CITY HALL COUNCIL CHAMBERS

An adjourned regular meeting of the City Council of the City of Lodi
was held beginning at 7:30 p. m. on Wednesday, June 30, 1976 in the
City Hall Council Chambers.
ROLL CALL
Present: Councilmen - Ehrhardt, Katnich,
Katzakian (arrived 7:45 p.m.),
Pinkerton, and Hughes (Mayor)
Absent: Councilmen - None
Also present were: City Manager Claves,
Assistant City Manager Glenn, Public Works _
Director Ronsko, Community Development
Director Schroeder, and City Clerk Reimche
INVOCATION The invocation was given by Councilman
Ehrhardt.
PLEDGE Mayor Hughes led the Pledge of Allegiance to
the flag.
SALARY Assistant City Manager Glenn reported that
NEGOTIATIONS representatives of the City and the San
Joaquin County Employees Association had
reached agreement concerning salaries and
fringe benefits for General Services, Fire
and Police personnel. Copies of the
Memorandas of Understanding for these 3
units were presented for Council scrutiny
and were capsulized by Mr. Glenn.
1976-77 BUDGET
Councilman Ehrhardt moved that the
Memorandas of Understanding for the Police
Unit, Fire Unit, and General Services Unit be
received for filing. The motion was seconded
by Councilman Katnich and carried by unanimous
vote. No further action was taken by the
Council on the matter at this time.
The City Council continued its review of the
City Manager's proposed Operating Budget
and Utility Outlay Budget for 1976-77.
Mr. David A. Williamson, 1901 Colette Street,
Lodi, addressed the Council regarding his recom-
mendation that a surcharge be levied to owners of
swimn-.ing pools as an added income source for
the City. Discussion followed on the suggestion.

A lengthy discussion was held concerning the
Utility Outlay Budget with questions being
directed by the Council to Mr. William Lewis,
Director of Utilities.
Council also directed questions to other
department heads who were in the audience
regarding proposed budgets for their
respective departments.
OPERATP;G Following an inquiry by Councilman Pinkerton,
BUDGET & Assistant Cite Manager Glenn confirmed that
UTILITY OUTLAY if the contingency fund of the propounded budget
BUDGET FOR were reduced by $100,000, the proposed bud --get
1976-77 ADOPTED would be balanced.
ORD. 1080 Councilman Pinkerton then moved to annend the
INTRODUCED proposed budget by reducing the contingency
fund by $100, 000 and moved for introduction of
Ordinance 1080 adopting the I976-77 combined
Operating Budget and Utility Outlay Budget in._
the amount of $ 12, 755, 450.
The motion was seconded by Councilman
Katnich and carried by the following vote;
Ayes: Councilmen - Ehrhardt, Katnich,
Katzakian, Pinkerton and Hughes
Noes: Councilmen - None
Absent: Councilmen - None
KOFU LIGHTS The matter of the lights at Kofu Park was
DISCUSSED again discussed, with questions regarding the
subject being directed to staff.
MR. BAUMBACK Mr. Donald Baumback, 1110 S. Crescent
ADDRESSES Avenue, Lodi, addressed the Council regarding
COUNCIL RE pension plans. Mr. Baumback concluded his
PENSIOti PLAN remarks by stating he would provide the Council
and City Manager with information regarding a
specific pension plan which he feels would be of
interest to the Council.
UPDATE ON Councilman Ehrhardt briefed the Council on a
CALIF. ANTI- recent California Anti -Litter League meeting
LITTER LEAGUE that he had attended at the request of Mayor
MEETING Hug=hes.
ADJOURNMENT There being no further business to come before
the Council, the meeting was adjourned by
Mayor Hughes at 9:55 p. m. on motion of
Councilman Pinkerton, Katzakian second}
