CITY COUNCIL, CITY OF LODI
NEEDHAM SCHOOL, LITTLE THEATER
JANUARY 5, 1972
A regular meeting o= the City Council of the City of Lodi was he_d
beginning at 8:00 p.m. on Wednesday, January 5, 1972 in the Necdham
School, Little Theater.
ROLL CALL Present: Councilmen - EHRHARDT, HUGHES,
KIRSTEN, SCHAFFER and
KATNICH (Mayor)
Absent: Councilmen - None
Also present: City Manager Glaves, Assistant City
Manager Peterson, City Attorney Mullen, Planning
Director Schroeder and Public Works Directe- Tones.
PLEDGE Mayor Katnich led the Pledge of Allegiance tc the flag.
MINUTES On motion of Councilman Ehrhardt, Schaffer second,
the Minutes of December 15, 1971 were approved as
written and mailed.
COMMUNICATIONS
APPEAL - USE
An appeal of the Use Permit granted by the Planning
PERMIT OF
Commission to Grand Auto, Inc., was received from
GRAND AUTO
Mr. Kevin Reilly, 200 East Lodi Avenue. 2,1r. Reilly
was in the audience and requested the public hearing
on the matter be set for February 16, 1972 as he
plans to be out of town from January 27 to February 12,
1972. After discussion by the Council, Councilman
Kirsten moved the matter be set for public hearing
on March 1, 1972. The motion was seconded by
Councilman Schaffer and carried by unanimous vote.
BIKE ROUTES
Letters were received from six Girl Scouts expressing
their appreciation to the Council for the recently
approved bicycle routes within the City.
DOG
Mayor Katnich stated he had received inquiries con -

cerning the license fees for female dogs and he asked

the City Manager for an explanation of the dog license
fees. Mr. Glaves explained that the license fee for
each male dog and for each female dog that is spayed
is $2.00; the fee for each female dog unspayed is
$4.00. He said the license fee for the unspayed female
dog is larger because they create a greater control
problem.

mately 64 signatures of residents in the area of the
West Campus High School. The petition requested that
Pacific Avenue from Elm Street to Walnut Street be
a one-way street with 'traffic flowing to the south.

Minutes of January 5, 1972 continued
Mr. Gordon Davis, 136 South Pacific Avenue, addressed
the Council concerning the traffic problems on Pacific
Avenue. He stated the major problem on this street
'_s ex-_essive speed, and he was concerned for the
safety of the residents in the area. He recommended
the traffic on Pacific Avenue should be monitored by
television.
Mr. Glaves stated the City staff had been working
with the High School Administration in an effort to
resc'-ve the traffic problems on Pacific Avenue. He
said the staff would continue this effort as well as
explore the possibility of bringing this problem before
the High School Student Body.
REPORTS OF THE CITY MANAGER
CLAIMS Claims in the amount of $585, 512. 46 were approved
on motion of Councilman Ehrhardt, Schaffer second.
COUNTY City Manager Glaves presented an agreement with
ELECTION the County of San Joaquin for its services for the
SERVICES 1972 Municipal Election. On motion of Councilman
Ehrhardt, Schaffer second, the City Council adopted
RES, NO. 3579 Resolution No. 3579 authorizing execution of the agree-
ment with the County.
CRESCENT The City Manager reported that improvements in the
AVENUE Crescent Avenue Development had been completed
DEVELOPMENT in accordance with the requirements of the develop -
ACCEPTED ment agreement and the plans and specifications. On
motion of Councilman Hughes, Schaffer second, the
RES, NO. 3580 Council accepted the improvements and adopted Reso-
lution No. 3580 declaring that certain portion of
Crescent Avenue in the Crescent Avenue Development
to be a public street.
ACCEPT On motion of Councilman Schaffer, Ehrhardt second,
CALAVERAS ST. the Council accepted the Calaveras Street curb, gutter
i-MPROVE'.•'-ENTS and sidewalk improvements as complete and authorized
the Public Works Director to file a Notice of Completion
on the project.
PLANS & SPECS- The City Manager presented plans and specifications

POLICE
City Manager Glaves presented a proposal calling

for re establishment of a one-year probationary

period for sworn police personnel. He expla-ined that

sion on Peace Officer Standards and Training for those
agencies who receive P.O.S.T. reimbursement of
Cite funds expended for training. He recommended
the Ccuncil adopt a resolution amending the personnel
rules and regulations to provide for a one-year pro-
bationary period for sworn police personnel. He stated
that the San Joaquin County Employees` Association
had been advised of this recommendation and had not
objected.
On motion of Councilman Ehrhardt, Hughes second,
the Council unanimously adopted Resolution No. 3581
amending the "Rules for Personnel Administration,
City of Lodi, California, " Rule V, Section 2, and
Rule Vila, Section 1, to provide for one-year probationary
period for sworn police personnel.
SPEED LIMIT - The City Ivlanager presented a memorandum from the
TURNER RD. Public Works Director recommending establishing the
speed limit on Turner Road at 35 miles per hour
ORD. NO. 967 between Lower Sacramento Road and 700 feet west
INTRODUCED of Mills Avenue and 45 miles per hour between Church
Street and US 99 Freeway.
Councilman Ehrhardt moved introduction of Ordinance
No. 967 establishing the speed limit on Turner Road
at 35 miles per hour between Lower Sacramento Road
and 700 Feet west of Mills Avenue and 45 miles per
hour between Church Street and US 99 Freeway. The
motion was seconded by Councilman Schaffer and
carried by unanimous vote.
ANNUAL City- Manager Glaves reported that the Annual Audit
AUDIT for 1970-7 L prepared by H. P. McCandless was com-
plete and he aresented each of the councilmen with
a copy of the audit.
HUTCHINS - The City Manager reviewed a memorandum received
PINE STREET from the Public Works Director concerning the Hutchins
INTERSECTION and Pine Street intersection. The memorandum 'indicated
there had been ten reported accidents at this intersection
during the past two years. In a recent report, it
was determined that the intersection did warrant traffic
signals and had been placed on a priority list as number 8.
Coun,:_lman Ehrhardt questioned where the intersection
of. Warn Lane and Elm Street ranked on the list of
p_..cr_':.e.s for signal lights.

Mr. Glaves stated that a comprehensive study had
been made in 1970 to determine whether high traffic
vclume :aaersections within the City warranted the
irstallat' on of traffic signals. At that time the Ham
Lane and Elm Street intersection was rated number b.
However, there are funds in the budget for installation
of signals at one more intersection and the various
intersections will be reviewed and established priorities
re - evaluated.
CABLE TV
City Manager Glaves reported he had received an appli-

caton for a rate increase from King Videocable

Company, DBA Lodi Cable TV. The company proposed
INCREASE
a rate increase of $ .45 per month to each customer
on CATV service which would increase the monthly
rate from $4.50 to $4.95 to customers served by
aerial facilities and from $5.50 to $5.95 to customers
served through underground facilities. This matter
will be placed on the agenda for the meeting of
January 19, 1972.
DRUG ABUSE
Councilman Ehrhardt, who is the City's representative

Drug Abuse Council in the Library u_: January 12,
1972 at 7:30 p.m.
