JOINT CITY COUNCIL MEETING
WITH LODI PLANNING COMMISSION AND
SITE PLAN AND ARCHITECTURAL REVIEW COMMITTEE (SPARC)

Also present from the City: Deputy City Manager Keeter, Community Development Director

The following consultants were present: Paul Crawford of Crawford Multari and Clark
Associates; Bruce Jacobson of Jacobson and Wack; and Larry Mintier of
Mintier and Associates
Also present in the audience: Waiter and Janet Pruss
DISCUSSION OF ITEMS OF MUTUAL CONCERN
Mayor Land welcomed the group and made introductions of those in attendance.
The subject for discussion at this meeting was the City of Lodi Zoning Ordinance revision, which
included the following discussions:
• Introduction, objectives for study session.
• Overview of work program/schedule.
• Review of initial goals and issues.
• Individual comments from Council and commission members.
• Next steps.
• Comments and questions from the public.
The Work Program for the City of Lodi Zoning Ordinance review was outlined as follows:

The Zoning Code issues and goals were outlined as follows:
• Consistency with the General Plan (residential densities, development standards, number and
type of zoning districts, etc.).
• A document that is logically organized, easy to understand and use, with simplified, precise
language, and supporting graphics.
• Eliminate obsolete provisions, create state-of-the-art provisions and procedures, responsive
to current economic and market conditions.
A lengthy discussion followed with questions being directed to staff and to the consultants.
