An adjourned regular meeting of the City Council of the City of
Lodi was held beginning at 8:00 p. m., Wednesday, March 22,
1978 in the City Hall Council Chambe rs.
ROLL CALL Present: Councilmen - Katnich, Katzakian,
McCarty and Pinkerton
(Mayor)
Absent: Councilmen - Hughes
Also Present: City Manager Glaves, Assistant
City Manager Glenn, Public Works Director
Ron sko, City Attorney Mullen and City Clerk
Reimche .
Also present in the audience were Chief of Police
Marc Yates and several members of the Public
Works Staff.
INVOCATION The invocation was given by Mayor Pro Tempore
Katzakian.
PLEDGE Mayor Pinkerton led the Pledge of Allegiance to
the flag.
MINUTES On motion of Councilman Katnich, Katzakian
se-ond, the Minutes of the February 15, 1978
meeting were approved as written and mailed.
Councilman Katnich then moved that the Minutes
of March 1, 1978 be approved. The motion was
seconded by Mayor Pro Tempore Katzakian and
carried by unanimous vote.
REPORTS OF
THE CITY MANAGER
IDENTIFICATION & Agenda item "a", "Identification and Surveillance
SURVEILLANCE Study of Accident Locations as prepared by
STUDY OF George S. Nolte and Associates" was introduced
ACCIDENT by City Manager Glaves.
LOCATIONS
f Mr. Byron L. Larson, Project Engineer and Mr.
Richard E. Ivy, Traffic Engineer for George S.
Nolte and Associates were introduced by Public
Works Director Ronsko.
Mr. Larson then addressed the Council giving a
broad cve: iew of the Study and apprising that the
primary study objectives were to develop remedial
measures for reducing accidents and to establish
a continuing program for identifying problem loca-
tions. To achieve these objectives the following
steps were taken:

Mr. Larson then elaborated on each step and
concluded hi3 remarks by highlighting specific
recommendations resulting from this study.
Council disc Gs?on followed with questions re-
garding the Study being directed to Mr. Larson,
Mr. Ivy and to Staff.
The 85th percentile speed factor was explained
and discussed at length.
Mrs. Naomi Carey, 402 W. Oak Street, Lodi
addressed the Council expressing her concern
regarding the intersection at Oak and Lee Avenue
citing the fact that large buses and trucks traverse
Lee Avenue, which is one-way southbound in this
area and expressing her hope that the Council
would consider the use of "Yield" signs at this in-
tersection.
Mrs. Carey was apprised that the study (Page 70)
had recommended yield signs controlling Lee
Avenue at Oak Street.
Following additional discussion, Mayor Pro
Tempore Katzakian moved that the Study be
accepted as presented. The motion was seconded
by Councilman Katnich and carried by unanimous
vote.
ADJOURNMENT There being no further business to come before
the Council, Mayor Pinkerton adjourned the meet-
ing at approximately 9:15 p. m. on motion of
Mayor Pro Tempore Katzakian, Katnich second.
