RQLL CALL Present: Councilmen - EHRHARDT, KATNICH, KATZAKIAN, PINKERTON and HUGHES (Mayor) Absent: Councilmen - None Also Present: City Manager Glaves, Public Works Director Ronsko, Community Development Director Schroeder, City Attorney Mullen and City Clerk Reimehe INVOCATION The invocation was given by Chaplain Wayne Kildali of Teen Challenge who is also Acting Youth Director of the Ebenezer Congregational Church. PLEDGE Mayor Hughes led the Pledge of Allegiance to the flag. MINUTES On motion of Councilman Ehrhardt, Katnich second, Council approved the Minutes of December 8, 1976 as written and mailed, Councilman Katnich then moved that the :Minutes of December 10, 1976 be approved as written and mailed. The motion was seconded by Councilman Katzakian and carried. Councilman Katzakian moved that the Minutes of December 15, 1976 be approved as written and mailed. The motion was seconded by Councilman Pinkerton and carried. Staff then answered questions regarding the matter as were posed by Council. Speaking on behalf of the proposed rezoning was: Mr. Terry Piazza, 221 W. Pak Street, Lodi. The following persons spoke In opposition to the proposed rezoning: (a) Mr. Velton Stafford, 430 Elgin Avenue, Lodi (b) Mrs, Mildred Billis Lucien, 459 Elgin Avenue, Lodi There being no other persons in the audience wishing to speak on the matter, the public portion of the hearing was closed, City Clerk Reimche presented a petition bear- ing the signatures of 31 persons which read as follows: "We, the undersigned, object to the rezon- ing of the property between Pippit's Tire Service and 1445 Academy and bordered on the East by Academy Street from R-2 to R -MD". City Clerk Reimche apprised the Council that the petition had been checked by the Community Development Department and appears t9 meet the requirements of Section 27-19 of the City Code. A lengthy Council discussion followed, Council- man Katzakian then moved for introduction of Ordinance 1092 to rezone an area on the west side of Academy Street between 385 feet and 565 feet south of Kettleman Lane, from R-2, Singla-Family Residential to R -GA, Residence District - Garden Apartments. There being no other persons in the audience wishing to speak on the matter, the public portiqn of the hearing was closed. Following discussion, Councilman Pinkerton moved for introductign of Ordinance No, 1094 rezoning 125 N, Pleasant Avenue, Lodi (formerly 119 N. Pleasant Avenue, Lodi) from R -HD, High Density Multiple Family Residential to C -P, Commercial- Professional. The motion was seconded by Councilman Ehrhardt and carried by unanimous vote, COM1',4UNICATIONS INVITATION RECD. CONCERNED City Manager Glaves apprised the Council ABOUT TRASH that correspondence has been received from PROBLEM the Woodbridge Irrigation District stating that with increased urban development the removal and disposal of trash in District canals is increasing and asking that consid- eration be given by the City for cooperation on this trash problem. City Manager Claves presented for Council LODI AVENUE approval Agreement covering the acquisition of ACQUISITION APPRVD. property at 1200 West Lodi Avenue, Councilman Katnich moved that Council approve the Agreement between William M. Stemler and Blanche Stemler and the City of Lodi as presented by Staff and authorize the City Manager to execute the Agreement on behalf of the City. The motion was seconded by Councilman Ehrhardt and carried by unanimous vote. The City Manager presented bids which had been City Manager Glaves recommende4 that the award be made to M & M Electric, the low bidder, in the amount of $5, 987. 00. On motion of Councilman Katnich, Ehrhardt second, Council. adopted Resolution No. 4306 awarding the contract for the Virginia Avenue Street Light District to M & M Electric, •the low bidder, in the amount of $5, 987. 