CITY HALL COUNCIL CHAMBERS
JUNE 23, 1976
An adjourned regular meeting of the City Council of the City of
Lodi was held beginning at 7:30 p.m. on Wednesday, June 23,
1976 in the City Hall Council Chambers.
ROLL CALL Present: Councilmen - EHRHARDT,
KATNICH, KATZAKIAN,
PINKERTON and HUGHES(Mayor)
Absent: Councilmen - None
Also Present: City Manager Glaves,
Assistant City Manager Glenn, Public Works
Director Ronsko and City Clerk Reimche
INVOCATION The invocation was given by Councilman
Ehrhardt.
PLEDGE
Mayor Hughes led the Pledge of Allegiance to
the flag.

Following discussion, on motion of Council-
man Ehrhardt, Katzakian second, Council
approved Excessive Limits Policy in the
amount of $27, 000.
City Manager Glaves apprised the Council that
curb and gutters are being installed by devel-
opers in the area of the West side of S.
Stockton Street. One parcel (1581 S. Stockton
Street) in the subject area, on which a house
is situate, is located between two curb and
gutter installations.
Under the City's existing policy, the City will
offer curb, gutter and sidewalk for the right-
of-way. City Manager Glaves advised the
Council that in this particular situation, one of
the developers. of the adjoining area is willing
to put in curb and gutter if the City can obtain
the right-of-way. The property owner of the
subject parcel has requested a sewer and water
tap at no charge in exchange for the right-of-
way. The sidewalk would still be the property
owners responsibility sometime in the future.

A diagram reflecting a parcel of property
containing four lots owned by Mr. Bill
Clemings located at the southeast corner of
Vine Street and Garfield Street was presented
for Council's scrutiny by Public Works
Director Ronsko. Mr. Clemings is desirous
of constructing a fourplex on one of the lots at
this time, with plans to construct fourpiexes
on the remaining lots at some future date.
Because Mr. Clemings had to obtain a loan for
this construction it will be necessary for him
to file a parcel map. With the filing of this
parcel map, the matter now comes under a
section of the City's subdivision ordinance re-
garding minor subdivisions which requires the
installation of all improvements at this time.
Mr. Clemings has agreed to put in the neces-
sary utilities, however, he has requested that
he be allowed to put in the improvements
fronting only three of the four lots, with the
guarantee that improvements will be provided
on the remaining lot at the time it is developed.
Mr. Ronsko related that this has been an ongo-
ing problem with smaller developers, and as
the City revises its subdivision ordinance, pro-
visions will be made for this.
A lengthy discussion followed with questions
being directed to Staff.

WAIVER OF SEC. On motion of Councilman Katzakiar., Ehrhardt

22.4 of the City Code, which requires that
with a minor subdivision map, that the devel-
oper put in all of the improvements for the
entire parcel within the first one-year period.
The motion carried by unanimous vote.

Councilman Katnich suggested that the Council

1976-77 BUDGET
The City Council continued its review of the
City Manager's proposed Operating Budget for
1976-77, with Assistant City Manager Jerry
Glenn making the presentation.
At 10:15 p, m. Mayor Hughes declared a five

minute recess, and the Council reconvened at
IO:Z0 p. m.
Additional review and discussion followed re-
garding the proposed Operating Budget for
1976-77. Questions regarding the budget were
directed to Staff. No action was taken by the
Council on the budget at this meeting.
LIBRARY BOARD & A brief discussion was held regarding Library
PLANNING Board and Planning Commission terms about
COMMISSION TERMS to expire. No action was taken by the Council

ADJOURNMENT There being no further business to come before
