SPECIAL CITY COUNCIL MEETING
CARNEGIE FORUM, 305 WEST PINE STREET
THURSDAY, JULY 8,1999

ROLL CALL
Present: Council Members — Hitchcock, Mann, Nakanishi, Pennino and Land (Mayor)
Absent: Council Members — None

REGULAR CALENDAR
a) Agenda item #13-1 entitled, "Public Safety Building Presentation".
An in-depth presentation regarding the Public Safety Building was given by various City
staff members. Several options were reviewed to remedy the outdated fire and police
Public Safety Building.
Working with the architectural firm of George Miers and Associates, staff unveiled new
options, which included the following elements:
• Building a new police building on the north side of Elm Street.
• Remodeling the existing Public Safety Building for the Fire Department and other City
functions.
• Building a parking structure on the southwest corner of Elm and Church Streets. This
option would require the purchasing of a business complex and a number of privately
owned homes on Elm Street. This plan would also allow for the expansion of the
courthouse, if necessary.
A lengthy discussion followed with questions being posed to staff by members of the City
Council.
Other options such as locating the Police Department to an area away from downtown
Lodi were discussed.
Addressing the City Council regarding the matter were the following persons:
Ron Heberle, 1440 Iris Drive, Lodi, asked for a written copy of staffs
presentation. The City Council expressed that they too wanted to receive written
documentation highlighting the staff report. Mr. Heberle stated that he agreed
with staffs report on the deterioration of the Public Safety Building pointing out
the problems being encountered with the existing boiler, the poor air quality in the
building, very large temperature differences being encountered in various rooms,
etc.
2. Stan Sogsti, 931 Eucalyptus Court, Lodi, stated that remodel cost estimates are
always overrun and are unsatisfactory. He stated that he is concerned about the
health of Police Department employees, and confirmed the problems being
encountered with air quality in the firing range area.
3. Kathy Hawkinson, 2216 Aladdin Way, Lodi, asked if the Fire Department would
take up the entire Public Safety Building area should the Police Department be
relocated to another facility. Further she asked about combining the parking
structures presently being proposed for the downtown area.

It was pointed out that barring major problems, it could take about three years to build a
new police facility and a year to remodel the existing building.
It was suggested that staff talk to employees located in the Public Safety Building to see
what the City can do during the interim. Also, it was suggested that consideration be
given to moving in portables to house these employees during this period.
Following additional discussion, the Council suggested looking at other sites using
in-house staff and developing site layouts and further directed staff to bring back to the
City Council preliminary proposals of what can be done with staff during the interim.
3. ADJOURNMENT
There being no further business to come before the City Council, Mayor Land adjourned the
meeting at approximately 8:25 p.m.
