ALL CALL Present: Councilmen - EHRHARDT, HUGHES=, KATNICH, PINKERTON and SCHAFFER (Mayor) - 1- Absent: Councilmen - None Also present: City Manager Henry Glaves, Assistant -City Manager Jerry Glenn, Assistant City Attorney C. A. Sullivan, Planning Director James Schroeder and Public Works Director Jack Ronsko 'NVOCATION The invocation was given by Father Raymond Knapp, St. John's Episcopal Church. _ PLEDGE Mayor Schaffer led the Pledge of Allegiance to the flag. vlINUTES Councilman Pinkerton moved the minutes of June 11, 1975 be approved as written and mailed. The motion was seconded by Councilman Pinkerton and carried. 'LANNING COMMISSION The City Manager gave the following report of the Planning Commission meeting of June 23, 1975. _ The Planning Commission recommended approval of the request of McKeon Construction Company by Mr. Leonard Mjehovich to reclassify the lots in the El Portal Subdivision located at the southeast corner of South Hutchins Street and ECLASSIFY Century Boulevard from fourplex to single family residential OTS IN EL with the following conditions: 'ORTAL SUBD. ROM FOUR- _ a. that the area presently designated for common use LEX TO (i. e. , swimming pool) be included as two single- iNGLE FAMILY family lots, and ESIDENTIAL b. that the development conform to the requirementsof . the R- 1, Single -Family Residential District. Council discussion followed on these topics, with the Mayor being directed by Council to write letters to legislator ex= pressing Council's displeasure•of such actions. Councilman Ehrhardt reported to the Council on his attendance July 2, 1975 at a "National Awareness" luncheon which was held in Modesto, Ca. Assistant City Attorney Sullivan requested that Council THOMAS J. appoint Thomas J. Newton as special Deputy.-C`Ity'P;ttdrney to NEWTON carry forth the matter against Irwin Radner on behalf of the APPTD. City, inasmuch as both City Attorney Mullen and Assistant SPECIAL City Attorney Sullivan will be on vacation on the date on which DEPUTY this matter has been set. On motion of Councilman Pinkerton CITY ATTORNEY Ehrhardt second, Council appointed Thomas J. Newton as special Deputy City Attorney to carry forth the matter against Irwin Radner on behalf of the City. Avenue Street Imprc ernerts, Lee Street to School Street" and authorized the CLty Clerk tc advertise for bids thereon. City Manager Gla -,es apprised the Council that from the Engineering Di-:.sionIs Accident Pin Map, it has been observed `_hat a considerable number of accidents have taken place at the intersection of Turner Read and Lower Sacramento Road over the past year, In reviewing these accidents in the prep- aration of an accident diagrarn, it was determined that a comprehensive study of this intersection was warranted. City Manager Glares presented for Council's scrutiny a Traffic Engineering Investigation of this intersection, which had been prepared by the Public Works Department, Public Works Director Rcnsko presented diagrams of the area, answering questions as were directed by Council. Mr. Ronsko' advised the Counc'.i that the City of Lodi Engineering Division, as a result of this study, makes the following recommendations to improve traffic ecnditicns at Lower Sacramento Road (and Lilac Street) and Turner Road., 1. That the Lodi City Council and the Board of Supervisors of San Joaquin County adopt resolutions establishing the inter- section as a 4 -way stop, In addition to the installation of the two new stop signs on the north and southbound approaches to the intersection, standard "Stop Ahead" advance warning signs will be erected. -b- On the eastbound approach 'c the intersection, where the acci- dent records lndica=.e a prctlem cf motorist running the stop sign, the City cf Lodi w_l ins -a-1-1 a `rumble strip" consisting of raised pavement markers to further alert motorist of the existing step sign on that leg of the intersection. NO. 4080 adopted ResclutLon No, 4080, establishing the intersection of 4 -WAY STOP Turner Road and Lov;f r Sacramento Road as a 4 -way stop. -b- 19: Minutes of July 2, 1975, continued RES. NO. 4081 Councilman Ehrhardt then moved to adopt Resolution No. "YIELD" SIGN 4081 establishing a "Yield" sign for the right -turn move- ment on the south approach of Lower Sacramento Road with Turner Road. The motion was seconded by Councilman Katnich and carried. 