Glaves who responded to questions regarding the
matter as were directed by the Council.
Speaking on behalf of the adoption by reference
of the San Joaquin County Council of Governments'
Housing Element as the City's Interim Housing
Element of the Lodi General Plan were:
a) Mr. Jim Gerard, representing the Genie
Construction Company of Lodi
b) Mr. Doug U'_iruh, representing Grupe Devel-
opment Company, Lodi
Questions regarding the matter were posed to the.
Council by Mr. Robert Murphy, 746 Palm Avenue,
Lodi.
There being no other persons in the audience wish-
ing to speak on the matter, the public portion of
the matter was closed.
Council discussion followed with questions being
directed to Staff and to the City Attorney.
On motion_ of Councilman Katnich, Hughes second,
Council adopted Resolution No. 78=63 thereby
adopting by reference the San Joaquin County
Council of Government s' Phase II Housing Element
as adopted J.:ly Z3, 1974 together with the San
Joaquin County Council of Governments Evaluative
Policies for Housing Dispersment, dated as adopted
August 27, 1974 as the Housing Element for the
City of Lodi's General Plan.

ADOPTED A Resolution of Evidence of Compliance, with the
following conditions as set forth in the State Office

PLANNING COMMISSION

existing and planned uses in an area following
expiration of an interim ordinance and pending
final adoption of ail mandatory elements of the
General Plan.
(c) Rezoning which is less restrictive, but
where the maintenance of existing zoning would
create a hardship and the new use is contiguous
to existing compatible uses. Such rezonings
shall be accomplished by a finding of hardship
setting forth those social and economic reasons
justifying immediate rezoning pending the final
adoption of all mandatory elements and setting
forth the express findings of the new zoning ordi-
nances with each of the existing elements of the
City of Lodi General Plan.
2. Tentative and final subdivision maps and par-
cel maps will only be approved by the City if fhey
are consistent with the existing elements of the +
City of Lodi General Plan and if such approval
would not adversely affect an area of concern
which any of the missing elements, as specified
in the State General Plan Guidelines, is intended
to mitigate.
3. The City shall follow all other policies and
procedures as outlined in the extension request
application.
The City Manager gave the following report of
the Planning Commission meeting of June 7,
1978:
The Planning Commission -
1. Approved Resolution 78-1 which recommends
that the City Council adopt by reference the San
Joaquin County Council of Governments' Housing
Element as the City's Interim Housing Element of
the Lodi General Plan.

Works Director and Mayor Pinkerton would prepare

scaped and screened by a three and one-half foot solid fence of
the same material. All fencing erected under this provision
shall be maintained in good condition.
2. All non-residential operations shall be conducted within buildings.
3. Qnyexterior lighting shall be directed away from nearby residen-
tial zones.

Section 27-13
A. Dwellings
1. All single-family dwellings shall provide at least one off-street
parking space for each dwelling unit which space shall be on the
same lot as the main building.
2. In areas within the Central Business District, multiple -family
and group dwellings shall provide one and ore -half off-street
parking spaces for each dwelling unit, which space shall be on
the same lot as the main building. Two-thirds (i.e., sixty-six
and two-thirds percent) of such spaces shall be located within a
private garage or carport.
3. Dwellings located in C -P zones, outside to the central business
district boundary, provide one off-street parking space for each

project be freed fro^. Anti -Recession funding and
