HomeMy WebLinkAboutMinutes - November 21, 1973265 CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS November 21, 1973 The regular meeting of the City Council of the City of Lodi was held begin- ning at 8:OZ P.M., Wednesday, November 21, 1973, in the City Hall Council Chambers. ROLL CALL Present: Councilmen - EHRHARDT, KATNICH, PINKERTON, SCHAFFER, and HUGHES (Mayor) Absent: Councilmen - None Also present: City Manager Henry Glaves, City Attorney Robert H. Mullen, Planning Director James B. Schroeder, and Alice M. Reimche. INVOCATION The invocation was given by Councilman Ehrhardt. PLEDGE Mayor Hughes led the Pledge of Allegiance to the flag. MINUTES On motion of Councilman Pinkerton, Ehrhardt second, the minutes of November 7, 1973, were approved as mailed. COMMUNICATIONS RIVERGATE- The Acting City Clerk read a letter from Mr. Peter MOKELUMNE Croucher, Rivergate Inc. asking the City Council TENTATIVE MAP to extend the expiration date of the tentative map of the Rive rgate-Mokelumne subdivision after November 10, 1973. The City Attorney explained that the above request could not be granted because the City Planning Com- mission had already approved the maximum extension permitted under the City's Subdivision Ordinance. The City Attorney said that he had conveyed this information to the attorney of one of Mr. Croucher's associates before the November 10, 1973, deadline. Mayor Hughes directed the Acting City Clerk to correspond with Mr. Croucher and explain why his request could not be granted. FOLSOM SOUTH The City Manager read a letter from Mr. Stewart C. CANAL Adams, attorney for the North San Joaquin Water Conservation District asking that the City of Lodi be included amongst the "water users interests" and agreeing to intervene in behalf of the United States of America in pending civil action concern- ing the completion of the Auburn Dam and Reaches 3 and 4 of the Folsom South Canal. The City Manager and Councilman Schaffer urged approval of this request because the Folsom South Canal would provide an alternate water source for the City and its environs. 266 Minutes of November 21, 1973, continued On motion of Councilman Ehrhardt, Katnich second, the City Council instructed the City Manager to com- municate with Mr. Stewart C. Adams, attorney for the North San o.:a ;,':. Water Conservation District and inform him the City wishes to be included amongst the interested parties agreeing to inter- vene on behalf of the United States in the above pending Civil Actions with the City's share of legal fees to be determined later. LAKE PARK The following persons corresponded with the City Council and urged the acquisition of the Beckman - Hughes property adjacent to Lodi Lake Park as a natural area: Mr. Gil Burrows, Chairman -Science Curriculum Committee, Lodi Unified School District, and Mr. William L. Johnson, Biology Instructor, Tokay High School. REPORTS OF CITY MANAGER CLAIMS Claims in the amount of $306, 079.31 were ap- proved on motion of Councilman Katnich, Ehrhardt second. A. REIMCHE On motion of Katnich, Schaffer second, the City CITY CLERK Council unanimously adopted Resolution No. 3846 appointing Mrs. Alice M. Reimche City Clerk RES. NO. 3846 and establishing her salary at $ 100 per month. A. REIMCHE On motion of Councilman Pinkerton, Ehrhardt ACCEPT DEEDS second, the City Council adopted Resolution No. 3847 authorizing City Clerk Alice M. Reimche RES. NO. 3847 to accept deeds and grants on behalf of the City of Lodi. USE OF QUONSET Mrs. Nancy Engelson, 31 North Crescent Street HUT - STOCKTON was present representing Lodi Ecology Action AND LOCKEFORD which has an agreement with the City to use STREET the City owned Quonset Hut on North Stockton Street, north of East Lockeford as a center for the collection of recyclable materials such as paper, glass and aluminum. She asked that the City's agreement be transferred from Lodi Ecology Action to the Sheltered Opportunity Skills Center, a Division of the San Joaquin Association for Retarded Children, Inc., a non- profit agency. Mr. Bob Leppert, c/o Shelter Opportunity Skills Center, 1103 North Aurora, Stockton, was pre- sent and stated that most of the handicapped persons working at the recycling center were from the Lodi area and that SOSC had been operating the center for some months under the auspices of Lodi Ecology Action. On motion of Councilman Ehrhardt, Schaffer second, the City Council approved the transfer of the operation of the Lodi Recycling Center at the Quonset Hut building on North Stockton -2- 26.7 Minutes of November 21, 1973, continued Street from Lodi Ecology Action to the Sheltered Opportunity Skills Center, a Division of the San Joaquin Association for Retarded Children, Inc. BICYCLE Mayor Hughes stated that due to the large amount PATHS of public interest in the establishment of bicycle paths between Lodi Lake Park and Micke's Grove Park, it was his opinion that a citizens committee should be appointed to review the matter and make recommendations on it. The City Manager reported that the Recreation and Parks Department was already reviewing the idea of a citizens committee for the Commission on Recreation and Parks. Councilman Ehrhardt reported that the Transpor- tation Policy Committee of the San Joaquin Council of Governments had this date held its first meeting and it appeared that bicycle paths would receive much consideration from that group. No further action was taken on this matter at this time. WEST LOCUST The City Manager reported that the following bids STREET had been received for the installation of street LIGHTING lights in the West Locust Street Street Lighting DISTRICT District. BIDS REJECTED Sherman Electric $3, 165 Graffigna Electric 3, 582 Collins Electric 4,400 As the engineering estimate for this project was $2, 588, making the low bid 22. 31/6 over estimate, the City Manager stated that the awarding of the bid should be continued so that the City Clerk could inform the property owners in the district of the construction bid results. On motion of Councilman Ehrhardt, Katnich second, the City Council continued the awarding of the bid for street lights in the West Locust Street Street Lighting District until 8:00 P. M. , Wednesday, December 12, 1973, and set a Public Hearing at that time to consider the comments of affected property owners. ENERGY The City Manager presented the Proposed Energy CONSERVATION Conservation and Curtailment Program as pre - PROGRAM pared by the staff which he said followed the proposals of Pacific Gas and Electric Company. The program was in two sections. The first was Voluntary Load Reduction which was aimed at the City's own facilities; large customers and all other customers. The second was Mandatory Energy Curtailment Program which would not be invoked unless the Voluntary Pro- gram failed. Mandatory Program called for -3- 2bm Minutes of November 21, 1973, continued controls on non-essential uses, voltage reductions and sequential interruption cf service. On motion of Councilman Katnich, Pinkerton second, the City Council adopted the Energy Conservation and Curtailment Program as recom- mended by the City Manager. The Mayor then read a letter which he had sent to the Pacific Gas and Electric Company calling for a joint meeting between the Company and the Northern California Power Agency, representing Lodi and other northern California cities, to dis- cuss the use of existing geothermal facilities and their use by the cities with the company trans- porting the power for them. CONTRACT The City Manager again presented a contract for AMBULANCE ambulance service with Lodi Ambulance Service SERVICE for Council approval. The contract provided that CONT'D the City would pay $30. 75 per "dry run" order by either the fire or police department. "Dry runs" occur when the ambulance has been called to a scene of an accident or similar situation and for some reason the injured party does not use the service. This matter was continued from the regular meet- ing of November 7, 1973, to determine if San Joaquin County already had a contract to pay for the Fire Department "dry runs. " The City Manager recommended that this was not the case and recom- mended the contract as presented. On motion of Councilman Schaffer, Katnich second, the City Council approved the contract with the Lodi Ambulance Company calling for the City to pay $30.75 for "dry runs" and authorized the City Manager to execute the contract on behalf of the City. AWARD HALE The City Manager presented bids received for the PARK RECREATION "Hale Park Recreation Center Remodel as follows: CENTER REMODEL T. A. Molfino $ 29, 827 C. L. Jones 34,614 RES. NO. 3848 U. L. Gavel Const. 