FINAL STORM DRAIN City Manage- Gla- -es ad -._sed the Ccuncil that SOLUTION IN approximately a yF:,. •.r so ago, Mr. John Capell COMMUNITY had appeared t.t-f_ -f: =.he C'.ty Council regarding his HOSPITAL AREAinterest In de-re.:.cp'.ng a subdi-rision is the area of the Sunwes`. Tenn..s Ciub. A drainage problem existed; hce.er.: after a great deal of engineering exploration, par lculariy by Mr. Capeli, a tem- porary sclut_c.n wa= a_ -._:-ed at whereby water could be collected :n a '.ernperary pond within the subdi- vision and held untii -he Mills Avenue storm drain could receive the sacred water via a temporary stormline under W, I. D. canal and a pumping station at Mills Avenue. Thc- construction and future mainte- nance was all az Mr. Capeil's expense. These conditions in fact were made part of the approved tentative map of -that subdivision, Other property in the area are now indi- cating interest. i.-. de-:AiDping their property and the property owner tc the south of vine Street, Mr. Filley, has appr_.a _hed +he City with the idea of possibly cons c,Uda`.:,ng the existing temporary ponds and possible fu:,ire p:nds into one pond on his prop- erty on the south side of vine Street, if part of the Fiiley proper _y - u_d `hen be de -,eloped. Staff has studied I --his proFr--.:a: and has come to the conclusion that it was a fed?;_Fie p:_a-_ if the pr-operty was developed to roughly 100' `_ `lie _..uch of Vine Street. Vine Street could then be cxpa.ndr:d t. is ultimate width and many priva:e dra'n age p.-nds could be eliminated. This plan would howe•Jer, r.l!ir. the cooperation of ail property owners in 'he a_.:,, A meeting —a-, Ee_d `.th the involved property owners. Mr. Gla es sty e:d .'ra': he had addressed the group relating tF.a`. the '-ernp_rs_y drainage solution as pro- posed wou.'.d ha ,e tc be provided at no cost to the city; that the scu`h -_e might ha -,re some flexibility, that the locat_cn- of `i r: p_ -_d ^_u:.d be somewhat- flexible as to its exact :_ca -..o.::_- the, area tc the south, and that the solutio: :; z_d hd-•e :c be one that did not present the City -ith any s__:ab_e drainage problems. Following Ccur.c'-_:nnan Katn..ch's question as to whether there was any king c` c^...-ar-ence amongst the property owners in::_' -«d :U.'.'?. :he proposed plan. -6- Minutes of Decemher 1_7, :97, ccn:inued Mr. Ron Thomas, '30 Mapi.er—c'cd Dr_=. -e, Lodi replied to Councilman Ka r:ich's _ _qu;.ry b; stating that there is a spirit of cc,pe-a-:.-,. amo•ngs: `hr- prc:perty owners, that all details have n—, been w:; -ked ou: but that the major stumbling b=ooks have bFen resc'_--ed. Mr. Ed F+lley, 1082 D., rsc.'sh.'.-,;, Santa Ana, owner of the property -hero, :-he pond is Frt.pcsed *e be located stated that he and his troche- are wiii ng :c coopera`e in any way possible includ'_ ng coa:r_t•uting par`, of their property for the proposed p=d_ng area. Mr. Filley stated that his only c.=:ncer^.s are that an equable plan be worked out so :ha: ccs -.s are shared fairly by all. concerned and that the plan be "mon_-orc:d" by some central authority. Mr. Filley also s`.ressed =hat :hey would want the pond to be so situated so rh_az their entire 300 -foot depth parcel could be de-: eloped. Council questioned Sta-11 regard_rg the placement of the proposed pond to the area to the south of Vine Street as stressed by Mr. Fiiley, Public Works Director Ronsko responded that by moving the pond to the south, you may not be able to make the pond quite as deep, therefore it might have to be a bit larger in area, but that there is no problem in this. Mr. Ronsko added that the City is going to have a north -south street coming up to Vine Street and if that basin is placed at the end of that north -south street, there could be no encroach- ment to the south until the basin vias abandoned, which could not happen unt°1 e•.erything was tied into the G Basin area. Mr. John Capell, 324 La Vida Drive, Lodi addressed the Council stating that sin, -_e he had the concept of the Sunwest Subdivision that he has been trying to get a basin that would provide ponding for the entire area and that he has been trying for years to ger, it on the: Fiiiey- property and there- fore he is not against this idea at all. City Manager G;a-re= exp-essed his cc•ncern about the term "monitor", and stated ,hair ...f tt.ere is concept approval on what these people want de and how they are willing to participate, then possit:=y `.hca C --'y can play a .role, but that he would be skep`.ica;. cf :;he City ge".ing involved in negot- iations over the: sharing Df c.sa. These people have a common interest in need..ng drainage and are going to dev- elop property varying '.n degrees _,f value, Mr. Glaves added that it would be very d'_fficu_` 4nr the C_=y to get involved and that he felt the best pos_cicn the City could take is to let these people work these th:.ngs out um-ngst themselves.