4. Establish a "No Parking" zone on the north side of Lodi Avenue from 240 feet west of the centerline of Church Street to 260 feet east of the centerline of Church Street and on the south side of Lodi Avenue from 275 feet west of the centerline of Church Street to 240 feet east of the centerline of Church Street and on the west side of Church Street from 365 feet north of the centerline of Lodi Avenue to 235 feet south of the centerline of Lodi Avenue and on the east side of Church Street from 365 feet north of the centerline of Lodi Avenue to 2 15 feet south of the centerline of Lodi Avenue. 5. It is also recommended that the Council approve the use of "lagging" green on the eastbound and southbound approaches to the intersection. The Engineering Division considers this an inexpensive installa- tion which can be accomplished at little inconvenience to abutting property owners, and will increase traffic capacity at the inter- section, reduce accidents, and result in less delay to motorists. -7- City Manager Glaves reminded the Council that sometime ago, Council had requested the Public Works Department to study the Lodi Avenue - Church Street intersection. The LODI AVE - study was requested because of the hazardous movement of CHURCH STR. two southbound lanes crossing Lodi Avenue on Church Street. INTERSECTION A Traffic Engineering Investigation was presented to the TRAFFIC Council for study and review. MODIFICATIONS APPRVD. Public Works Director Ronsko presented diagrams of the area, highlighted the Traffic Engineering Investigation of this intersection, and answered questions as were directed by Council. The following recommendations were made by staff regarding this intersection: A. 1. Separate left turn lanes be provided on the east and west legs of Lodi Avenue and four through traffic lanes (two in each direction). The curb lanes on each approach would also be used for right turn movements. 2. The same installation be provided for Church Street north of Lodi Avenue with the exception that the curb lane for southbound traffic would be painted and signed for right turn movements only. 3. On Church Street south of Lodi Avenue, northbound traffic would be provided with one lane for through and left turning traffic and one lane for through and right turning traffic. 4. Establish a "No Parking" zone on the north side of Lodi Avenue from 240 feet west of the centerline of Church Street to 260 feet east of the centerline of Church Street and on the south side of Lodi Avenue from 275 feet west of the centerline of Church Street to 240 feet east of the centerline of Church Street and on the west side of Church Street from 365 feet north of the centerline of Lodi Avenue to 235 feet south of the centerline of Lodi Avenue and on the east side of Church Street from 365 feet north of the centerline of Lodi Avenue to 2 15 feet south of the centerline of Lodi Avenue. 5. Future New ccnstruction at the southwest corner of the intersection will increase traffic .c'_umes and contribute to traffic con- gestion on both Lodi Avenue and Church Street. As these situations become apparent, it is recommended new traffic signals be investigated to provide separate signal phases for left turn mcvemerts and if northbound left turn movements increase dramatically a portion of Church. Street south of Lodi be widenad to provide a left turn pocket at, that location. On motion cf Councilman Ehrhardt, Pinkerton second, Council adopted Resolution No. _4082 approved striping and "No Parking" zones at the intersection of Lodi Avenue and Church Street as recommended by staff. NO. 4083 That, until the next Lodi Avenue widening phase, existing striping, parking and 2 -way left turn lane, remain as is from Avena to 150 feet east of Avena. The transition from two traffic lanes, plus 2 -way left turn, to four traffic lanes will be made from 150 feet east of Avena to 100 feet west of Crescent. Striping between 100 feet west of Crescent Avenue and Calif- ornia Street shall provide for four traffic lanes with parking permitted on both sides, except parking will be prohibited: a.. near fire hydrants and crosswalks and; b, near driveways, alleys and street intersections to provide adequate sight distances; c. on the north side from the centerline of Crescent to 135 feet west, and on the south side from the center- line of Crescent to 75 feet west. The section between California Street and