HomeMy WebLinkAboutMinutes - April 6, 1977 SM18 SPECIAL MEETING OF THE CITY COUNCIL, CITY OF LODI CITY COUNCIL CHAMBERS CITY HALL LODI, CALIFORNIA APRIL 6, 1977 A special meeting of the City Council of the City of Lodi and Mr. Gerald Yoachum, Field Representative for United States Senator Alan Cranston was held pursuant to written notice being mailed to each member of the City Council, Mr. Gerald Yoachum, Field Representative for Senator Alan Cranston_, the Stockton Record, KCVR TV News, the Lodi News -Sentinel, KCVR Radio Station, Life and Times Magazine, and Lod: Cable TV at least 24 hours prior to the meeting in compliance with Section 54956 of the California Government Code. The meeting was called to order at 10:00 a. m. by Mayor Katnich. PRESENT: Councilmen - Ehrhardt, Hughes, and Katnich (Mayor) Mr. Gerald Yoachum, Field Represen- tative for United States Senator Alan C ranston. ABSENT: Councilmen - Katzakian and Pinkerton AUBURN DAM Discussion followed regarding Senator PROJECT Cransten's position cn the Auburn Dam and the Folsom South Canal. Mr. Yoachum apprised the Council that Senator Cranston will be fully suppor';.-r: of the project at such time as the seismological survey indicates that it car be constructed safely. ENERGY Councilman Hughes apprised Mr. Yoachum that CONCERNS the American Public Power Association of which the C'.ty of Lodi is a member, has very carefully studied President Carters plan for setting up an Energy Office and that he believes that the general consensus of the A. P. P.A. that of general support of the proposed reergan- i.zation with our-, primary- objection and that is the Also present were: City Manager Henry Glaves, Assistant City Manager Jerry Glenn, ar d City Clerk Reimche. ROLL CALL Attendance was recorded by the City Clerk. CONCERNS Councilman Ehrhardt apprised Mr. Yoachum EXPRESSED RE of his unsuccessful efforts to see Senator UNSUCCESSFUL Cranston during a visit he had made to ATTEMPTS TO �4ashington, Discussion followed with Mr. MEET WITH Yoachum suggesting that if Senator SENATOR Crar-stcn is not available, he would suggest speaking with one of his legislative assistants as they can be most helpful. Councilman Hughes then spoke of HR 5065 which has been introduced by Congressmen McFall and Clawson which would basically change the manner in which -he Federal Power Comm:=_sion regulates rates. Ccunci.l- man Hughes explained present Federal Power Commission procedures and stressed the imperta:-.cc of this proposed change. Councilman Hughes stated that it is hoped that Senator Cranston is aware ,-f the problem and would he supportive of this bill. Councilman Hughes also addressed the subject of difficulties being experienced with transmi=sic:: rights of power. CONCERN Following introduction of the subject by City Manage: EXPRESSED RE Glaves, discussion followed regarding PuFi:c Law PUBLIC LAW 94-566 which requires state and local governments to 94-566 provide unemployment insurance for their emp`_oye:s where heretofore they had been exempt from the un- employment compensation program. %Ir. Yoachum was apprised of the problems including an estimate of costs that this legislation weuid impose upon the C-ty of Lodi. Counr_...nan Hughes raised the point of binding PUBLIC arbitration relating to pubic employees and the fact EMPLOYEES/ that it always sezms tc be threatening to come up BINDING before Congress, as well as before the State legislature. ARBITRATION Councilman Hughes =fates that he feels that local Governments, particularly in California, have a good bargaining relationship with the guidelines that have been established.
