CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
JUNE 8, 1977
An adjourned regular meeting of the City Council of the City
of Lodi was held beginning at 8:00 p.m. on Wednesday, June 8,
1977 in the City Hall Council Chambers.

INVOCATION The invocation was given by Harold Schmidt.
PLEDGE Mayor Katnich led the Pledge of Allegiance to
the flag.
LODI TO RECEIVE City Manager Glaves announced official con -
GRANT FUNDS firmation of Federal Economic Development
FROM PUBLIC Administration allocations to the City of Lodi
WORKS & from a $4 billion Public Works and Emergency
EMERGENCY Employment bill of $2, 898, 000. City Manager
EMPI,OYMENT Glaves further advised that grant applications
BILL had been made on the following projects:
a) New Library at Locust and Church Streets
b) Remodeling project at City Hall
c) Installation of a water main on Stockton
Street between Century Boulevard and
Kettleman Lane
d) Construction of a relief sewer line on Ham
Lane between Lockeford Street and Turner
Road

Mr. Welsh advised the Council that originally
the committee was presented a description of
ten selected alternatives. This list was then
reduced to the three alternatives most in con-
formance with the needs and economic restraints
for the City of Lodi with the three final alterna-
tives as follows being chosen for future study.
1. The Full Service Public Transit operation
based on providing service to anyone wishing
to use the service at a nominal cost, approxi-
mately 50 cents per ride. This alternative was
divided into a taxi -based program and a van -
based program.
Z. The Elderly and Handicapped operation based
on providing service at a nominal charge only to
those types of users who are elderly or handi-
capped. This alternative is also divided into a
taxi -based program and a van -based program.
3. The Elderly and Handicapped Nonprofit
operation based on providing limited service to
qualified groups at no charge for service.

COUNCIL EXPRESSES
OPPOSITION TO
Councilman Pinkerton apprised the Council
SB 164
of the "Director's Message" by Don
Benninghoven, Executive Director, League
of California Cities entitled "Compulsory and
Binding Arbitration A Fact in 1977 Unless
which appeared in the June 1977 edition of
Western Cities. The article states that after
fifteen years it now appears as if compulsory
and binding arbitration for police and fire will
be approved by the Legislature and signed by
the Governor - the result - local government
by arbitrators rather than the people.
Council discussion followed with Council
concurring that letters should be sent to
Senator John Garamendi, Assemblyman
Carmen Perino, Assemblyman John Thurman
and Assemblyman Norman Waters apprising
them of the City's position on this matter.
UPDATE ON FPC
Councilman Hughes advised the Council that
DELAY IN RATE
delays are still being encountered regarding
CASES
F. P. C. ratification of the settlement agree-
ment pertaining to pending rate cases with
P. G. &E.
Following introduction of the subject by City
Manager Glaves and Public Works Director

Mr. Welsh advised the Council that originally

Each alternative was then discussed in terms
of having a private contractor run the service
and utilizing the following four assumptions
for all financial cone iderations.
1. Maximum use would be made of Federal
capital grant monies because these represent
"new" monies coming into the City.
Z. Maximum use would be made of TDA funds
(within the provisions of the Act) because these
provide specifically for transit.
3. Other services such as Area Technical
Agency on Aging Program would be used where
applicable.
4. The balance of funding would be provided by
local City resources. This determination would
be made by the City Council as necessary.
The following tables were presented for Councilla
perusal:
a) Ten-year projection of annual operating
costs and available funding for the three alternates
b) Level of TDA and local funding for alter-
native transportation systems by five-year periods.

Alternatives
d) Consolidated Financial Plan and legal
consideration for a public transportation system.
A lengthy discussion followed with questions being
directed to Staff, Mr. Bill Welsh of JHK and
Associates, Mr. Reed Gibby, C.O.G., Manager
of Transportation Planning, and Mr. Wynston
Margrave of the City Cab Company.
On motion of Councilman Katzakian, Pinkerton
second, Council directed Staff to work with JHK
and Associates to draw up guidelines for a pilot
taxi -based transportation program for the elderly
and handicapped to service the Lodi -Woodbridge
area only; with the City Attorney to draft an
optional six month "self-destruct" agreement
covering such a program; and with Mr. Welsh of
JHK and Associates to return with a time and cost
proposal on such a project at the earliest possible
d ate .
ALUOURNMENT There being no further business to come before
the Council, Mayor Katnich adjourned the meeting
at approximately 10:35 p.m.