00. WINDSOR DRIVE/ Windsor Drive/Crescent 46venue Traffic Study CRESCENT AVENUE was presented for Council's perusal. The report TRAFFIC STUDY was highlighted by Public Works Director Ronsko who stated that the Engineering Division recom- mends that no action be taken at this time on the request for traffic controls at Crescent Avenue and Windsor Drive since there appears to be no special problem. Mr. Ronsko further advised that the City is in the process of engaging a traffic consultant under an office of Traffic Safety Grant and one of the tasks to be perfgrmed under that grant will be the investigation of minor intersections with sight distance problems. If that study indicates that some action should be taken at intersections of this nature, a new recommendation will be made at that received for the Virginia Avenue Street Light AWARD - CONTRACT District as follgws; FOR VIRGINIA AVENUE STREET LIGHT DISTRICT BIDDER AMOUNT RES. Crescent, Lodi TRAFFIC STUDY addressed the Council on the matter stating (Continued) that several residences in the area have been damaged by motor vehicles and expressed his concern for the safety of children living in the area. Mr. Vitale stated that he felt the in- stallation of "Yield" signs would be the answer. Following discussion, Councilman Ehrhardt moved that Council adopt Resolution No. 4307 establishing a school crossing across Lodi Avenue on the east side of Virginia Avenue. The motion was seconded by Councilman Katzakian and carried. CENTURY BOULEVARD The City Council was advised that Century ESTABLISHED AS No action was taken on the matter following a THROUGH STREET lengthy discussion by Council with questions S.P. TO HUTCHINS a being directed to Staff and Mr. Vitale. SCHOOL CROSSWALK City Manager Glaves apprised the Council that ESTABLISHED LODI there is presently an existing school crossing AVENUE & VIRGINIA across Lodi Avenue on the West side of AVENUE Kensington Way, The grade school boundaries are now the center of Lodi Avenue; therefore, RES. NO. 4307 this school crossing is no longer used by students in grade school; however, since this crossing is within 600 feet of the high school, it is recommended that it remain a school crosswalk. The City Manager then proposed that a crossing be established at Virginia Avenue which would serve those high school students residing south of Lodi Avenue and east of Kensington Way who use the pedestrian gate on Lodi Avenue as an entrance to the school grounds. Following discussion, Councilman Ehrhardt moved that Council adopt Resolution No. 4307 establishing a school crossing across Lodi Avenue on the east side of Virginia Avenue. The motion was seconded by Councilman Katzakian and carried. CENTURY BOULEVARD The City Council was advised that Century ESTABLISHED AS Boulevard has been constructed as an arterial THROUGH STREET street between Ham Lane and the Southern S.P. TO HUTCHINS a Pacific Railroad tracks and drivers are assuming HUTCHINS TO HAM they have the right of way when traveling on Century Boulevard. A proposed ordinance was ORD. NO. 1093 INTRO. presented which would provide for stop signs on Dartmoor Circle, Scarborough Drive, Aspen Grove Drive and Church Street, Councilman Pinkerton then moved for intro- duction= of Ordinance No. 1093 establishing Century Boulevard as a through street between Ham Lane and Hutchins Street and between Hutchins Street and the Southern Pacific Railroad. The motion was seconded by Councilman Ehrhardt and carried by unanimous vote. TEMPORARY PARK Councilman Katzakian stated that the area from the PROPOSED FOR Southern Pacific Railroad to Church Street in the CENTURY BLVD/S.P./ vicinity of Century Boulevard is quite a large area CHURCH ST. AREA and that he would like to see the City or some private organization do something about creating some type of temporary park there - nothing elaborate, a lawn area with some type of rninor sprinkler system in order to create an area for children to play in. AMENDING COLLECTION Following introduction of the matter by City RATES FOR GARBAGE Manager Glaves, Councilman Katnich moved SERVICE for adoption of Ordinance No, 1094, an Urgency Measure, entitled "An Ordinance ORD. NO. 1094 INTRO. Amending Section 11-3 of the City Code of the City of Lodi entitled 'Collection Rates for Garbage Services' ". The motion was seconded by Councilman Ehrhardt and carried by unani- mous vote. ORDINANCES Ordinance No. 1091 entitled "Amendment to Chapter 27 (Zoning Ordinance) of the Lodi F -P AMENDED TO Municipal Code Amending Section 27-12C CONFORM WITH Regulating the Use of the Mokelumne River ADOPTED OPEN SPACE Floodplain", having been introduced at a regular CONSERVATION meeting of the Council held December 15, 1976 ELEMENT OF GENERAL was brought up for passage on motion of Council - PLAN man Ehrhardt, Katzakian second, Second reading was omitted after reading by title, and the ordi- ORD.
