HomeMy WebLinkAboutMinutes - June 27, 1973198 CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS JUNE 27, 1973 An adjourned regular meeting of the City Council of the City of Lodi was held beginning at 8:00 p. m. on Wednesday, June 27, 1973, in the City Hall Council Chambers. ROLL CALL Present: Councilmen - KATNICH, PINKERTON, SCHAFFER and HUGHES (Mayor) Absent: Councilmen - EHRHARDT Also present. City Manager Henry Glaves, City Attorney Robert Mullen, Assistant City Manager Jerry Glenn, Planning Director James Schroeder, and Public Works Director Shelley Jones. PRESENTATION DAY-CARE Mr. Hecter Cavazos, 918 Woodrow Street, requested CENTER the City Council to send a letter to the Department of Health, Education and Welfare stating the need for a day-care center in Lodi as proposed by the Mexican Catholic Federation. After some discussion, Councilman Katnich moved the Council send the letter as requested. The motion was seconded by Councilman Schaffer and passed on a roll call vote as follows: Ayes: Councilmen - KATNICH, SCHAFFER and HUGHES Noes: Councilmen - PINKERTON Absent: Councilmen - EHRHARDT PUBLIC HEARINGS OPEN SPACE- Notice thereof having been published in accordance CONSERVATION with law and affidavit of publication being on file ELEMENT in the office of the City Clerk, Mayor Hughes called for the public hearing to consider the Open Space - RES. NO. 3794 Conservation Element of the General Plan as recom- mended by the Planning Commission. Planning Director Schroeder presented the Plan for Council adoption and reviewed the "Summary Report: Goals and Policies, June, 1973. " There being no persons in the audience wishing to speak on the matter, the public portion of the hear- ing was closed. `x:9.9 Minutes of June 27, 1973, continued After discussion by the Council, Councilman Schaffer moved adoption of Resolution No. 3794 adopting the "Open Space -Conservation Element, June, 1973, " as Modified by the City Council. The motion was seconded by Councilman Katnich and passed. An approved copy of the "Open Space Conservation Element is on file in the office of the Planning Director. TURNAGE The City Manager reported that the lessees of the MKT LEASE Turnage Market had requested to lease the liquor department of that building for an additional $50 per month. Councilman Katnich moved the request be approved. The motion was seconded by Councilman Pinkerton and carried. CHANGE City Manager Glaves presented a change order for ORDER- the Lodi Avenue Street Improvements in the amount LODI AVE, of $5, 520.25 for replacement of a 12 -inch sanitary ST. IMPRMTS sewer from Hutchins Street to Lee Avenue. On motion of Councilman Schaffer, Katnich second, the Council approved the above change order in the amount of $5, 520. 55. SALARY Mr, Glaves reported that representatives of the City NEGOTIATIONS and the San Joaquin County Employees Association had reached agreement concerning salaries and fringe benefits for Miscellaneous and Police personnel. He outlined the proposal and recommended the Council ratify the terms of the agreement. Councilman Pinkerton then moved Council ratification of the tentative Memoranda of Understanding for both Miscellaneous and Police personnel with the under- standing that representatives of the San Joaquin County Employees Association will 'execute and re- turn the Memoranda of Understanding for Council approval, The motion was seconded by Councilman Schaffer and carried. AB 325 Councilman Schaffer reported that Stockton Metropolitan Transit District had made a request to San Joaquin Council of Government for distri- bution of its portion of funds resulting from AB 325 to be in the first quarter. However, San Joaquin Council of Government recommended the monies be distributed to all agencies proportionately on a quarterly basis. On motion of Councilman Pinkerton, Katnich second, the Council endorsed the Council of Government's recommendation as stated above. RECESS The tilayor declared a five-minute recess at 9:45 P. m. The Council reconvened at 9:55 p. m. -2- 200 Minutes of June 27, 1973, continued BUDGET- The City tilanager presented the Operating Budget 1973-74 for the fiscal year 1973-74 for discussion. He pointed out that the total budget of $7, 661, 370 re- presented an increase of 19.2% over last year's budget. He reviewed the major areas of increase - increased cost of bulk power and additional per- sonnel. The Council reviewed the 100 series and discussed the proposed 24 new positions in- cluded in the budget. The Council took no action on the budget at this meeting.
