CITY HALL COUNCIL CHAMBERS
THURSDAY, JULY 6, 1978
An adjourned regular meeting of the City Council of the City of Lodi
was called to order at 7:30 p.m. by Mayor James Pinkerton.
PRESENT: Councilmen - Hughes, Katnich, Katzakian,
McCarty and Pinkerton (Mayor)
ALSO City Manager Henry A. Glaves, Assistant
PRESENT City Manager Jerry L. Glenn, City Attorney
WERE: Mullen and City Clerk Reimche. All City
Department Heads, with the exception of Chief
of Police Marc Yates were present and in the
audience.
ROLL CALL Attendance was recorded by City Clerk
Reimche.
1978-79 Assistant City Manager Glenn continued with
BUDGET the review of the proposed 1978-79 Budget.
Each departmental Budget was scrutinized with
the following budget cuts being proposed. Each
Department Head responded to questions as
posed by the City Council regarding their budget.

City Manager Glaves also pointed out that it is
now estimated that because of increase in postage
rates, the proposed budget for postage should be
increased by $3800.00.

1978-79 Parks and Recreation Director Ed De Benedetti
BUDGET pointed out increased charges being proposed
(Continued) by the School District for the use of school
gyms and suggested that fees for recreational
programs using these facilities be increased
accordingly.
FINANCE DIRECTOR Following introduction of the matter, Council -
AUTHORIZED TO man Katzakian moved that the Finance Director
PAY JULY BILLS be authorized to pay July 1978 bills. The
motion was seconded by Mayor Pinkerton and
carried by unanimous vote.
C -P ZONING Following introduction of the matter by City
MORATORIUM Manager Glaves and Council discussion,
EXTENDED Council, on motion of Councilman Katnich, ex-
tended the moratorium placed on all residential
permits in C -P zones throughout the City
(Resolution No. 4443 adopted December 14, 1977)
to July 19, 1978. The motion was seconded by
Councilman McCarty and carried by unanimous
vote.
SPECIAL LEAGUE City Manager Glaves reminded the Council of the
MEETING BEING League of California Cities special meeting - en -
HELD titled "Maintaining Responsive Cities Under
Proposition 13" being held in Sacramento July 7-8,
1978.
FURTHER BUDGET Councilman McCarty warned the Council that the
CUTS PROPOSED City of Lodi will be facing a "deadly serious"
BY COUNCILMAN situation next year and that the time to begin is
McCARTY right now, recommending that the Council begin
by cutting a monthly stipend for individual Council-
men by 501o; reduce the overall travel budget by
$20, 000; reduce payments to various groups and
organizations a flat $10, 000; a reduction in man-
agement and mid -management salaries; and elimina-
tion of salary bonuses.
As an alternate, Councilman McCarty listed
assistant department head positions that he recom-
mended be eliminated.
Councilman McCarty further recommended that a
freeze be placed on all special taxes levied as fees
unless authorized by a majority vote of the Council.
ADJOURNMENT There being no further business to come before the
Council, Mayor Pinkerton adjourned the meeting at
approximately 10:40 p.m. to 7:30 p.m., Wednesday,
July 12, 1978.
