NO. 78-80 Elm Street and Lodi Avenue from Lower Sacramento Road to Mills Avenue. In conformance with the recommendation in "Identification & Surveillance Study of Accident Locations" that all 4 -way intersections in Lodi should have some form of control to minimize the potential for right-angle accidents, it is Staff's recommendation that Council establish Cambridge Drive as a street which yields to Pine Street. Following Council discussion, Council, on motion of Councilman Katzakian, Katnich second, adopted Resolution No. 78-80 Establishing Cambridge Drive as a street which yields to Pine Street. COUNCIL DISCUSSES Following introduction of the matter by Public STOCKTON ST. - Works Director Ronsko, Council discussed the KETTLEMAN TRAFFIC petitions that had been received from customers, CONTROL MEASURES business people, and/or residents in the area of South Stockton Street and State Highway 12 (Kettleman Lane) expressing their concerns about the traffic hazard at this intersection and requesting the installation of traffic control measures as soon as possible. Mr. Ronsko advised the Council that a letter dated February 1, 1978 had been received from the State of California, Department of Transportation, stating that they would be most hesitant at this time to add 4 -way stops at this location for the following reasons: "We are presently preparing a traffic signal project for Route 12 and Stockton Street. The signals will be traffic actuated and will provide a protected left turn phase to accommodate the trucks turning north onto Stockton Street. "A recent 11 -hour traffic count indicated approxi- mately 12, 400 vehicles on Route 12 compared to only 2, 100 vehicles on Stockton Street at the intersection. We would be reluctant to stop the many vehicles on Route 12 which would cause a large back-up down into the underpass. We believe an increase in accidents would definitely result. " Following a Council inquiry, Mr. Ronsko stated that he had talked with the State by telephone this date and -10- "10 Attest: ALICE M. OPTION EXTENDED Following remarks and request by Mr. Mark FOR USE OF Baggett of the First American Musicorporation STADIUM FOR SOFT Council, on motion of Councilman Katnich, Hughes ROCK CONCERT Second, extended to October 15, 1978 the First American Musicorporation option to use the Lodi ` Grape Bowl for a soft rock concert. MAYOR APPLAUDS Mayor Pinkerton stated that he would be sending a ASSEMBLY WAYS & Rose to Assembly Ways and Means Committee Chair - MEANS COMMITTEE man Boatwright, as last week in one afternoon, the CHAIRMAN Ways and Means Committee voted down over 175 - million dollars of money bills. The Mayor commented that it will be interesting to see how 'bur" standard of living of way of life will be affected by this action. 1978-79 BUDGET It was proposed by Councilman Hughes that all 7? Department Heads scrutinize their budgets and pro- pose cuts that could be made when the Council meets on July 6, 1978 for further review and consideration of the proposed 1978-79 Budget. EXECUTIVE SESSION The City Council then recessed to Executive Session at approximately 10:05 p.m. The. Mayor announced that the Council would not reconvene following the ADJOURNMENT Executive Session and adjourned the meeting to 7:30 p.m., July 6, 1978.
