirsten, Ehrhardt second.
