A regular meeting of the City Council of the City of Lodi was held
beginning at 8:00 p.m., Wednesday, January 18, 1978 in the City
Hall Council Chambers.
ROLL CALL Present: Councilmen_ - Ehrhardt, Hughes,
Katzakian, Pinkertcn
and Katnich (Mayor)
Absent: Councilmen - None
Also Present: City Manager Glaves, Public
Works Director Ronsko, Community Develop-
ment Director Schroeder, Assistant_ City

INVOCATION The invocation was given by Reverend Dor.
Mulvihill, English Oaks Seventh-Day Adventist
Church.
PLEDGE Mayor Katnich led the Pledge of Allegiance to
the flag.

RE ALLEY VACATION- Notice thereof having been published and posted
ALLEY BOUNDED BY in accordance with law and affidavits of pubiica-

CENTRAL & MAPLE City Clerk, Mayor Katnich called for the Public
Hearing on the proposed vacation of an alley
bounded by Maple Street on the north, Cherry
Street on the south, Central Avenue on the east
and Washington Street on the west.
Public Works Director Ronsko introduced the
matter, presenting a diagram of the proposed
vacation and advised the Council that the Plan-
ning Commission had determined that no public
need existed and recommended that the alley be
abandoned with the condition that public utility
easements be retained as required by the Public
Works Director.

COMPLAINTS RE Mr, Jaime Marcelo with the Council of
PARKING ETC. ON Advocacy for the Spanish Speaking, 5 N.
S JCRA1NENTO STREET Sacramento Street, Lodi addressed the Council
regarding parking problems being encountered in
the 0 to 100 block of N, Sacramento Street, Mr.
Marcelo .elated that the parking situation ir_ the
area is really tough and is driving some customers
away from businesses in the area,
Mr. Niarcelo stated chat they had been able to use
two "parking spaces" lc--ated across' the street
from their office, but of late they have been
issued tickets for parking in an unauthorized area.
In response to questions from the Council, Staff
provided background info-mation regarding the
subject area,
Mr. Marcelo also complained about the unclean
condition. of Sacramento Street stating that he
feels that the street is swept, e:_ly once a vreek;
suggesting that something be done to improve the
situation including the clacernent of litter bins ir.
the area.
Mr. Elvia C, Dean, 7 N. Sacramento Street also
addressed the Cour_cil on the matter supporting
Mr. Mar:elc's statements and expressing his
conce= for the citations being issued for parking
in an unauthorized area across the street from his
business.
A very lengthy discussio- followed with questions
being directed to Staff, to Mr. Marcelo and to Mr.
Dean,
Mayor Katrich ther, directed the Public Works
Director to check into the matter and to repo-`•_ to
Mr. Ma-celo a ,d Mr, Dean on his f?_ndings within
48 hours.
