All other Department Heads with tre exception of Fire Chief Don Cockayne were present and in the audience. ROLL CALL: Attendance waa recorded ky City Clerk Reimche. MINUTES, she Minutes c: the adjourned regular meeting of June 20, 1978 were approved as written and mailed o� motion of Councilman Katnich, McCarty second, On motion of Councilman Fatnich, McCarty second the Minutes of the adjo<srne:d regular r_'aeting of July 6, 1978 were approve i as written_ and nnailed. PROPOSED continued its review of the proposed 1978-79 1978-79 Budget. BTUDGE7' Ass=sta_nt City Manager Glwnnn apprise. the :�ce:ncil that it now appears that the proposed Budget for sub- & -vision engineering is ins•ifficient by $50, 000, which a-noant should also be added to projected revenues for dhe 1978-79 Budget year. Additional revenues as listed below were proposed: a) $700 - NOC charges for City Clerk and Planning Department fc,r reproduction of public documents. b) Increased fees for EIR's $8,000 me (Continued) 71 Amended Schedules A through J, inclusive - Proposed City of Lodi Operating Budget 1978-79 were presented to the Council by Assistant City Manager Glenn. Lengthy discussion followed with questions being directed to the City Manager and Assistant City Manager. Council concurred that under this budget the following reductions be made in authorized personnel: Number of Title Positions Department Electrical Estimator Assistant 1 Utility Library Assistant 1 1 Library Firefighte r 1 Fire Maintenance Worker II 1 Parks Maintenance Worker 1 1 Public Works On motion of Councilman Katnich, Katzakian second, Council voted to retain the Assistant Animal Control Officer position. The motion carried by the following vote: Ayes: Councilmen - Katnich, Katzakian, McCarty and Pinkerton Noes: Councilmen - Hughes Absent: Councilmen - None Council tacitly concurred that all future replacement hiring of full time personnel will be brought to the City Council for approval. The Special Payment Budget was reviewed in detail by the Council. Lengthy discussion followed with questions being directed to Staff. Following introduction of the matter by Councilman Hughes, Council, on motion of Councilman Katnich, Hughes second, reduced the Special Payment Budget - Lodi District Chamber of Commerce by $6500. On motion of Councilman Katnich, Hughes second, the Special Payment Budget for the San Joaquin County Safety Council was reduced by $805.00. -2- Minutes of July 12, 1978, continued TRANSFER Further examination and discussion by the Council FROM GENERAL regarding the proposed budget followed. Council FUND TO CITY'S directed the transfer of $225, 000.00 from the SELF INSURANCE City's General Fund to the City's Self-insurance FUND DIRECTED Fund. ORD. NO. 1147 Following additional discussion, Councilman INTRO. Katnich moved introduction of Ordinance No. 1147 adopting an operating budget for the support of various departments of the City of Lodi and a Utility Outlay Budget for the Fiscal Year beginning July 1, 1978 and ending June 30, 1979 as follows: Council -Clerk $ 55,080 Contingencies 500,000 General Charges 1,685,945 Pension 686, 995 Debt Service 175,910 City Attorney 20,895 City Manager 122,845 Community Development 192,565 Finance 2 10, 575 Police 1, 156,630 Fire 871,225 Public Works 1,055,430 Recreation 259, 360 Parks 405,125 Parking Fund 53,875 Library Fund 287,875 Water Utility Fund 340,020 Sewer Utility Fund 987,990 Electric Utility Fund 7,445,640 SUB -TOTAL $16,513,980 Utility Outlay Budget 547,255 $17,061,235 The motion was seconded by Councilman Katzakian and carried by the following vote: Ayes: Councilmen - Hughes, Katnich, Katzakizn, 'McCarty and Pinke rton Noes: Councilmen - None Absent: Councilmen - None ADJOURNMENT: There being no further business to come before the Council, Mayor Pinkerton adjourned the meet- ing at approximately 9:30 p.m. on motion of Councilman Katzakian, Hughes second. 1` �. 1•,: L Attest: ALICE M.
