AUGUST 25, 1976
An adjourned regular meeting of the City Council of the City of Lodi
was held beginning at 8:00 p, m. cn Wednesday, August 25, 1976 in
the City Hall Council Chambers.

INVOCATION
The invocation was given by Councilman
Ehrhardt.
PLEDGE
Mayor Hughes led the Pledge of Allegiance to
the flag.
REPORTS OF THE
CITY MANAGER
Assistant City Manager Glenn introduced
Agenda item "a" - "Fixing Tax Rate for
Fiscal Year 1976-77", making apresentation
regarding the City's present fiscal position.
Mr. Glenn apprised the Council that in order
to provide a contingency fund of $200, 000, it
will be necessary to raise an additional
$69, 075 and l.i3eed options that would be avail-
able in oder to accomplish this, which
included:
a) Transfer of unrestricted Hotel -Motel Tax
Funds
b) Raise Business License Tax
c) Use of Revenue Sharing Funds
d) Raise property tax rate for fiscal year
1976-77 by 6-1/2f
A lengthy Council discussion followed with
questions regarding Mr. Glenn's presentation
being directed by Council.

ADVANCE TO The Assistant City Manager reported that for the past
LIBRARY few years, it has been typical of the Library Fund to

property tax monies are received in December. Mr.
Glenn requested Council authorization of a $50, 000. 00
loan from the Capital Outlay Reserve to the Library
Operating Fund, Coun Cil d'.acussicn followed with Staff
being directed tc see if the sum needed could be trans-
ferred from the Library Cczstruc`_:cr_ Fund.
On motion of Councilman: Ka`.zakian, Ehrhardt second,
Council authorized a loan :f S30, 000. 00 from the
appropriate fund tc the Library Operating Fund until
such time as tax rzmc.nies are received by the Library.
INQUIRY RE City Clerk Reimche presented a reply which had been
COG BUDGET received from Ms. Anne Syl•les`_er of the San Joaquin
County Council of Governments regarding a question
which had been posed by the C:.ty Council in reference
to the 1976-77 C, O. G, Operating Budget - Line Item
191 - Retirement - $11, 469, which letter reads in part
as follows:
"The County Admini.=`rator's cif -;,::e, which calculates
our final salary and fringe benefit figures, informs me
that retirement is fixed at 2 1. 7% of salaries, which is
slightly more than the amount stcwn in the tentative
budget. However, the two contract employees working
for COG are not eligible for _&;.ement benefits so they
should not have been included in this calculation. The
Administrator's office has made the appropriate adjust-
ment reducing line item 19 1 to $6, 017. 00. "
Council, following discussion indicated the response
received did not fully clr_i•ify the matter and directed
the City Clerk to contact C. O. G. for further clarifica-
ticn of the ma t`_er.

Session. The City Clerk w•as excused from
attending the Executi-re Se:,sion by Mayor
Hughes. The Council reconvened at 10:05
p. M.
On motion of Councilman Katzakian, Ehrhardt
second, Council adopted Resolution No. 4245
thereby establishing the salaries of certain
unclassified personnel to Le as follows
effective July 1, 1976:
