CITY HALL COUNCIL CHAMBERS
October 3, 1973
A regular meeting of the City Council of the City of Lodi was held beginning
at 8:00 p. m. , Wednesday, October 3, i973, in the City Hall Council Chambers.
ROLL CALL Present: Councilmen - EHRHARDT, KATNiCH,
PINKERTON and HUGHES
(Mayor)
Absent: Councilmen - SCHAFFER
Also present: City Manager Henry Glaves, City Attorney
Robert Mullen, Assistant City Manager Jerry Glenn,
Public Works Director Shelley F. Jones, Planning
Director James B. Schroeder.
INVOCATION The invocation was giver. by Councilman Ehrhardt.
PLEDGE The Pledge of Allegiance to the flag was led by
Mayor Hughes.
MII UTES Lpon motion of Councilman Pinkerton, :{atnich second,
9-19-73 the Minutes of September 19, 1973, were approved as
written and mailed.
LUSD HIGH Mr. Trevor Pendray, I012 Lakehome Drive, Lodi,
SCHOOL SITE addressed the Council concerning the proposed site
for the relocation of Tokay High School at the south-
west corner of Harney Lane and South Hutchins Street
(West Lane). He stated that he opposed the extension
of city services to this site and its annexation to Lodi
and urged the Council to take the matter under full
study before any action.
Mayor Hughes stated that the CLty Council was ad-
visory to the Lodi Unified School District's Board of
Trustees, that the City had and would maintain com-
munications with the District and that the City had
taken no official action on the proposed site. He
said that the City would prefer the site inside the
existing City Limits. Mayor Hughes stated that Give
some City Counci0iad been contacted privately con-
cerning the Harney -Hutchins location.
Councilman Pinkerton stated that for the record he
was not afforded the courtesy of being consulted
about the site by the President of the Board of
Trustees or by a member of the Site Selection Com-
mittee as was stated at the Lodi Unified School
District's meeting of Tuesday, October 2, 1973.

PLANNING COv1MISSION
In connection with .his matter, the Commission
continued until October 15, 1973, a decision with
regard to public access through the subdivision
to the Mokelumne River, This decision was con-
tinued in order that a written opinion could be
obtained from the City Attorney,
Z. Recommended that the San Joaquin County Plan-
ning Commission approve the request of Mr.
Robert Elliott on behalf of Ms. Lois A. ramba
for a change in zoning from the I -PA, Interim
Protective Agricultural District to the GA -40
General Agricultural (40 acre minimum parcel)
on the south side of i{ettleman Lane from 1,880
feet to 4, 430 feet east of Lower Sacramento
Road.

RAILROAD Mr. Norman E. Sauer, 334 Eder. Street, corres-
CROSSINGS ponded with the City Council complaining about
hazardous conditions cf the Lodi Avenue, Tokay
Street, Walnut Street and Oak Street crossings of
the So•. thern Pacific railroad tracks and urging the
City Ccunci- to persuade the railroad company to
improve 'hese crossings.
The City Manager reported that Southern Pacific
Railroad Company states that the Walnut and Tokay
Street crossings are completed and that the timbers
and paving were ordered for the remaining crossings
whLch should be finished in early November, 1973.
The City Manager gave the following report of the
Planning Commission meeting of September 24, 1973:

On motion of Councilman Katnich, Ehrhardt second,
the above matter was set for Public Hearing at
8:00 p, m, , Wednesday, October 17, 1973, in the
City Hall Council Chambers.
ACTIONS OF
1. Exempted the requirement that Lodi Rivergate
INTEREST
Inc, file an Environmental Impact Report on the
50 R- i Lot portion of the Lodi Rivergate Sub-
division on the north side of West Turner Road
at North Church Street.

Grove Park.

the lack of facilities for trail bikes was regional

second, the Council then approved specifications
for a standard sedan, a compact sedan and a one-
half ton pickup and authorized advertising for bids
thereon.
RECESS Mayor Hughes dec 1a.red a recess at 9:20 p, m, so
that the Council r_ruld hold a personnel session to
discuss possible appointments to the Community
Action Cr-.uncil Bcard of Directors and the Com-
mission for Recreation and Parks,
The session reconvened at 9:25 p.m.
C. A. C. Mayor Hughes appointed Gregory C. Freitas,
DIRECTOR Assistant Planner, as the City's representative
on the Board of Directors of the Community
Action Ccuncil and James B, Schroeder, Planning
Director as his alternate. On motion of Councilman
Katrich. Ehrhardt second, the Council approved the
Mayor's appointments to the Community Action
Council Bcard of Directors.
RECREATION Maycr Hushes appointed vir. Dave Hinchman,
COMMISSIONER 1131 Pleasant Ave. , Lrd:, a primary school
teacher at Li -re Oak Sr_hocl to the Commission for
Recreation and Parks to complete the unexpired
term of Mr. Harry Wineberg which ends December 31,
1976. On me`.�.on of Councilman Pinkerton, Katnich
second, the Counc_- approved the Mayor's appoint-
ment to `.h.e Commission for Recreation and Parks.
