HomeMy WebLinkAboutMinutes - March 9, 19763 8J CITY COUNCIL, CITY OF LODI CITY HALL COUNCIL CHAMBERS March o, 11976 An adjourned regular meeting of the City Council of the City of Lodi was held beginning at 8:00 p. m, on Tuesday, X4arch 9, 1976, in the City Hall Council Chambers, ROLL CALL Present: Councilmen - EHRHARDT, HUGHES, KATNICH, PINKERTON, and SCHAFFER(Mayor) Absent; Councilmen - None Also Present: Assistant City Manager Glenn, City Attorney Mullen, and City Clerk Reimche INVOCATION The invocation was given by Councilman Ehrhardt. PLEDGE Mayor Schaffer led the Pledge of Allegiance to the flag. MINUTES Or. motion of Councilman Katnich, Pinkerton second, the minutes of the February 18, 1976 meeting were approved as written and mailed. COMMUNICATIONS The City Clerk presented a letter from Ted RESIGNATION Katzakian advising of his resignation from the FROM PLANNING Lodi Planning Commission. COMM. RECD FROM T.KATZAKIAN Mr. Katzak'_a_n's resignation from the Lodi Planning Commission ,vas accepted on motion of Courc:iman Kat nick, Ehrhardt second. Appreciation was extended to Mr. Katzakian by the Council fcr his service to the Community in serving as a member of the Lodi Planning Commisso_n since 1969. KATZAKIAN, for a term of four years from and after the 9th day of March, 1976, and until his successor shall have been elected and shall have qualified; JAMES W. PINKERTON, JR., for a term of four years from and after the 9th day of March, 1976, and until his successor shall have been elected and shall have qualified; Upon the adoption of this resolution, the City Clerk shall enter a full copy thereof on the records of the City Council of the City of Lodi for its meeting held this 9th day of March, 1976. REMARKS Mayor Schaffer addressed the Council stating that his eight BY MAYOR years on the City Council had been delightful and added that SCHAFFER it is rewarding to know that the people he worked with on the Council are doing their best for the community. Mayor Schaffer then urged the Council to continue its work on solving Lodi's storm drainage problem, in pushing for completion of the Folsom South Canal to provide vitally needed surface water to the Lodi area and to move forward in providing new sources of energy for the municipal system. OATH OF The City Clerk administered the oath of office to Mr. Ted OFFICE T. Katzakian and Mr. James W. Pinkerton, Jr. and pre- sented a certificate of election to each. REORGANIZATION OF THE CITY COUNCIL MAYOR AND The City Clerk called the new Council to order and asked MAYOR PRO for nominations for Mayor, Councilman Katnich nominated TEMPORE Councilman Richard Hughes. The motion was seconded by ELECTED Councilman Ehrhardt. There being no further nominations, the nominations were closed. Councilman Hughes was elected Mayor by unanimous vote. Mayor Hughes then called for nominations for Mayor Pro Tempore. Councilman Ehrhardt nominated Councilman Walter Katnich. The motion was seconded by Councilman Katzakian. There being no further nominations, the nominations were closed. Councilman Katnich was elected Mayor Pro Tempore by unanimous vote. BEN Mayor Hughes presented to Ben Schaffer a plaque expressing SCHAFFER the City's appreciation for the energy and effort put forth by COMMENDED Mr. Schaffer for the betterment of the City while serving as FOR a City Councilman and Mayor of the City of Lodi. SERVICES TO COMMUNITY Supervisor George Barber also presented Ben Schaffer with a commendation plaque from the San Joaquin County Board of Supervisors. -5- 38B Minutes cf March 9, 19'6, continued STATEMENT City Clerk Reimche presented to the Council updated OF ECONOMIC forms and instruction manuals for Statement of INTERESTS Economic Interests which had just been received from the Fair Political Practices Commission. REASSIGN- Councilman Ehrhardt suggested that all committees be MENTS ON tossed on the table and that the Council take a new COMMITTEES draw on these committees. In this way Councilman SUGGESTED Ehrhardt stated, other would be given the opportunity to share in these functions. Mayor Hughes concurred with this suggestion and suggested that all council members submit a list of their committee assignments at the next regular Council meeting, and at that time new assignments can be made. DATES OF Councilman Ehrhardt informed the Council that he INTEREST would not be able to attend the San Joaquin County Council of Governments' Transportation Planning and Policy Committee meeting on March 12, 1976 and asked that a substitute be designated to attend in his place. Mayor Hughes announced that the City Clerk will be attending the City Clerk's Institute at the Holiday Inn in Monterey on April 28 - 30, 1976. Mayor Hughes reminded the Council that there will be a Cities and County meeting in Escalon on March 11, 1976. Mayor Hughes then apprised the Council that he would not be present at the next regular Council meeting of March 17, 1976 as he will be attending the National League of Cities Con,rr..s sional City Conference to be held in Washington, D. C. , and advised that this particu- lar meeting involves the current energy picture which is of concern to all. Mayor Hughes further stated that a meeting has been arranged with some of "our" legislators to attempt to get legislation passed at the Federal level which would eliminate the price squeeze that presently exists. Mayor Hughes stated that an attempt will be made to request the Congress to pass legislation which would require the Federal Power Commission, prior to putting in new rate increases, to hold hearings and actually issue an official order deter- mining that this is a fair and effective rate. Mayor Hughes added that the problem has been that the California Public Utilities Commission has been reviewing the rate requests, whereas the Federal Power Commission has been putting them into effect. Mayor Hughes will serve as spokesman for the California cities in making this presentation before the legislators. Councilman Ehrhardt reminded the audience that the Lodi District Safety Council urill give recognition to "National Poison Prevention Month" at a meeting of the Lodi District Safety Council to be held March 10, 1976 and stated that there will be a speaker from the University of the Pacific at this meeting speaking on this subject. -6- 38* Minutes of March 9, 1976, continued ADJOURNMENT There being no further business, the meeting was adjourned at approximately 8:40 p.m. by Mayor Hughes, on motion of Councilman Pinkerton, Ehrhardt second. )1CIL Attest: ALICE M.
