A special joint meeting of the City Council of the Cit;- c: Lodi and the Governing
Board of the Lodi Unified School District was he'_r -mesme..tvwritten notice being
mailed to each member of the City Council, Governing 3rerd of the Lodi Unified School
District, KCRA TV News, the Stockton Record, the Lcdi Yews -Sentinel, Lodi Cable TV and
KCVR Radio Station at least 24 hours prior to the meet -Log in compliance with Section
54956 of the California Government Code.
The meeting was called to order at 8:00 p.m. by Ms;cr Ricbard Hughes.
PRESENT:
Lodi Unified School District Governing Board Members:
Mr. Calvin Suess, President; ?rs. Laurel Wisenor, Vice
President; Dr. Thomas J. Carleton; Mrs. Nancy Engelson;
Mrs. Bonnie Meyer; Mr. Edward Pickering.
BOARD MEMBERS ABSENT: Mr. James Sasaki
PRESENT:
Lodi City Council Members: Mr. Richard Hughes, Mayor;
Mr. Walter Katnich, Mayor Pro Tempore; and Mr. Ted
Katzakian.
COUNCIL MEMBERS ABSENT: Councilmen Ezra Ehrhardt and James W. Pinkerton

Also present were: Mr. Ellerth Larson, Superintendent;
Mr. Constantine Baranoff, Director of Facilities and
Planning; Mrs. Joan Jensen, Secretary to Mr. Ellerth Larson;
Mr. Henry Glaves, City Manager; Mr. Robert H. Mullen, City
Attorney; and Mrs. Alice Rei. he, City Clerk. It should be
noted that other staff members from both bodies were present
in the audience.
Board President Calvin Suess appointed Board member E. H.
Pickering as Acting Secretary of the Board.
Attendance of members of the Cit;: Council was recorded by
the City Clerk.
Board President Suess directed Acting Board Secretary Pickering
to record the attendance cf the Lodi Unified School District
Governing Board members.
The invocation was given ', __ayc- Pro Tempore Katnich.
Mayor Hughes led the Pledge of Allegiance to the flag.
Agenda Item A - "Toka; Hire School Purchase Option" was
introduced by Mayor Richard Hughes. A brief summary on the
background of the Tokay High School Purchase Option was given
by Mayor Hughes. Mr. Ken Boyd ::ho is serving asChairman of a
Citizens Committee to determine how this site might be acquired
was introduced by Mayor Hug es.
Mr. Ken Boyd then addresses the School Board and City Council
on the status of his C .m::i`_taa's activities. Mr. Boyd named
the other members of _,._s Committee as follows:

Mr. Boyd reported that an indepth study of the project has
been made by the Coraittse and based on that a rough outline on
proceedin.- or, the rro;ect has beer formulated by the Committee.
Possible sources of funding for this project were outline in
depth by Mr, Boyd.
Information is being gathered as to costs, usage, and maintenance
costs from other cities who have such facilities according to
Mr, Boyd,
Mr. Boyd listed suggested uses for such a facility that have
come from the corrTu pity and encouraged other community groups
and organizations who would have use for such a facility to
apprise the Committee of their needs.
Mr. Bovd concluded his remarks by seating that the Committee's
charge is simply, at some point in time, to come to the Council
and make a reconnendation; and added that the Committee is as
anxious as the Governing Board of the Lodi Unified School
District and the City Counci-, to see that this site is put to
the best possible use. i4r. Boyd t'ien encouraged the citizens
of the cormunity to gat in touch with the Committee as to their
feelings about the project, anticipated uses of such a facility
and possible sous=es of funds.
Discussion followed xAth questions regarding the matter being
directed to Mr. Boyd and staff members by the Governing Board
and the Council.
rollowing an inquiry by 3oard member Meyer, Superintendent
Larson stated that conside_atioa has been given to the short
term usage of conform -a_- buildings at Tokay High School for
the alternative high school for opportunity classes, for the
housing for the l.c_i on Sc?iool and for other options primarily
with secondary schooling that may develop in the next year or
two. Mr. Larson also stated that they would not choose to
have those functions on that site in perpetuity.
In responding to an inquiry from Board President Suess,
Mr. Boyd confirmed that the Conmittee would include in their
Report to the Council the development of a plan for funding
and also a planned use o the site.
Following question3 raised by both bodies concerning the
condition contained in the old _okay ligh School Purchase
Option dated Nlarcl! 31, 1975 c� ich reads in part as follows:
