Mr. Clemings is desirous of constructing a fourplex on one of the lots at this time, with plans to construct fourpiexes on the remaining lots at some future date. Because Mr. Clemings had to obtain a loan for this construction it will be necessary for him to file a parcel map. With the filing of this parcel map, the matter now comes under a section of the City's subdivision ordinance re- garding minor subdivisions which requires the installation of all improvements at this time. Mr. Clemings has agreed to put in the neces- sary utilities, however, he has requested that he be allowed to put in the improvements fronting only three of the four lots, with the guarantee that improvements will be provided on the remaining lot at the time it is developed. Mr. Ronsko related that this has been an ongo- ing problem with smaller developers, and as the City revises its subdivision ordinance, pro- visions will be made for this.