Hutchins Street will provide for a 2 -car left turn pocket into Value Giant, a 6 -car left turn pocket onto Hutchins Street and four traffic lanes with parking prohibited on both sides of the street. The transition frcm this 5 -lane section to the 4 -lane section west of California Street will be made from approximately 60 feet west of the centerline of California Street to 85 feet east of the centerline of California Street. Mr. Ronske apprised the Ccuncii that if there are changes in traffic movemen- s in the area of Crescent Street, it may be necessary to put in left-hand turn pockets and eliminate parking; also, that after careful study and consideration, it is staff's recommendation :hat the raised median on Lodi Avenue east of Hutchins Street and on Hutchins Street be retained. A diagram of the area was presented for Council's scrutiny. Discussion followed with questions being directed to Mr. Ronsko by the Council. Parking in front of the Houston Building was discussed at length, with Mr. Jan Odland, 5324 Oakview Lane, Stockton, owner of the building and Mr. Clarence Turner, Manager of Creditway of America, 531 W. Lodi Avenue and tenant of the building, addressing the Council pleading that parking be retained in front of the Houston Building. Dr, Clarence Fortier, 120 S. Orange Ave. , Lodi suggested the elimination of left turns on Lodi Ave. , and discussion followed regarding this suggestion, On motion of Councilman Hughes, Ehrhardt second, Council adopted Resolution No. 4083 approving the striping and "No Parking" zones on Lodi Avenue - Hutchins Street to Avena Avenue per staff's recommendations by the following vote: Ayes: Councilmen - Ehrhardt, Hughes, and Katnich Noes: Councilmen - Pinkerton and Schaffer Absent: Councilmen - None IRE Staff was directed tc proceed as quickly as possible with the installation of a sidewalk as close to standard dimensions as possible in the area cf the "Houston Building" and that the proposed "buffer" zone is to be used only so long as it takes to complete the sidewalk installation. RECESS Mayor Schaffer declared a five-minute recess, and the Council reconvened at 10:20 p.m. At the regular Council meeting of June 18, 1975, Mr. John Capell had addressed the Ccuncil requesting clarification of the Sun West Swim and Racquet Club's Agreement with the City of Lodi dated June 15, 1972 pertaining to storm drainage T4N WEST facilities. Council, had at that meeting, deferred the matter SWIM AND RACQUET to Staff for legal aspects and cost data information, with the CLUB request that the information be available, so that Council could DRAINAGE consider the matter at the July 2, 1975 Council meeting. City Manager Glaves advised that `his subdivision consists of 6.8 acres lying south of Cochran Road immediately west of the Sun West Swim and SUN WEST Racquet Club. The subdi•,-i Sion is zoned R- I and contains 24 SUBDIVISION lots, The developers, Jchi Capell and Chris Keszler, have FINAL MAP completed all the requirements as specified by the Planning AND SUB- Commission in the approval of the tentative map on February DIVISION 24, 1975, except procuring an additional 12 feet south of the AGREEMENT centerline e' Vine Street for the installation of a sanitary APPRVD, sewer, which is underway and can be expected in the very near future. The motion TO STAFF was seconded by Councilman Ehrhardt and carried by unanimous vote. City Manager Claves apprised the Council that sometime ago the Engineering Division had been requested by the INTERSECTION City Council to investigate a reported traffic hazard at the OF MILLS intersection of Mills Avenue and Tokay Street. An inves- AVE. & TOKAY tigation had been undertaken by the Engineering Division, STREET which consisted of checking the accident records; visual INVESTIGATION observations during times the school patrol operated at the intersection and at other periods during the day; con- versations with the school patrol regarding problems; and speed checks. The study indicated that if there is any problem at this intersection, it is with speeds, and Staff suggested that the Police Department be so informed. Dis- cussion followed with Council concurring with Staff's findings regarding this intersection. ORDINANCES ORDINANCE NO. 1057 - entitled - "AN ORDINANCE ADOPT- ING AN OPERATING BUDGET FOR THE SUPPORT OF THE VARIOUS DEPARTMENTS OF THE CITY OF LODI FOR THE ORD.
