ROLL CALL Present: Council Members — Hitchcock, Mann, Nakanishi, Pennino and Land (Mayor) Absent: Council Members — None Present: Planning Commission Members — Borelli, Mattheis, McGladdery and Stafford Present: SPARC Members — Kundert and Selleseth Also present from the City: Deputy City Manager Keeter, Community Development Director Bartlam, Senior Planner Morimoto, Deputy City Attorney Luebberke and City Clerk Reimche The following consultants were present: Paul Crawford of Crawford Multari and Clark Associates; Bruce Jacobson of Jacobson and Wack; and Larry Mintier of Mintier and Associates Also present in the audience: Waiter and Janet Pruss DISCUSSION OF ITEMS OF MUTUAL CONCERN Mayor Land welcomed the group and made introductions of those in attendance. The subject for discussion at this meeting was the City of Lodi Zoning Ordinance revision, which included the following discussions: • Introduction, objectives for study session. • Overview of work program/schedule. • Review of initial goals and issues. • Individual comments from Council and commission members. • Next steps. • Comments and questions from the public. The Work Program for the City of Lodi Zoning Ordinance review was outlined as follows: A. Scope Refinement, Initial Public Participation A.1 Initial scoping meetings A.2 Document review A.3 Initial public participation/policy guidance workshops A.4 Preliminary technical report A.5 Draft format and outline description B. Zoning Ordinance Preparation B.1 Zoning district provisions B.2 Administrative provisions B.3 Policy workshops B.4 General developmentispecific use standards B.5 Design provisions B.6 Subdivision regulations B.7 Administrative draft initial study B.8 Preliminary draft B.9 Screencheck draft 8.10 Public review draft ordinance Continued May 6, 1999 C. Public Review and Adoption C.1 Public hearing notices and staff report C.2 Planning Commission workshops/hearings C.3 Negative Declaration CA Council workshops/hearings C.5 Screencheck final ordinance C.6 Final Zoning Ordinance C.7 Staff training/orientation meeting D. On -Line Zoning Ordinance The Zoning Code issues and goals were outlined as follows: • Consistency with the General Plan (residential densities, development standards, number and type of zoning districts, etc.). • A document that is logically organized, easy to understand and use, with simplified, precise language, and supporting graphics. • Eliminate obsolete provisions, create state-of-the-art provisions and procedures, responsive to current economic and market conditions. A lengthy discussion followed with questions being directed to staff and to the consultants. 3.
