ROLL CALL Present: Councilmen - Hughes, Katnich, Katzakian, McCarty and Pinkerton (Mayor) Absent: Councilmen - None Also Present: City Manager Glaves, Assistant City Manager Glenn, Public Works Director Ronsko, City Attorney Mullen and City Clerk Re imc he . INVOCATION The invocation was given by Wayne Kildall, Director, Center of Hope. PLEDGE Mayor Pinkerton led the Pledge of Allegiance to the flag. MINUTES On motion of Councilman Xatnich, Katzakian sec- ond, the minutes of March 14, 1978 were approved as mailed. Councilman Katzakian then moved for approval of the minutes of March 22, 1978. The motion was seconded by Councilman Katuich and carried by unanimous vote. PROCLAMATIONS Mayor Pinkerton presented the• following Proclamations; a) Proclamation proclaiming April 2 through April 8, 1978 as the "Week of the Young Child". b) Proclamation proclaiming April 16 through April 22, 1978 as "Private Property Week". NO. 1141 Planning Commission's recommendation to adopt INTRO. a New Subdivision Ordinance. Background information regarding the proposed ordinance was given -0y Public Works Director Ronsko. Council directed questions to Mr. Ronsko and other members of the Staff regarding the sub- ject. There were no persons in the audience wishing to speak on the matter, the public portion of the hearing was closed. Councilman Katzakian then moved for introduction of Ordinance No. 1141 entitled "An Ordinance of the City of Lodi Repealing Chapter 22 of the Code of the City of Lodi Entitled 'Subdivisions' and sub- stituting a New Ordinance in Its Place and Stead", as proposed, however, omitting Sections 90 through 94 inclusive pertaining to School Site Dedications. The motion was seconded by Councilman Katnich and carried by unanimous vote. Sacramento Street, On Sale Beer and Wine, Public Premises, New License ASSEMBLYMAN - - 'Mr. Randy Ronk, Aide to Assemblyman Norman WATERS TO MEET Waters addressed the City Council stating that their WITH COUNCIL office is attempting to schedule a date that Assembly- man Waters could meet with the Council at an Informal Informational Meeting to discuss matters of mutual concern. Mr. Ronk asked the Council for specific topics the Council would be interested in discussing. Discussion followed regarding various bills presently under consideration by the legislature, with Mr. Ronk promising to apprise the Council shortly when such a meeting can be scheduled. COMPLAINTS RE Mr. Tex Priest, 419 S. Lee, Lodi complained to the CITY POWER POLE City Council about a City power pole that is located in & LACK OF SIDE- the area of his property. Mr. Priest further corn - WALK LN AREA OF plained that the City has not installed sidewalks on a 419 S. LEE, LODI City -owned parcel in the same area. Mr. Priest stated this situation has existed since 1965 and that he considers it to be a hazard. Mayor Pinkerton directed Staff to look into this matter. -4- COMPLAINTS RE Mr. Bud Calvin, Chestnut and Lee Avenue, Lodi APARTMENT AT addressed the Council regarding an apartment building 408 W. CHESTNUT which has recently been constructed at 408 W. Chestnut ST. which is adjacent to his property. Mr. Calvin stated the structure has two balconies where tenants can look down onto his property and that he feels that this is an invasion of his privacy. Mr. Calvin also complained that the apartment has 5 downspouts draining onto his property. Following Council discussion, with questions being directed to Staff, Mayor Pinkerton requested that Staff check into the matter.
