CITY COUNCIL, CITY OF LODI
CITY HALL COUNCIL CHAMBERS
MAY 7, 1979
An adjourned regular meeting of the City Council of the City of
Lodi was held beginning at 7:30 p. m. in the City Hall Council
Chambers.
ROLL CALL Roll call was noted by the City Clerk as
follows:
Present: Councilmen - Hughes, Katnich,
McCarty, Pinkerton
and Katzakian
Absent: Councilmen - None

Present: Recreation Commission Members:

David Reese
Dennis Swanson
Also
Present: City Manager Glaves, Assistant
City Manager Glenn, City Attorney
Mullen and City Clerk Reimche.
Following introduction of the matter by City Manager Glaves, Mr.
Ed DeBenedetti, Director of Parks and Recreation, gave a report
regarding the problems being encountered at Lodi Lake Park which
included background information, analysis of problems and suggested
possible solutions.
Present control procedures were outlined in detail by Mr. DeBenedetti.
Park PatrolmanGretsinger addressed the Council and Recreation
Commission and responded to questions as were posed by both bodies.
Park Patrolman Gretsinger suggested the following possible means to
alleviate the problems being experienced:
a) Restrict use of alcoholic beverages in public on any
public street or parkway within 50 feet
b) Beef up Park Patrol - suggesting that there be 2 people
on duty at all times and maybe 3 with someone on the
north side at all times

c) Sufficient walkie-talkie equipment for Park Patrol
d) Construction of a berm to act as traffic control device.
A very lengthy discussion followed with questions being directed to the
City Attorney, Staff and Park Patrolman Gretsinger by the Council and
Recreation Commission.
The following persons who were in the audience gave testimony on the
matter:
a) Mr. Robert Rose, 1010 Mason Street, Lodi cited various
incidents that had occurred recently at the Lake. Mr. Rose
stated he no longer allows his children to go to the Lake
because of the situation there.
b) Mr. A. M. Mellor, 1008 Laurel Avenue, Lodi. Mr. Mellor
stated that he feels its the minority who are causing the
problem at the Lake. Mr. Miller further stated that if we
make laws, we should be able to enforce them.
c) Mr. Scott Reiswig, 1122 W. Turner Road, Lodi. Mr.
Reiswig stated he has witnessed motorcycle races and drug
sales at the Lake and proposed fencing the entire area and
charging additional entrance fees.
d) Mr. L. Cowie, 504 Falls Avenue, Lodi. Mr. Cowie stated
that there are plenty of flagrant violations going on at the
Lake and that he doesn't understand it when peace officers
lose their authority to take discretionary action involving
juveniles.
e) Mr. Greg Dillingham, 309 Westwood Avenue, Lodi stated
that he feels that the problem at Lodi Lake is with young
adults and that he feels the park patrol is doing their best.
Mr. Dillingham stated that he feels the City might look to
other city, county and state agencies to see what they do in
like situations.
f) Mr. William D. Holck, 237 Mission Street, Lodi stated he
lives near Blakely Park and that he feels the City Council
should be aware that similar problems are occurring at
every City Park. Mr. Holck wonders if some type of
records could not be maintained denoting repeat offenders.
Additional discussion followed with questions being directed to Staff and to
persons in the audience giving testimony.
On motion of Councilman Hughes, Pinkerton second, Council authorized
Staff to prepare a suitable proposed ordinance for Council action which
would deal with the situation by:
a) Adding additional Park Patrol (excluding night patrol)
b) Authorizing evaluation of providing a berm or other traffic
control device at Lodi Lake Park
c) Have the City Attorney look at revising a City Ordinance
regarding the restricted use of alcoholic beverages in public
on any public street or parkway within 70 feet.

d) Establish control on use of glass beverage containers in
the Park
e) Establish controls regarding littering within the park
f) Look at possible voluntary canine program for the
Park Patrol
Staff was directed to provide Council with the proposed ordinance
containing provisions heretofore set forth at the earliest possible date.
The motion carried by unanimous vote.
There being no further business to come before the Council, Mayor
Katzakian adjourned the meeting at approximately 9:20 p. m.