36, 807 The City Manager recommended that the award be made to the low bidder for the amount of the bid. On motion of Councilman Pinkerton, Schaffer second, the Council adopted Resolution No. 3848 awarding the contract for the Hale Park Recreation Center remodel to T. A. Molfino for the amount of the bid. SPECS Mr. Arlie Preszler, Architect was in attendance and FIRE presented the Plans and Specifications for Fire Station STATION #3 No. 3 to be located in Beckman Park at the northwest corner of South Ham Lane and Arundel Court. On motion of Councilman Ehrhardt, Schaffer second the Council approved specifications for Fire Station No. 3 and authorized advertising for bids thereon. -4- Minutes of November 21, 1973 CLASS SPECS - The City Manager presented classification SENIOR specifications for a new position of Senior ACCOUNTANT Accountant in the Finance Department. On follows: motion of Councilman Pinkerton, Schaffer RES. NO. 3850 second the Council adopted Resolution No. 3850 adopting class specifications for Senior Account- Westinghouse Electric Sapply ant in the Finance Department and setting the RES. NO. 3852 Salary Range at 30. 5; $932 - $1133 per month. PROBATION The City Manager recommended that the pro - PERIOD - bationary period for Fireman be extended from FIREMAN 6 months to one year. He stated that because follows: of the fireman's shift arrangement only 2-1/2 RES. NO. 3851 days per week were available for training which amounted to about one-half of the time available Westinghouse Electric Sapply for supervision of other employees. On motion of Councilman Ehrhardt, Pinkerton second the Council adopted Resolution No. 3851 extending the probationary period for Firemen from 6 months to one year. RIGHT-OF-WAY The City Manager recommended that the City ACQUISITION- Council approve the acquisition of two parcels of W. LODI AVE. land at the northwest corner of South California TWEEDY Street and West Lodi Avenue for the widening of West Lodi Avenue from Mrs. Ethel B. Tweedy for the amount of $1200 which was the appraised price of the property. On motion of Councilman Pinkerton, Schaffer second the City Council approved the right-of-way agreement between Mrs. Ethel B. Tweedy and the City of Lodi for acquisition of property along West Lodi Avenue west of South California Street and authorized the City Manager to sign the agreement on behalf of the City. AWARD - The City Manager presented the bids and delivery 12 KV dates for five 12 KV pad -mount transformers as PAD -MOUNT follows: TRANSFORMERS Westinghouse Electric Sapply 10, 572.45 10-19 weeks RES. NO. 3852 Standard Transformer 11,492,.25 44 weeks Consolidated Electric 12, 722. 85 61 weeks Valley Electric Company 14, 056.35 24 weeks Modywell and Hartzell 9, 882.60 42 weeks Graybar Electric 10, 222. 80 32 weeks G. E. Supply 10, 222. 80 32 weeks Wagner Electric Sales Corp. 10, 304. 20 52 weeks The City Manager stated that the bids of Modywell and Hartzell, Graybar Electric, G. E. Supply and Wagner Electric Sales Corporation did not include all items and recommended that the bid be awarded to Westinghouse Electric Supply as the low bidder and with the best delivery time for the amount of the bid. -5- 270 Minutes of November 21, 1973, continued On motion of Councilman Katnich, Schaffer second the City Council adopted Resolution No. 3852 awarding the contract for five 12 KV pad -mount transformers to Westinghouse Electric Supply for the amount of the bid. 60 KV The City Manager reported as requested by the City UTILITY POLE Council a study was conducted of the danger of traffic on Lower Sacramento Road to a 60 KV pole located at the intersection of Turner Road. The recommendation from the study was to install two street lights, one on the subject pole at the intersection and the second on the first pole to the north. These street lights would indicate to motorists travelling north that the road curves to the northeast and would also provide greater visibility at the intersection. On motion of Councilman Schaffer, Ehrhardt second the Council authorized the expenditure of approximately $150 each for two street lights, one on the utility pole at the northwest corner of Lower Sacramento Road and the other on the first utility pole to the north. SISTER CITY Councilman Katnich stated that the Sister City COMMITTEE Committee was meeting on Monday, December 2, 1973 for the first time in many months and that he would appreciate any suggestions for projects that the other Councilmen might have.
